About this file

This is a Single Feasible Source (SFS) purchasing document for the Missouri State Highway Patrol (MSHP) Crime Laboratory. The State of Missouri seeks to establish a SFS contract with Life Technologies Corporation, a Division of Thermo Fisher Scientific Company, for maintenance and service agreements on multiple pieces of Life Technologies equipment currently in use within MSHP crime laboratories throughout Missouri. The instrumentation covered under this contract includes Applied Biosystem Genetic Analyzers, Real Time PCR Systems, ProFlex 96-Well Sample Blocks, and RapidHit ID Systems. These instruments are essential to DNA operations within the crime laboratory, and only Life Technologies Corporation personnel possess the required knowledge and training to service and maintain this equipment. The contract period runs from February 1, 2027 through January 31, 2028, with two one-year renewal options available.

The SFS designation is justified under RSMo 34.044, which permits single source procurement when a product or service requirement is proprietary and available exclusively from one provider. Life Technologies Corporation is the exclusive provider of maintenance and repair services for the specified instruments, thereby meeting the criteria for single feasible source contracting. The requisition number is RV172700192, and the SFS number is STATE 0000000574SL. Inquiries regarding this procurement should be directed to Tammy Havalias, the designated buyer, at 573-751-6108 or via email at Tammy.havalias@oa.mo.gov and purchmail@oa.mo.gov.
