About this file
This Special Conditions document establishes requirements for McQueen's Trail Restoration project in unincorporated Chatham County, Georgia, adjacent to US 80. The project involves restoration and repair of a pedestrian/bike trail constructed over an old railroad bed that is surrounded by saltwater marsh on both sides. The trail features a soil cement surface course and has sustained hurricane damage requiring restoration along the northern edge of the western route. Bidders must submit a pre-construction conditions video emphasizing the condition of Fort Pulaski Road, the trail from Fort Pulaski Road to the work area, existing wooden bridges, and improvements within 100 feet of project limits. The contract deliverables include mobilization, replacement of crushed limerock and riprap, replacement of structural fill areas, installation of additional tiebacks to existing timber bulkheads, installation of new timber bulkhead retaining systems, and installation of temporary manatee signs. Work hours are limited to 7:00 a.m. to 7:00 p.m., Monday through Friday, excluding weekends and holidays unless otherwise approved. McQueen's Trail shall be closed to the public during construction with the contractor responsible for all signage and traffic control measures.
The contractor must prepare a detailed plan of operations identifying equipment and material staging locations outside wetlands to the extent practicable, with preference for staging on McQueen's Trail or at specified coordinates. Material delivery may occur via haul routes from Fort Pulaski Road or by barge, with the contractor responsible for structural inspections of existing wooden bridges to accommodate additional loads and for repairs of any damage incurred. Payment items are unit priced based on actual quantities, with mobilization not to exceed 5 percent of total contract price. The contractor bears responsibility for all erosion and sedimentation control compliance and carries a $500 per day fee for improper operation of the erosion control plan plus $300 per calendar day in liquidated damages for failure to complete work within the contract period. The county will pay for materials testing by an independent lab but the contractor pays for failed tests. A Field Condition Allowance belongs to the county and may be designated for unforeseen work; bidders must include this allowance in their base bid with unused amounts reverting to the county.
