About this file

This document is a market research questionnaire from the Defense Logistics Agency regarding upcoming feeder contracts for tires under the Global Tire Program solicitation number CL23180001. The DLA is seeking information from potential suppliers about their interest, capabilities, and pricing for various tires grouped into five categories. The questionnaire requests company information and asks whether the supplier is interested in pursuing a long-term contract, defines the contract as a three-year base period with firm fixed pricing and lowest price technically acceptable evaluation. It also asks if consolidating items and the three-year length are agreeable, and invites any additional input to help develop the acquisition strategy and solicitation. Responses to the market research Excel spreadsheet are requested within two calendar months to inform solicitation development for the feeder contracts supporting tire requirements under the Global Tire Program.

DEFENSE LOGISTICS AGENCY

DLA LAND and MARITIME

POST OFFICE BOX 3990

COLUMBUS, OH 43218–3990

Strategic Acquisition Programs Directorate (SAPD) Preliminary Long Term Contract Market Research Questionnaire

DLA Land and Maritime will be doing multiple contracts for the tires listed the attached spreadsheet in support of the Global Tire Program for solicitations that will be issued throughout 2024. As a potential supplier of these items, I am asking that you fill out this market survey to the best of your knowledge so that I can generate realistic and beneficial solicitations. The items on the spreadsheet are grouped based on technical and/or source characteristics such as CATL-1922, Ground SAE, QPL (for aircraft tires), etc. to make it a bit easier for you to identify the NSNs you might be interested in. I have included any applicable sources for these items, the Product Item Descriptions (PIDs) and have posted any applicable drawings. The information obtained through market research will greatly shape what NSNs will be grouped on each solicitation, so your input is very important. You only need to complete the spreadsheet for the items for which you are interested. All awarded contracts based on the solicitations built from this market research will be FOB Destination, Inspection and Acceptance at Destination, three-years, firm-fixed price (priced out), no quantity ranges and will be evaluated in accordance with Lowest Priced Technically Acceptable (LPTA) procedures. If you have any questions, please contact me, Charles (Chuck) E. Mielke II at charles.mielkeii@dla.mil.

There is an attached market research Excel spreadsheet. I need you to fill out the first tab labeled “PLEASE FILL OUT” only. This tab lists the NSN, Name, Required Delivery, the Estimated Annual Demand Quantity (ADQ) and the “Type.” The “Type” is currently classified into five groupings. There are additional tabs providing information on four of the five “Types,” except for the Ground ZZT tires because these tires all have technical data packages for them. They can be accessed via cfolders at https://pcf1x.bsm.dla.mil/cfolders/. They will be associated with project number CL23180001. Request that you return the survey within 2 calendar months of receipt. I sincerely appreciate your time.
