About this file
This document is a Question and Answer (Q&A) response sheet issued by the City of Geneva, New York regarding insurance requirements for the Community Development Block Grant (CDBG) Microenterprise Assistance Program (MAP) Training and Program Delivery Services Request for Proposals. The Q&A addresses clarifications on insurance documentation submission timing, automobile liability coverage requirements, and endorsement provisions. Key determinations include confirmation that certificates of insurance and required endorsements are not required with the proposal submission but must be provided by the selected consultant prior to contract execution. The document establishes that the RFP deadline for questions is September 16, 2026 at 4:00 PM, and it clarifies insurance requirements applicable to the selected consultant throughout the contract term.
The Q&A responses establish specific insurance requirements for responding consultants. Consultants without owned or leased vehicles may satisfy the Business Auto Coverage requirement of $1,000,000 through hired and non-owned automobile liability coverage; the City does not waive this requirement based on anticipated travel methods or the absence of vehicle use on City property. The City will accept statutory notice provisions for New York State Workers' Compensation and Disability Benefits coverage (forms C-105.2 and DB-120.1) and standard carrier notice provisions when 60-day endorsements are unavailable; however, consultants must identify any carrier limitations during contract execution for City approval. The City does not intend to impose additional Commercial General Liability coverage aggregates beyond those expressly stated in the RFP for this professional training engagement. These insurance clarifications apply uniformly to all selected consultants and are not subject to waiver or modification based on contract scope or consultant circumstances.

City of Geneva CDBG MAP Training/Program Delivery Services Q&A
Responses to Questions Received by 9/2/26 – Insurance Questions
NOTICE TO ALL APPLICANTS:
The end date for all questions for this RFP is
September 16, 2026 at 4 PM.
Note: These are responses to the insurance-related questions.
RESPONSES TO QUESTIONS RECEIVED AS OF 4PM 9/2/2026
• The RFP indicates that certificates of insurance are to be submitted with the signed contract.
Please confirm that the insurance certificates and endorsements are required only from the selected consultant during contract execution and are not required with the proposal.
Confirmed. Certificates of insurance and required endorsements are not required to be submitted with the proposal. The selected consultant will be required to provide all required insurance documentation prior to contract execution.
• Company does not own or lease company vehicles and does not anticipate hiring or renting vehicles to perform this contract. Under these circumstances, would the City waive the Business Auto Coverage requirement, or would hired and non-owned automobile liability coverage still be required?
The City does not require the consultant to own or lease vehicles in order to satisfy the automobile liability requirement. If the consultant does not own vehicles, the requirement may be satisfied through hired and non-owned automobile liability coverage with limits of not less than $1,000,000.
• Company does not own a company vehicle. If personal or rented vehicles are used for the proposed in-person visits, will $1 million in hired and non-owned automobile liability coverage satisfy the City's business-auto requirement?
Yes. Where the consultant does not own company vehicles, $1,000,000 in hired and non-owned automobile liability coverage will satisfy the City's automobile liability requirement for personal or rented vehicles used in connection with the contract.

Responses to Questions Received by 9/2/26 – Insurance Questions
• Alternatively, if all project-related travel is completed using train or other commercial transportation, may the business-auto requirement be waived in writing?
The City's insurance requirements apply to the selected consultant and are not waived based upon the consultant's anticipated method of travel. A consultant without owned vehicles may satisfy the requirement through hired and non-owned automobile liability coverage.
• The required New York C-105.2 and DB-120.1 forms contain statutory cancellation-notice provisions. Additionally, some general-liability carriers provide their standard policy notice rather than 60 days' notice of cancellation, nonrenewal, or material change. Will the City accept the statutory and standard carrier notice provisions when a 60-day endorsement is unavailable?
The City will accept the statutory notice provisions applicable to New York State Workers' Compensation and Disability Benefits coverage. For other required insurance policies, the selected consultant should provide the required notice endorsement where commercially available. If a carrier will not provide the specified endorsement, the consultant should identify the limitation during contract execution for review and approval by the City.
• Please confirm whether the general-liability requirement mandates a formal per-project aggregate endorsement and a separately stated $2 million products/completed-operations aggregate for this professional training engagement.
The City's intent is to require the selected consultant to maintain the Commercial General Liability coverage and limits stated in the RFP. Given the professional training nature of this engagement, the City does not intend to impose additional coverage or aggregate requirements beyond those expressly stated in the RFP.
• The insurance requirements include Business Auto Coverage at $1,000,000. For a services contract with no vehicle use on City property, would the City accept hired and non-owned auto coverage, or an exemption?
If the consultant does not own company vehicles, the City will accept hired and non-owned automobile liability coverage with limits of not less than $1,000,000 in satisfaction of the automobile liability requirement. The fact that a vehicle will not be used on City property does not, by itself, eliminate the requirement because automobile liability may arise from travel performed in connection with the contract.
