Positioning MCC to realize greatest possible returns in the process of reform, while maintaining an agile, highly-qualified, and motivated workforce, MCC HR anticipates conducting strategic organizational assessments and continuing improvement efforts over the next thirty-six (36) months. The purpose of this project is to strategically support and accelerate MCC’s organizational transition, ensuring accomplishment in a manner that maintains MCC’s unique profile as a public sector development agency driven by private sector principles while promoting essential characteristics of organizational health, adaptive capacity, and effectiveness.

B.2 PRICE/COST SCHEDULE/ITEM INFORMATION

Table B.2 – BPA Labor Categories and Net BPA Rates below shall be used by the offeror to submit its direct labor hourly rates for each labor category proposed. At the time of award, information from the price schedule submitted by the offeror will be incorporated into this section. The contractor shall determine which labor categories would be required to execute this requirement and include those labor categories and corresponding hourly labor rates in Table B.2 – BPA Labor Categories and Rates.

B.2.1 Sample Call Order 1

I. Scope

In order to continue intentional organizational maturation efforts initiated under the NexGEN effort (FY16), MCC requires an objective assessment of operational roles and responsibilities as they a) are distributed, b) unfold in practice, and c) influence both results and organizational health. The assessment will: accurately capture MCC’s current state of practice regarding operational roles and responsibilities; assess specific implications for role accountability within existing structures; and consider implications for talent composition and development. The objective is to provide data and strategic assessment to support and promote continual drive towards organizational effectiveness.

This will require: reviewing documentation relevant to roles and responsibilities; capturing the ‘as is’ state both of organizational structure and of practice with regard to roles and responsibilities; and assessing how these align

a) against each other, b) MCC’s business lines, c) workload decision-making practices, and d) prevailing understandings of good organizational practice (i.e., gap analyses). Focus, while to be specified, will center on position categories across leadership levels and matrixed roles. Framing, data, and recommendations should be organized clearly around drivers of effectiveness, talent maximization, and organizational health. Likely effectiveness and culture impacts (current and future), as well as risks, resulting from adjustments/adaptations should be explicitly addressed.

This task is complex, as the relevant comparator group is a hybrid of private sector start-ups, government agencies, and global development agencies. While free-standing, work under this Task should conceptually and tactically align with a concurrent MCC-executed learning needs assessment (LNA) and an anticipated future externally-accomplished Talent Composition assessment.

B.2.2 – Sample Call Order Number 2

I. Scope

MCC requires an assessment of current talent composition and relevant practices, contextualized by information on sound talent management practices in other industries using adaptive/contingent staffing, in order to support evidence-informed decisions about the best-fit staffing model for the future of the agency. There is a need to understand how far current practice falls from optimal practice for MCC’s mission and resources—across the lifecycle of selection through development. Focusing on categories outside the pool of permanent competitively-appointed federal positions, but with reference to modern best-practice approach of capabilities [in contradistinction to competencies], the vendor will review data and practices with the objective of making recommendations about how best to optimize composition of MCC’s talent pool.

This task is complex, as the relevant comparator group is a hybrid of private organizations and global development agencies. A traditional study approach that might be applied in most federal agencies will not serve MCC’s needs.

While free-standing, work under this Task should conceptually and tactically align with a concurrent Task (Roles & Responsibilities).

MCC-17-RFP-0140 Section C

SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK BPA AND

Introduction

The Millennium Challenge Corporation (MCC) is a Federal Corporation created under Title VI of the Foreign Operation, Export Financing, and related Programs Appropriations Act, 2004. MCC is based on the principle that aid is most effective in countries that promote good governance, economic freedom, and investments in people. MCC provides large grants to a small number of eligible developing countries.

MCC was established to innovate by applying private sector principles in the field of development finance: this influences both MCC’s operational model and trajectory as an organization. MCC faces a unique organizational development arc as the sole public sector start-up founded to operate on private sector principles of innovative strategies, ensuring accountability for measurable results, and maximizing use of flexible authorities to optimize efficiencies in contracting, program implementation, and personnel. It is essential that MCC organizational practices, management and decision-making structures, and transaction teams composed of experts from across MCC’s departments, embody these concepts as they create and execute compacts with developing countries.

The Human Resources (HR) division supports the agency’s mission and embodiment of values by acting as a strategic partner to support: effective and agile talent management (from recruiting through selection and succession planning); best practice performance management; learning programs informed by current research designed to support needs of individual contributors, managers, and executives operating in an adaptive system of positions with limited tenure; and organizational culture, health, and effectiveness broadly defined. HR enacts its role through a variety of programs and mechanisms.

MCC is moving along a natural arc of transitioning through start-up to more mature organization. At a tactical level, MCC has invested in business process and system improvements. Complementary efforts at the strategic system level have also unfolded. Through a recent organizational health initiative (FY2016) MCC articulated its CLEAR values: embrace Collaboration; always Learn; practice Excellence; be Accountable; and Respect individuals. The President’s reform agenda creates opportunities for MCC to leverage past investments and intensify organizational development.

A. Project Overview

B. Scope

Detailed scope for each activity defined under this BPA will be provided upon issuance of a call order. Broadly, possible activities anticipated are those analyses, assessments, and expert support relevant to an organization in the phase of transitioning from start-up to mature organization committed to enhancing effectiveness in line with the federal government’s reform objectives. As such, activities will be founded in current research, and combine understanding of best practice in private and public sector settings. Illustrative, but not exhaustive, potential foci for activities include:

• Talent management, e.g., o Essential capabilities identification, focusing on key roles associated with threshold and compact development/implementation o Roles and accountabilities reviews, with the objective of addressing both efficiency and talent development needs o Management Metrics, to align managerial focus, behaviors, and individual development investments, with organizational health and effectiveness metrics o Succession planning, with particular reference to the hybrid structure of the workforce

• Organizational maturity o Assessment and support to critical accelerator conversations o Practice and productivity alignment o Strategic planning and sense-making

• Communication and Key Interfaces o Culture saturation and gaps o Leadership cadre and team practices and opportunities

C. Tasks

Tasks likely to be conducted as a result of call orders on this BPA would be those required to execute on needs identified in line with the project scope (see Section C). Tasks, whether assessment and recommendation only, or inclusive of expert consultation on implementation, would be fully articulated in call orders. Each task would commence with a planning meeting, covering articulation of expectations.

D. Deliverables

Deliverables and associated timelines will be specified when call orders are issued. Deliverables will be in two forms: written products and delivered activities. In those instances in which written products are necessary inputs to organizational development, the products should not be conceived of as ends, but as means to the end of enhanced organizational effectiveness.

Deliverables, whether products or activities, will be evaluated according to the following criteria:

• Thoroughness, accuracy, and timeliness in complying with all of the elements laid out in the tasks;

• Quality and clarity of communication;

• Responsiveness, as reflected in demonstrated understanding of MCC’s unique profile and challenges; and

• Timeliness and efficacy of communications with customer.

E. Conflict of Interest

The consultant should not be involved in drafting any responses to MCC RFPs/RFQs during periods of active engagement on call orders.

F. Period of Performance

All work under this call order shall be completed between effective date of the award through 5 years.

F.6 MCC TECHNICAL DIRECTION

For call order tasks performed under time and materials / labor hours, the following applies:

(a) Performance of the work under this BPA and each call order is subject to the written technical direction of the Contracting Officer Representative (COR), and any Government Project Monitors (PM), who shall be specifically appointed, and responsibilities identified, by the Contracting Officer in writing in accordance with MCC policy. "Technical direction" means a directive to the Contractor that approves approaches, solutions, designs, or refinements; fills in details or otherwise completes the general description of work or documentation items; shifts emphasis among work areas or tasks; or furnishes similar instruction to the Contractor. Technical direction includes requiring studies and pursuit of certain lines of inquiry regarding matters within the general tasks and requirements in Section C of this BPA, and any resulting Call Order.

(b) The COR/Government PM does not have the authority to, and shall not, issue any instruction purporting to be technical direction that—

(1) Constitutes an assignment of additional work outside the statement of work;

(2) Constitutes a change as defined in the changes clause;

(3) Constitutes a basis for any increase or decrease in the total estimated contract/Call Order cost, the fixed fee (if any), or the time required for contract/Call Order performance;

(e) A failure of the Contractor and Contracting Officer to agree that the instruction or direction is both within the requirements of the BPA/Task Order and does not constitute a change under the changes clause, or a failure to agree upon the contract action to be taken with respect to the instruction or direction, shall be subject to the Disputes clause of this BPA.

(f) Any action(s) taken by the Contractor in response to any direction given by any person other than the Contracting Officer or the COR/PM shall be at the Contractor's risk.

Processing a MRPT background investigation for a foreign national with Permanent Resident Status may require waiting for receipt of a final Report of Investigation, at the discretion of MCC/Security, which might take up to 120 days after the candidate’s reviewed background submission is released by MCC/Security for assignment to an investigator.

MCC/Security can only make a determination of a contractor candidate’s eligibility to meet facility access clearance requirements when the candidate completes an on-line Questionnaire for Public Trust Positions (SF-85P) and Supplemental Questionnaire for Public Trust Positions (SF-85PS) via OPM’s electronic Questionnaire for Investigations Processing (e- QIP) which MCC/Security initiates and e-mails instructions to the candidate.
