About this file
This document is a State Answers to Vendor Questions record for the Michigan Integrated Continuous Improvement Process (MICIP) RFP No. 260000001787, issued by the State of Michigan Department of Technology, Management & Budget (DTMB). The RFP solicits a contractor to host, maintain, support, and enhance the MICIP platform, a continuous improvement process system serving Michigan's education sector. The system is designed to support approximately 6,000 write-access users with 750 concurrent users and includes 48 enhancement items to be delivered over the contract term rather than exclusively during an initial implementation phase. The contractor will be responsible for provisioning and managing a dedicated Amazon Web Services (AWS) tenant to host the application, with AWS designated as a permitted subcontractor. Key technical requirements include disaster recovery capabilities with a 4-hour Recovery Point Objective (RPO) and 4-hour Recovery Time Objective (RTO), though a secondary disaster recovery environment in a separate AWS region is not required. The State has indicated it does not intend to extend the original bidding deadline. The contract will require the contractor to provide source code deposits to the State following each release, including all third-party components and SQL database backups or dacpac files, which will be checked into the State's Azure DevOps project.
Pricing for this engagement should be structured as a firm fixed quote for the requirements outlined in Schedule A, Attachment 1, with bidders permitted to propose additional pricing for work beyond the specified scope. The contractor will assume all AWS consumption costs and bear financial responsibility for hosting expenses. Support services are defined as 8 a.m. to 5 p.m. Eastern Time, Monday through Friday, though critical service error response and resolution times are measured on a 24/7 basis, with acknowledgment required within 30 minutes and resolution within 4 hours. The State prefers FedRAMP authorization for security compliance; however, an annual SSAE 18 SOC 2 Type II audit will be accepted as an interim measure, with the State requesting a timeline for FedRAMP certification completion. Private company bidders are required to disclose revenue information, though they may request confidential treatment through the Confidential Treatment Form. The contractor will transition the production application, database, and associated data from the incumbent's environment as part of the transition-in process rather than as a separately scoped migration service.

REQUIREMENT#
BIDDER QUESTION
STATE ANSWER
1
Proposal Instructions/Solicitation Timeline
1
Can Michigan DTMB please extend the submission deadline for this RFP?
The State does not intend to extend the bidding deadline at this time.
2
Schedule A – Statement of Work, Sections 3 and 4
65
The RFP states that the MICIP platform will be hosted in the Contractor’s Amazon Web Services (AWS) environment and references a “State preferred State approved AWS infrastructure tenant.” Can the State clarify whether the Contractor is expected to provision and manage a new, Contractor‑owned AWS tenant, or whether the solution must be deployed into an existing State‑managed AWS tenant, and what level of access the Contractor will be granted in either scenario?
The state expects the contracted vendor to host and manage the solution.
3
Schedule A – Statement of Work; Contract Terms Section 2.2 (Change Control)
38
Can the State clarify how it distinguishes included “future enhancements” under this contract from out‑of‑scope changes that would require a formal Change Request and Change Notice? Specifically, does Schedule A, Attachment 1 represent the full set of known enhancements at award, or should bidders assume ongoing functional expansion throughout the base and option years?
Schedule A, Attachment 1, lists the current requirements backlog. Everything else would be considered a future enhancement. Bidders must provide a firm fixed quote for the requirements provided and may also quote for any work beyond that.
4
Schedule A – Purpose; Contract Terms Sections 7 and 28
Page 55 and 64
The RFP states that the State owns the source code and requires source code deposits after each release. Can the State clarify whether all enhancements, configurations, and integrations developed under this contract—including those leveraging third‑party or open‑source components—are expected to be deposited in full, and whether a specific repository, escrow mechanism, or format is required?
The full source code of the application must be sent to the State utilizing its secure File Transfer Service. This code will be checked into the State’s Azure DevOps project. All Third-party components required to run the code must be included and the vendor must document if licenses are required for any of the Third-Party components.
Additionally, either a database back up or SQL dacpac must be provided for the SQL database.
5
2. Company Background Information VENDOR QUESTIONS WORKSHEET
12
As a privately held company, do we need to disclose our Company Revenue?
How can we mark this particular question as Confidential?
Disclosure is required. You may request confidential treatment of that information in the Confidential Treatment Form. Failure to disclose may result in loss of points during evaluation.
6
Schedule A, Sections 3 & 4
69-71
The RFP states that the Contractor must maintain, support, host, and enhance MICIP in "Contractor's instance of Amazon Web Services environment" and that "Amazon Web Services will be a Permitted Subcontractor." Section 4 then asks bidders to confirm "Contractor Hosted services" and describe how they will meet the hosting requirements.
Please clarify:
(a) Is the State requiring that the Contractor provision and manage its own AWS account/tenant for hosting, or does the State have an existing AWS GovCloud tenant that the Contractor would operate within?
(b) Who holds the AWS account relationship and is financially responsible for AWS consumption costs — the Contractor or the State?
(a) The contractor will host in their AWS tenant but must meet State standards.
(b) The contractor.
7
Schedule A, Section 4 (Component Matrix)
71
The Component Matrix asks bidders to name contractors/subcontractors for Facilities, Infrastructure, Platform, Application, Storage, Backup, and Development.
Given that AWS is a required Permitted Subcontractor, please confirm whether the State expects AWS to be listed for Facilities, Infrastructure, Storage, and Backup, while the Contractor is listed for Platform, Application, and Development — or does the State have a different expectation for the division of responsibilities?
If using AWS, please list AWS in the component matrix.
8
Schedule A, Section 4
71
The RFP references the "State's preferred State approved Amazon Web Services infrastructure tenant."
Does the State currently have an approved AWS GovCloud tenant or organizational account that the Contractor's environment must reside within, or is the Contractor expected to establish a new, independent AWS environment that meets the State's security and compliance requirements?
The contractor will host in their AWS tenant but must meet State standards.
9
Schedule D, Section 6.4 & Schedule F
123, 132
The Disaster Recovery requirements specify an RPO of 4 hours and an RTO of 4 hours.
Please clarify whether the State expects the DR environment to be in a separate AWS region from the production environment, and whether the State has a preferred secondary AWS region.
State does not require a secondary DR environment.
10
Schedule A, Section 12
77
Section 12 states "No migration services are needed." However, the Contractor is taking over hosting from an incumbent.
Please clarify whether the State considers the transfer of the production application, database, and all associated data from the incumbent's environment to the new Contractor's environment to be a "migration" — or if this is considered part of the transition-in and should be addressed in Schedule G.
This would be considered as part of the transition.
11
User Capacity
Schedule A, Section 6
72-73
The user capacity table lists 6,000 write-access users with 750 concurrent.
Is there seasonality to usage (e.g., higher usage during school planning cycles)? If so – is the 750 Peek concurrent users?
There is no seasonal usage.
12
Schedule A, Attachment 1 (Business Specifications Worksheet)
87-102
The Business Specifications Worksheet lists 48 enhancement items.
(a) Are all 48 items expected to be delivered during the initial implementation phase (Execution + 150 days), or are some intended for delivery over the ongoing contract term?
(b) Has the State prioritized these items, and if so, can a prioritized list be shared?
(c) For items marked as "Future Enhancement" by the bidder, is there a maximum acceptable timeframe beyond the 12-month window noted in the instructions?
(a) Delivery over the ongoing contract term
(b) A priority list has not been created yet.
(c) Discussion with MICIP lead on development window
13
Schedule A, Attachment 1, Item 44
101
Business Specification #44 states "Additional enhancements as requested by the department."
(a) Can the State provide additional details on the anticipated scope, volume, or budget allocation for future enhancement requests beyond the 48 listed items?
(b) Are future enhancements expected to be covered under the fixed maintenance/support fees or billed separately using the Rate Card (Table 6)?
(a) No. Additional needs have not yet been determined.
(b) See answer to question 3.
14
Schedule B
103
Schedule B references licensing fees for both perpetual and subscription models, yet the State owns the source code.
Please clarify: Since the State already owns the MICIP source code and IP, what exactly is being "licensed" — the Contractor's proprietary frameworks, third-party components, or development tools?
Should bidders price this as a managed services / support engagement rather than a software licensing arrangement?
Bidders may ignore references to licensing costs and licensing types unless a bidder requires the State to purchase software as part of its contract. In that case, bidders should itemize and describe all such costs pursuant to the instructions.
15
Schedule A, Sections 16-18 & Attachment 1 Resume Templates
78-80
The resume template for Cloud Architect lists "Microsoft Azure Solutions Architect Expert preferred" as a certification — given the AWS hosting requirement, should bidders also or instead demonstrate AWS certifications (e.g., AWS Solutions Architect Professional)?
Yes, this was typo, AWS certification is the preferred.
16
Schedule A, Section 3 (Additional MICIP Implementation Support)
69
The RFP requires the Contractor to provide "communication and promotional support for the MICIP Platform" including collaboration on communications, training of users, joint presentations at state and district events, and formation of a MICIP advisory group.
(a) How many state/district events per year does the State anticipate requiring Contractor participation?
(b) Are these events in-person (requiring travel to Michigan), virtual, or a mix?
(c) Given the prohibition on travel expense reimbursement, should bidders build estimated travel costs into their fixed pricing?
(a) Once a year during the CI conference
(b) Can be virtual
(c) No need to travel
17
Schedule E, Sections 5-6
125-128
Schedule E requires either FedRAMP authorization or an annual SSAE 18 SOC 2 Type II audit for Contractor-hosted services.
(a) Does the State have a preference between FedRAMP and SOC 2 Type II?
(b) If the Contractor is pursuing FedRAMP authorization but has not yet achieved it, will a SOC 2 Type II report be accepted as an interim measure?
(a) State prefers FedRamp
(b) Yes, but the State would like a timeline for the contractor completing FedRAMP certification.
18
Schedule D, Sections 1 & 3.6
114, 117-118
Critical Service Errors require a 30-minute acknowledgment and 4-hour resolution. The Support Hours are defined as 8am-5pm Eastern, Monday through Friday.
(a) Are Critical Service Error response and resolution times measured only during Support Hours, or 24/7?
(b) If 24/7, should bidders plan for on-call staffing outside of Support Hours?
(a) Time is measured in actual time (24/7 in your lexicon).
(b) No

MICIP System RFP # 260000001787 (section N/A)
N/A
Several requirements appear to assume familiarity with historical decisions, legacy configurations, or current operational nuances. Can you clarify whether this information will be made available to all respondents, or if additional context will be provided to ensure an even understanding across vendors?
The State does not believe this information is required to provide responsive proposals.
