CONTINUATION PAGE
Part I of this Amendment is to extend the response date for this solicitation to 09 SEP 2015 @ 1:00 PM EST.
Part II, the following are the questions received by MCC from this solicitation with their respective answers:
1. Do TAB pages separating sections and sub-sections of the proposal count as pages? No, tabs and dividers are not in the page count.
2. Can the Past Projects Summary Matrix be included in the Annex, and thereby not be counted as part of the 20 pages for the Technical Proposal? Yes. PP has no page count.
3. How many public dissemination events will be facilitated by MCC / MCA? And what is the breakdown of their proportion of their typology (e.g. number of conferences or workshops with limited stakeholder groups versus public hearings with no limit in attendance). At a minimum, a workshop with stakeholders will be held at both MCA and MCC for each of the major deliverables (as noted in the solicitation). However, on occasion, additional opportunities for presentation (such as at research conferences or other venues) arise, but are hard to predict in advance.
Finally, will the Contractor be responsible for supplying the venues or providing any snack and/or beverages?
In some cases, due to the remoteness and unavailability of the ground teams to have aces to such items it is not unheard of to include that in the offer. The Government is not in the habit of providing “consumables” in contracts. However, location, availability of resources and other factors do, at times, make this a vital part of a requirement, within reason. The Contracting Officer can make the determination at time of review if that is an allowable cost or not.
4. Would a Cover Letter be included in the page count for the 20 page Technical Proposal? A cover letter, within reason, is typically 2-5 pages. So no, it is not included in the page count.
5. Would MCC consider providing a time extension to the due date of the proposal? This will enable more contractors to submit proposals who had a delayed start to the proposal preparation process as a result of confusion related to the procurement terms and BPA and Call Order qualification criteria. Yes. MCC will allow a one week extension to the due date to allow additional contractors the opportunity to submit a complete and well-informed offer.
6. Are the four (4) Evaluation Sub-factors listed for Technical Capability weighted equally? If not, could MCC allocate points and/or prioritize them in order of importance in terms of the scoring methodology? As identified in SECTION L, paragraph L.2., sub-paragraph (a): “Technical and past performance, when combined, are significantly more important than cost or price.” That is all the Agency is required to provide.
7. Could MCC define the unrealistically high and low limits of reasonableness in the price proposal? The Call Orders have requested an incredibly detailed level of data collection that requires a significant field presence in a diverse set of locations. Even using local partners, these efforts can be very costly, but using alternative methodologies the data collections efforts can be more affordable understanding that the trade-off is less quality and accuracy of the data. As such, it is important for the offerors to understand the reasonable limits for the price proposals being considered by MCC in order to appreciate these trade-offs and to determine if they can be successfully delivered. Offeror should use their best business judgement.
8. Will the HDM4/RED models that were prepared pre-compact, or pre-investment and construction, be provided to the awarded contractors? And if so, will they be provided in rich file form—such as .DAT and
MCC-15-RFQ-0025 AMENDMENT 0001 Page 3 of 3
.DAT—or alternatively in flat form—such as .DOC or .PDF? Yes, they will be made available to the awarded contractor.
9. Should the costs for data collection firms be included in the offeror’s price proposals, or should the offeror only provide costs for the technical analyses, report preparation and overall project management? “ALL” costs are to be included in the offer.
Under the Call Order Roles & Responsibilities on Section C.4.4, MCC states that [it] “will work with the contractor to develop a budget for expected data collection requirements, and any other activities related to the Call Order”? Further, Section C.4.10.1 implies that the offeror shall conduct a procurement process for data collection firms as part of the Roles & Responsibilities of the Contractor under the Call Order?
Not sure what the question is here. However, the offeror shall make every effort to provide an accurate offer.
These previous statements identify that there are still certain “unknowns” that cannot be specifically identified until certain actions occur and there is no description of what that could be. In those cases the call for “possible” actions based on actions could be called for. Also, know that when a vendor is to sub-contract that all competition requirements pertain to the sub-contract. It must be competed and a determination of fair and reasonable cost determination presented to the Contracting Officer for review & approval.
Some suggested clarifications: The contractor will be responsible for all data collection costs and for any procurement processes required for subcontracting any of those services, if needed.
10. Does MCC request that contractors submit the cost for each labor category, and if so, will a revised CLIN schedule be issued?
No and no.
