Meeman-Shelby Piersol Camp Building Repairs Meeman-Shelby State Park

910 Riddick Rd, Millington, TN 38053

This request for bids is for a contract to furnish all materials, equipment, supplies, and labor necessary to repair Peirsol group cabins A, B, C, and D siding, roof, walkways, ADA ramps, and lighting.

General Conditions

1) On-Site work shall be performed between receipt of signed contract or purchase order and December 31st, 2025, unless a written exception is granted by the Facilities Management Regional Manager.

2) For this project, the Contractor and applicable subcontractors shall possess an active BC, BC-B, BC-b sm, or BC-C Tennessee Building Contractor license prior to submitting a bid. Failure of the contractor and applicable subcontractors to provide copies of their appropriate license shall result in the disqualification of the bid. All licenses shall be verified via Tennessee Commerce and Insurance database before project award.

3) The Contractor shall not assign this contract or enter into a subcontract for this project without prior written approval of Facilities Management. The Contractor’s bid shall include a Declaration of Intended Use of Subcontractor(s) form that clearly states the intent to use a subcontractor, along with their name and license number. Facilities Management reserves the right to reject a bid in whole or a subcontractor, based upon failure to possess an appropriate active TN builder’s license. After project award, any proposed substitution or addition of a subcontractor shall require written Facilities Management acceptance and approval before being allowed on-site or perform any work under this contract. All subcontractors are required to have an active TN building contractor license for the applicable work to be performed before and throughout the project. Any proposed subcontractor failing to meet these requirements are not allowed to perform work on any portion of this project.

4) All work shall comply with state-approved versions of the IBC, standards, regulations, other applicable codes, manufacturer’s recommendation, and best practices.

Contractor is responsible for all permits and associated fees.

5) Only the Facilities Management Project Manager or Facilities Management Regional Manager can approve any alterations, modifications, and substitutions of the specifications or requirements of the project. No additional work shall be authorized unless pre-approved by either the Project Manager or Regional Manager in writing.

Park/Hospitality management and staff are not authorized to make any changes, deletions, or additions to the project or accept any portion of the work. This contract

910 Riddick Rd, Millington, TN 38053 shall be modified only by a written agreement signed by all parties. Any work performed outside of the written scope with any written change orders will be the responsibility of the contractor or others and not Facilities Management. All questions, directives, and acceptance shall come only from either the Facilities Management Regional Manager and/or Project Manager.

6) Contractor shall keep the jobsite clean and safe and leave in a neat and tidy manner.

7) All color selections shall be provided to the contractor by the Facilities Management Project Manager.

8) All material substitutions must be pre-approved prior to bid acceptance.

9) All materials shall be installed per manufacturer’s recommendation, industry best practice, and applicable code.

10) All dimensions listed are approximate. Contractor is solely responsible for verifying actual dimensions prior to ordering any materials or bidding. No allowances shall be made due to a bidder neglecting to visit the site and verifying dimensions and conditions.

11) All work performance under this Contract shall be under the full-time direction of the Contractor. The Contractor shall be responsible for work and performance, and damages of any subcontractors and/or independent contractors or laborers hired in connection with the work under this Contract.

General Scope of Work.

Description of Demolition or Associated Work

1. The contractor shall be responsible for the removal and disposal of the existing wooden walkways and handrails on ramps and porches in front of guest rooms and restrooms on buildings A, B, C, and D.

2. The contractor shall cut and remove concrete as necessary to connect ADA parking pads with new concrete pads and ramps to buildings.

New Work

1. Building A

a. The contractor shall repair siding on South and East sides of the facility before installing new Hardie board and baton siding.

b. The contractor shall remove existing vents on the East side of the restrooms and install new framing and R19 insulation before repairing the interior and exterior walls with new plywood and installing new Hardie board and baton exterior siding. The plywood installed inside the restroom shall be primed and painted to match the existing color and texture of the existing restroom walls.

c. The contractor shall make repairs to the siding at the corner by the restroom caused by water damage and rot prior to covering it with new Hardie board and baton siding.

d. The contractor shall remove vent and fan from room “X” and install new framing and R19 insulation before repairing the interior and exterior walls with new plywood and installing new Hardie board and baton exterior siding. The plywood installed inside the room shall be primed and painted to match the existing color and texture of the existing room walls.

e. The contractor shall replace the fourteen (14) knee high wall pack lights in courtyard with new LED type lights similar in size and shape of existing.

f. The contractor shall convert the seven (7) can lights to LED and repair as necessary in the courtyard.

g. The contractor shall build a six-inch (6”) by six-inch (6”) enclosure around piping running exterior on the South wall. The enclosure should be insulated, and pipe should be covered by foam self-sealing tubular pipe insulation. The contractor shall provide a self-regulating pipe heating cable for pipe freeze protection. It shall be installed so that the male plug is accessible inside the restroom behind a in use non-metallic weather-proof cover.

h. The contractor shall pressure wash existing ramps, landings, interior courtyard, South and East walls prior to painting.

i. The contractor shall cut existing ADA ramp off even with existing ADA pad. The contractor shall install a new pad approximately 24ft

910 Riddick Rd, Millington, TN 38053 by 8ft, six inches (6”) inch thick, 5000psi, with wire mess and/or rebar. The new pad should connect existing ADA pad to building and existing ADA ramp. The contractor shall recess the existing down spout and sewer clean out to be flush with new pad.

j. The contractor shall install on the South and East walls a board and batten pattern with batons at 12” inches on center with horizontal band board as required.

k. The contractor shall clean and repair gutters on South and East side of facility and install new gutter leaf guards.

l. The contractor shall be responsible for two coats of paint including soffit, siding, and rough-cut Cypress lumber in courtyard and the South and East sides of building where new Hardie board and baton siding installed.

m. The contractor shall replace decking on front (porch) with new 2”X6” Lumber. New decking to be secured with #10 x 3-1/2 in.

Green Exterior Self-Starting Torx Flat-Head Wood Deck Screws.

n. The contractor shall install new handrails on the front (porch), landings, and ramps.

i. Handrails shall consist of new vertical post 4”x6” Lumber spaced no more than six (6’) feet apart and extend to thirty-four (34”) inches above finished floor surface. New vertical post shall be connected to floor joist when possible. The contractor shall be responsible for repairing any damaged or rotten floor joist prior to installation of new handrails.

ii. The contractor shall provide and install a new 2”X6” board for a top cap. The contractor shall provide and install three

(3) new 2”X6” railings (ranch style), the top railing will be installed vertically and be aligned with the top of the post.

The bottom railing shall be installed vertically and have a 2”-inch gap between the bottom of the railing and the floor surface. The middle railing shall be mounted vertically and centered between the top and bottom railings.

iii. The contractor shall install a new bottom band board between the upright post consistent with what is currently there.

iv. New handrail and vertical railing to be secured with #10 x 3- 1/2 in. Green Exterior Self-Starting Torx Flat-Head Wood Deck Screws.

2. Building B

a. The contractor shall repair siding on South and East sides of the facility before installing new Hardie board and baton siding.

a. The contractor shall remove existing vents on the East side of the restrooms and install new framing and R19 insulation before repairing the interior and exterior walls with new plywood and installing new Hardie board and baton exterior siding. The plywood installed inside the restroom shall be primed and painted to match the existing color and texture of the existing restroom walls.

b. The contractor shall remove vent and fan from room “X” and install new framing and R19 insulation before repairing the interior and exterior walls with new plywood and installing new Hardie board and baton exterior siding. The plywood installed inside the room shall be primed and painted to match the existing color and texture of the existing room walls.

c. The contractor shall replace the fourteen (14) knee high wall pack lights in courtyard with new LED type lights similar in size and shape of existing.

d. The contractor shall convert the seven (7) can lights to LED and repair as necessary in the courtyard.

e. The contractor shall pressure wash existing ramps, landings, interior courtyard, South and East walls prior to painting.

f. The contractor shall install a new wooden ADA access ramp approximately 28ft long. The new ramp shall not exceed 5-degrees of incline and should meet all current ADA requirements. The new ramp should have new handrails installed per section “p” and “q” of this section of specification. The vertical post supporting the ramp will be minimum 4x6 with a 2x6 on each side. The post shall be mounted in a hole 12 inches diameter with a round concrete tube 18 inches below grade and 4 inches above. The spacing between post shall not exceed 6ft. The new ramp should be the same width as existing landing.

g. The contractor shall install a new pad approximately 27ft by 12ft, six (6”) inch thick, 5000psi, with wire mess and rebar. The new pad

The contractor shall recess the existing down spout and sewer clean out to be flush with new pad.

h. The contractor shall install on the South and East walls a board and batten pattern with batons at 12” inches on center with horizontal band board as required.

i. The contractor shall clean and repair gutters on South and East side of facility and install new gutter leaf guards.

3. Building C

a. The contractor shall repair siding on the South and West sides of the facility before installing new Hardie board and baton siding.

b. The contractor shall remove existing vents on the South side of the restrooms and install new framing and R19 insulation before repairing the interior and exterior walls with new plywood and installing new Hardie board and baton exterior siding. The plywood installed inside the restroom shall be primed and painted to match the existing color and texture of the existing restroom walls.

c. The contractor shall remove the vent and fan from room “X” and install new framing and R19 insulation before repairing the interior and exterior walls with new plywood and installing new Hardie board and baton exterior siding. The plywood installed inside the room shall be primed and painted to match the existing color and texture of the existing room walls.

d. The contractor shall replace the fourteen (14) knee-high wall pack lights in the courtyard with new LED-type lights similar in size and shape to the existing.

e. The contractor shall convert the seven (7) can lights to LED and repair as necessary in the courtyard.

f. The contractor shall install a new wooden ADA access ramp approximately 22ft long. The new ramp shall not exceed 5-degrees of incline and should meet all current ADA requirements. The new ramp should have new handrails installed per section “k” and “l” of this section of specification. The vertical post supporting the ramp will be minimum 4”x6” with a 2”x6” on each side. The post shall be mounted in a hole 12 inches diameter with a round concrete tube 18 inches below grade and 4 inches above. The spacing between post shall not exceed 6ft. The new ramp should be the same width as existing landing.

g. The contractor shall pressure wash existing ramps, landings, interior courtyard, South and West walls prior to painting.

l. The contractor shall install new handrails on the front (porch), landings, and ramps.

i. Handrails shall consist of new vertical post 4”x6” Lumber spaced no more than five (6’) feet apart and extend to thirty-four (34”) inches above finished floor surface. New vertical post shall be connected to floor joist when possible.

The contractor shall be responsible for repairing any damaged or rotten floor joist prior to installation of new handrails

ii. The contractor shall provide and install a new 2”X6” board for a top cap. The contractor shall provide and install three

(3) new 2”X6” railings (ranch style), the top railing will be installed vertically and be aligned with the top of the post.

The bottom railing shall be installed vertically and have a 2”-inch gap between the bottom of the railing and the floor surface. The middle railing shall be mounted vertically and centered between the top and bottom railings.

iii. New handrail and vertical railing to be secured with #10 x 3- 1/2 in. Green Exterior Self-Starting Torx Flat-Head Wood Deck Screws.

m. The contractor shall remove and replace approximately 75ft by 8ft of damaged roofing.

n. The contractor shall make every effort to replace the defective shingles with similar color and style. The new roof section shall require new ice and water shield and repair any decking as necessary.

4. Building D

a. The contractor shall replace decking on front (porch) with new 2”X6” lumber. New decking to be secured with #10 x 3-1/2 in. Green Exterior Self-Starting Torx Flat-Head Wood Deck Screws.

b. The contractor shall install new handrails on the front (porch), landings, and ramps.

i. Handrails shall consist of new vertical post 4”x6” Lumber spaced no more than five (6’) feet apart and extend to thirty-four (34”) inches above finished floor surface. New vertical post shall be connected to floor joist when possible.

The contractor shall be responsible for repairing any damaged or rotten floor joist prior to installation of new handrails

ii. The contractor shall provide and install a new 2”X6” board for a top cap. The contractor shall provide and install three

(3) new 2”X6” railings (ranch style), the top railing will be installed vertically and be aligned with the top of the post.

The bottom railing shall be installed vertically and have a 2”-inch gap between the bottom of the railing and the floor surface. The middle railing shall be mounted vertically and centered between the top and bottom railings.

iii. New handrail and vertical railing to be secured with #10 x 3- 1/2 in. Green Exterior Self-Starting Torx Flat-Head Wood Deck Screws

c. The contractor shall cut concrete landing off to match existing ADA pad. The repour a new 90in X 60in pad to connect the existing ADA pad to the existing ADA ramp.

a. The contractor shall pressure wash existing ramps, landings, interior courtyard, North and West walls prior to painting.

b. The contractor shall replace the fourteen (14) knee-high wall pack lights in the courtyard with new LED-type lights similar in size and shape to the existing.

c. The contractor shall convert the seven (7) can lights to LED and repair as necessary in the courtyard.

d. The contractor shall replace the guest room and restroom doors.

The new doors shall be steel exterior grade without windows or vents. The contractor shall provide new handles and hardware that can reutilize the existing door lock cores.

e. The contractor shall install a new water drainage path from the existing ADA concrete pad past corner of building. The new drainage shall not exceed 2% grade and have new grass seed and straw applied to minimize erosion.

Materials:

All materials must be approved by Facilities Management before installation.

Specific Instructions

1. CONCRETE SPECIFICATIONS:

I. Concrete shall be locally sourced and poured to a minimum of six

(6) inch thick, with 5000psi rating.

II. Concrete shall be installed over a compacted base of 33C aggregate.

III. Concrete shall include a 4 x4 wire mess grade 40 frame for durability or ½ inch rebar minimum.

IV. Wire mesh or rebar shall be embedded in concrete to add tensile strength for enhanced reinforcement with square grid pattern.

V. Concrete shall be allowed to cure for a full 28 days.

2. SIDING SPECIFICATIONS:

I. The contractor shall be responsible for the installation of flashing over the doors, windows, heating ducts, and where siding meets the ground around the bottom of the wall. The flashing will have a z-bar shape and have a hem or crimp on the outside edge.

II. The contractor shall be responsible for caulking all butt joints, inside and outside corners, door, and window trim, and anywhere

910 Riddick Rd, Millington, TN 38053 caulking is needed. The contractor shall be responsible for supplying all fiber cement materials to the facility

III. The contractor shall install in a board and batten pattern with batons at 12 inches on center with horizontal band board as required.

IV. The contractor shall be responsible for repairing any damaged existing soffit or siding, prior to installation of new Hardie board siding.

V. Prior to siding, make sure the water-resistive barrier is properly installed according to the manufacturers’ instructions.

VI. The contractor shall follow all manufactures recommendations and best practices to ensure the highest quality install.

3. PAINT SPECIFICATIONS:

I. SURFACE PREPARATION

i. All surfaces to be painted shall be clean, cured, dry and free of rust, mill-scale, oil, grease, dirt, salts, wax, efflorescence, mildew, surface deposits or loose or scaling paint.

ii. All gaps must be filled with approved caulk.

iii. Glossy surfaces of old paint must be dulled.

iv. Prepared surface must be protected by use of specified and approved primer.

v. Surface must be inspected by park Facilities Management representative prior to coating application; however, prepared non-protected metal substrates must be immediately primed.

II. COATING APPLICATION

i. Coating may be applied by brush, applicator pad, roller, convention or airless spray in a minimum of two coats or as otherwise specified.

ii. Specific dry film thickness recommended by manufacturer must be achieved.

iii. Even coats, of complete coverage, which are free from sags, drips, streaks and bubbles must be obtained.

Contractor shall comply with all applicable codes, standards, manufactures best practices, and regulations in execution of project.

Additional Terms and Conditions

1) All aspects of this job shall be left in a finished condition: All finish work, interior and exterior walls and trim, finish painting, caulking and final cleanup are included in this contract.

2) Contractor shall be responsible for determining where all utilities are on the job site and care should be taken to protect the utilities from any damage caused by the demo/construction. This shall include any underground utilities around the job site area. If damage occurs, it shall be repaired within a 24-hour period from the time damage occurs.

3) Contractor shall perform work on regular time and shall invoice work time and material not to exceed the quoted price. Any variance in quote shall be addressed only with a representative of the Facilities Management Regional Office before any additional work is undertaken or materials ordered.

4) Work shall be scheduled to avoid any interference with normal operation of the park as much as possible. During the construction period, coordinate construction schedules and operations with the park manager. Work shall be conducted during the normal business hours of Monday through Friday, 8:00 a.m. to 4:30 p.m., unless an alternate schedule is approved by Facilities Management.

5) Successful contractor shall schedule and attend a pre-construction conference where a pre-construction form shall be signed by Facilities Management, Contractor and Park Manager or park representative before work can begin. Contractor shall also schedule and attend a final inspection where a final inspection form shall be signed by Facilities Management, Contractor and Park Manager or park representative before final invoice shall be paid.

6) The contractor shall protect areas adjacent to his work and shall be required to repair any damage they may cause. Contractor shall protect work of other trades. Contractor shall correct any painting related damage by cleaning, repairing, or replacing, and refinishing as directed by Facilities Management. Contractor shall leave residences and other buildings in a habitable manner after hours by securing unfinished openings.

7) Workmanship is to be warrantied for not less than one year from date of final inspection. Materials shall be warrantied as per manufacturer’s warranty.

8) Unless otherwise indicated, all materials, equipment, and supplies shall be new and in good condition, UL listed when applicable, and all work accomplished in a manner acceptable to Facilities Management.

9) Clean up of the project site shall be the responsibility of the contractor. Contractor to assure that job site is clean of nails, debris, etc., at end of each day to ensure safety.

Contractor shall clean up and haul away all scrap when work is completed to an approved location off state property.

10) Contractor, employees, and sub-contractors shall be licensed, certified, or registered as required. They shall be registered in the State of Tennessee Edison purchasing system.

11) The State of Tennessee shall not be held liable for any damage, loss of property, or injury of personnel resulting from actions of the contractor and/or his/her sub-contractors or employees.

12) At all times, the Contractor shall have a copy of project specifications, permits, and certificate of insurance on-site.

13) Facilities Management may terminate this Contract for convenience without cause and for any reason. Facilities Management shall give the Contractor at least thirty (30) days written notice before the termination date. The Contractor shall be entitled to compensation for all conforming goods delivered and accepted by the Facilities Management or for satisfactory, authorized services completed as of the termination date. In no event shall the State be liable to the Contractor for compensation for any goods neither requested nor accepted by the Facilities Management or for any services neither requested by Facilities Management nor satisfactorily performed by the Contractor. In no event shall the State's exercise of its right to terminate this Contract for convenience relieve the Contractor of any liability to the State for any damages or claims arising under this Contract.

14) If the Contractor fails to properly perform its obligations under this contract in a timely or proper manner, or if the Contractor materially violates any terms of this contract, the State shall have the right to immediately terminate the contract and withhold payments in excess of compensation for completed services or provided goods. 910 Riddick Rd, Millington, TN 38053 the above, the contractor shall not be relieved of liability to the State for damages sustained by virtue of any Breach Condition and the State may seek other remedies allowed at law or in equity for breach of this Contract.

15) Notwithstanding any use of the approved subcontractors, the Contractor shall be the prime contractor and responsible for compliance with all terms and conditions. The State reserves the right to request additional information or impose additional terms and conditions before approving an assignment of this contract in whole or in part or the use of subcontractors in fulfilling the Contractor's obligations under this contract.

16) The Contractors and all subcontractors are not authorized to day laborers or temporary labor on this project without the express written permission of Facilities Management.

17) The Contractor shall have a Certificate of Insurance on file with Facilities Management and in compliance with state regulations. Contractor shall have insurance as shall protect the contractor from claims which may arise out of or result from the contractor’s operations under the contract and for which the contractor may be held legally liable, whether such operations be by the contractor or by sub-contractor or by anyone directly or indirectly employed by any of them, or anyone associated with them for whose acts they may be liable. Sub-contractors shall also be registered in the State of Tennessee Edison purchasing system, be listed on the bid application, submit copy of applicable license, and shall show proof of insurance and have workers compensation.

18) Note: Before the Contract resulting from this Invitation to Bid is signed, the apparent successful proposer shall be registered with the Department of Revenue for the collection of Tennessee sales and use tax. The State shall not approve a contract unless the proposer provides proof of such registration. The foregoing is a mandatory requirement of an award of a contract pursuant to this solicitation.
