STATEMENT OF WORK

Project No. MDVL222102

Key Field Air National Guard Base, Meridian, Mississippi

REPLACE HVAC IN OFFICES AT DINING FACILITY BLDG 204

26 JANUARY 2022

I. PURPOSE: This Statement of Work provides the requirements necessary to replace the HVAC in administrative office space of the dining facility, Bldg 204.

A. APPLICABLE REFERENCE DOCUMENTS:

1. Construction Plan Set

2. As-Built Facility Construction Plans (available upon request)

II. REQUIREMENTS: The Contractor shall provide all, labor, supervision, parts, materials, equipment, tools, freight, rigging, temporary toilet facilities (if required) and transportation required at Key Field Air National Guard Base, as requested and described below.

A. DEMOLITION:

1. Generally, refer to Sheets D1.0 and D2.0 of the Construction Plan Set for demolition requirements. This project affects those rooms indicated in the plans as the project area.

Work may also be required in other area, such as the Electrical and Mechanical Rooms.

2. Demolish the existing air handler unit (AHU-3) as well as all supply and return ducting in Room 118, Mobility Storage Warehouse. Cap the duct penetrations at the wall or otherwise lock out the existing fire dampers in the closed position. Demolish AHU-3 electrical service and remove conductors.

3. Demolish existing condenser (CU-1), line sets, and electrical service disconnect.

Remove electrical service conductors.

4. As shown on Sheet D1.0, demolish existing supply and return grills within the project area. Demolish each supply/return duct to 12” (minimum) above the ceiling and cap.

5. As shown on Sheet D2.0, demolish existing hot water supply and return lines. The intent is to remove these terminal unit and radiant heater lines from the point of service back to a location as close as reasonable to the main lines. Install a brass valve and cap.

6. Remove radiant heater located in Room 128, Corridor.

7. Demolish, remove, and/or modify existing features as required for construction as noted in the plan set.

8. All features of the facility not set to be demolished must be protected or restored to original condition at project completion.

B. IMPROVEMENTS:

1. Refer to Sheet A1.0 for approximately ceiling layouts of existing and new fixtures, as well as lighting, ceiling heights, and materials.

2. Install all new multi-zone split mechanical system with manifold/branch header as shown in the mechanical schedule on Sheet M1.0 (or approved equals). Install brass valves on each liquid and suction refrigerant line entering and exiting the manifold.

3. Mechanical system shall be BACNET-compatible (capable of connecting to the base management system) and the new system SHALL BE connected to the Automated Logic Basewide Management System as a part of this project. System shall include appropriate controllers and thermostats, as well as any additional controls hardware, software, programming, graphics and startup to provide the Base full HVAC controls via the Automated Logic platform. Point of Contact for controls integration is Mr. Raymon Jolly (615-250-1915, raymonjolly@automatedcontrolsinc.com).

4. All features of the facility not set to be repaired or replaced must be protected or restored to original condition at project completion.

C. PHASING:

1. The Government intends for the majority of new installation to occur prior to demolition to allow for a very short turnover period without HVAC in these locations (less than 1 week). Most new ceiling cassettes are proposed in areas which do not conflict with existing lighting or HVAC features.

2. The turnover period and any outages shall be coordinated with the Government in advance.

D. Contractor shall take care not to damage the facility any more than necessary to perform the work, and shall protect and restore the area throughout construction. The Contractor is responsible to repair any damage to bring the facility back to pre-construction conditions.

E. JOB SITE INSPECTION. The Contractor shall keep all work sites clear of trash and debris. The Government will inspect the work area around the work site at its discretion.

Any cleaning or trash problems not corrected by the Contractor in a timely manner will result in payment being withheld until the problem is corrected.

F. TOOLS. The Contractor shall supply all tools and equipment to provide services required in this SOW. The Contractor SHALL NOT, at any time, borrow or use any tools or equipment from Key Field shops or its employees (state, contract, or federal). This includes forklifts, motorized lifts, electric carts, hand tools, power tools, etc.

III. PERIOD OF PERFORMANCE: The project shall be accepted as substantially complete within 120 calendar days after issuance of the Notice to Proceed.

IV. ENVIRONMENTAL MANAGEMENT: Key Field ANGB is committed to AFPD 90-8 for all base personnel and operations to include construction and all contractors working on behalf of the Government. The primary tenets of AFPD 90-8 are: Environmental Compliance, Risk Management, and Continuous Improvement. As applicable, the Contractor is responsible for the following:

1. Provide copies of all Hazardous Material SDS’s (oil, paints, adhesives, refrigerant, etc) to the Contracting Officer for approval prior to use, and provide total usage of each item upon completion and prior to project closeout for required EPCRA 313 tracking. Additionally, any reclaimed or re-used refrigerant must be documented at project closeout by weight, type, and management method.

2. Provide secondary containment for all liquid Hazardous Materials in containers 55 gallons or larger.

3. Track and report amount of waste generated and method of disposal (recycled, reused, or landfilled). All waste must be managed or disposed in a legal manner.

Unless specifically noted, all waste belongs to the Contractor. Key Field ANGB’s existing solid waste program, to include green boxes and construction debris containers, SHALL NOT be used for Contractor’s waste unless explicitly authorized in writing.

4. Coordinate and secure MDEQ permits, as applicable, for emissions equipment and Storm Water Construction.

The afore-mentioned items highlight requirements for service and construction contracts but are not all inclusive. A more in-depth Environmental Contractor Packet is available upon request.

V. QUALITY ASSURANCE: The Government will provide visual inspections as needed to ensure that all work described in this SOW are complete.

VI. WORK SCHEDULE: All installation work associated with this contract shall be accomplished during daily work hours between 07:00 a.m. to 04:30 p.m. Monday through Friday except for Federal Holidays and compressed work days. The Government must approve any deviation from these hours.

VII. WARRANTY: The Contractor to finish all work in a professional manner, employing best construction practices, using all new materials as approved by the owner (unless otherwise noted). Labor, equipment and materials installed by the Contractor shall be guaranteed by the Contractor to be free from defect for a period of one year (unless noted otherwise by specification) from the date of final acceptance.

VIII. SAFETY AND FIRE PREVENTION: Contractor must comply with all appropriate Occupational Safety and Health Administration (OSHA) and National Fire Prevention Association (NFPA) regulations during construction. Contractor shall receive a burn permit from the Fire Department at Key Field ANG Base prior to any hot work, welding, or potential fire hazard operations. All personnel working in or around the facility shall be thoroughly briefed on any dangers in the area.

IX. BASE & FACILITY ACCESS: The Contractor shall coordinate with the 186th Security Forces Squadron and Contracting Officer to gain access to Key Field ANG Base and the operating area where work is to be performed. Contractor shall also coordinate with the BCE to avoid adverse impacts to Key Field flying mission or mission support functions. The Contractor will have access to any base infrastructure (power, water) presently available in or nearby the construction area.

Any modifications to base infrastructure to assist in construction must be requested in writing, approved by the Base Civil Engineer, and performed by the Contractor.
