About this file

This document is a Market Research Survey issued by the Defense Logistics Agency (DLA) Troop Support for a Shipping and Storage Drum (NSN 8110-00-292-9783). The survey seeks industry input to determine an acquisition strategy for procuring this item, with plans to issue an Indefinite Quantity Contract lasting potentially one to two years, with options to extend up to a total of five years. DLA is specifically interested in understanding commercial availability, manufacturing capabilities, pricing, delivery timelines, and potential contract terms.

Key details include an estimated annual demand of 2,739 units, with the current sole approved manufacturer being Myers Containers, LLC. Vendors are requested to respond to a comprehensive questionnaire by April 6, 2025, addressing topics such as commercial item status, material composition, stocking capabilities, production rates, pricing sensitivity, delivery timeframes, and potential minimum/maximum order quantities. Interested parties must also submit a technical data package by May 22, 2025, directly to Quiana Bowser at Quiana.Bowser@dla.mil. The market research aims to explore potential contract terms, including Electronic Data Interchange (EDI) capabilities and potential Economic Price Adjustment mechanisms.

SUBJECT:

Market Research for the Drum, Shipping and Storage

Item Name: Drum, Shipping and Storage

NSN: 8110-00-292-9783

DLA Troop Support is conducting market research on the above item to determine an acquisition strategy that will enhance our support of military customers worldwide as well as to determine what your industry will be capable of providing with respect to the required item. For this reason, DLA Troop Support would appreciate your firm sharing your expertise and insight into how these items can be most efficiently procured.

DLA Troop Support anticipates issuing a solicitation for the referenced item under an Indefinite Quantity Contract. The contract may be for a term of one year or two years. Further, it may contain an option(s) to extend the term of the contract. If an option(s) to extend the term of the contract provision is included in the solicitation, each option term(s) would be one year. However, the total contract term will not exceed five years. The answer to the questions concerning pricing will be one of the factors that will help the Government to determine the term of the contract.

It should be noted that this inquiry, in no way, should be interpreted as a solicitation for offers. No information provided in response to this inquiry will be considered binding between the vendor and the Government. With these facts in mind, it is requested that you review the item(s) listed above and answer the questions on the attached pages. The answers you provide will remain confidential. Please return this survey to Quiana Bowser, by C.O.B. Tuesday, April 6, 2025, by email at Quiana.Bowser@dla.mil, or by phone at (215) 737- 6139.

Thank you for your time and consideration.

Sincerely, Quiana Bowser
