About this file
This memorandum from the National Oceanic and Atmospheric Administration's Marine Operations branch standardizes firefighting self-contained breathing apparatus and cylinders for all NOAA vessels. The standard configuration is the 3M Scott Air-Pak X3 Pro integrated with communications and using 3M Scott carbon cylinders at 4500 psi with a 45 minute capacity. Most NOAA ships already use this equipment from the American manufacturer 3M Scott, which meets the latest NFPA requirements and is reliable. Standardizing to a single brand supports familiarization during emergencies and procurement efficiencies to supply spare parts for the NOAA fleet. The related federal contract opportunity is a solicitation from NOAA Marine Operations to procure brand name Scott SCBAs and cylinders for the Thomas Jefferson under solicitation number NM-AN2100-23-01659.

MEMORANDUM FOR: Marine Operations Acquisitions
FROM: Joseph Brinkley, Staff Officer, Safety Management Branch
SUBJECT: Fleet Standardization – SCOTT SCBA Configuration
In an effort to increase purchasing efficiency and our ability to maintain fleet spares, all NOAA
Marine Operations vessels will standardize Fire Fighting Self-Contained Breathing Apparatus (SCBAs) to 3M™ Scott™ Air-Pak™ X3 Pro with integrated comms and using 3M™ Scott™ SCBA Carbon
Cylinders, 4500 psi 45 minute CGA. Most ships currently utilize this brand, which is a US-based manufacturer and meets latest NFPA 1981 requirement and is known as a reliable product.
Reliable emergency response equipment is critical for the safety of crew in the event of an incident. With all ships utilizing the same equipment, familiarization will play a key role in response time to an emergency. Due to lead times for procurement of these products, this brand name standardization supports procurement to supply the NOAA Fleet.
