Amendment #01 to the RFQ #MCC-15-RFQ-0153 Issued on July 10, 2015.

The purpose of this modification is to respond to questions submitted in response to the RFQ #MCC-15-RFQ-0153. See below the questions and the responses.

1. Q - The RFQ states in page 1 under Position Information that the short term intermittent assignment is for 1 year for 640 hours per year; this is reiterated in Section VII of the same RFQ. Being that 640 hours is about 27 days, I wanted a bit more information/clarification how this time would be distributed to achieve the activities in Group 1, not to mention those in Group 2 that appear to need more presence, including hands-on training in Procurement and Anti-Fraud processes ’till the local staff is fully comfortable with MCC procedures, say 3-6 months’ (Section IV, Group 2, Bullet 2). Same Section IV, Group 2, last bullet states that the support to Sierra Leone may require substantial stay there.

A - Time between Group 1 and 2 will be decided later on depending upon the requirements of the program. It is likely that entire 640 hours may be allocated to one of the groups.

2. Q - Section IX states that the Consultant will travel at least 3 times for a total of 30 (or 60) days for Group 1 activities only, which seems to be more than the 640 total hours.

3. Q - Based on this, I’m not sure whether the assignment is 640 hours + 1 year (where there is 640 hours for Group 1 and 1 year for Group 2 or vice versa) or some other calculation that I might have missed. I’d therefore like some clarification on the input of the Consultant within the 1 year period, in or outside Sierra Leone to give me more information on whether the short term assignment is part-time, full-time, and to what extent if it’s the former.

A - 640 hours is 80 days (divided by 8), not 27 days.

4. Q - Section IX states that the Consultant will travel at least 3 times for a total of ‘sixty (30) days’. This is obviously a typographical error, but I want confirmation on whether this is 30 or 60 days, the response to which may relate to the clarification sought under 1 above.

A - Travel will be 3 times a year, for about ten days at a time, except for Group 2 where each time it could be 20-30 days at a time or even longer.

5. Q - Has a contractor performed similar work to this for the government in the past? If available, please provide the incumbent contract number. If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?

A- This is a call order under the award # MCC-10-0016-BPA.

6. Q - I got an email stating you needed a payroll proposal for the approve solicitation number. Could you email me how many employees will be on payroll and how often will the payroll be processed?

A – This solicitation is not for a payroll proposal.
