Q&A M95494-19-Q-0005 Q&A Document 0001
| # | RFQ Reference | Question | Answer | |
| Technical Questions | ||||
| 1 | DD Form 254 Section 4.1 | Per Section 3.1 of the PWS, the primary objective of this contract is to aggregate, rationalize, analyze, and visualize DOD, Marine Corps and “publicly available data and information,” and the analysis deliverables (outlined in PWS Section 7.5) require the Contractor to analyze publicly available information. Additionally, the data that the Government intends to pre-stage for Project 1 and Project 2 (as described in Section 6.4) are unclassified. These objectives, deliverables, and | ||
| project priorities do not appear to require a SECRET facilities clearance or cleared personnel requested in Section 4.1. a) Would the Government consider removing all of Section 4.1 from the solicitation? b) If not, in the interest of maximizing Marine Corps access to a true best-value strategic intelligence platform, will the Government consider Offerors currently in the process of obtaining their facilities clearance at the time of proposal submission or sponsor a SECRET facilities clearance and the required Authority to Operate (ATO) its strategic intelligence platform on SIPR? | See Amendment 0001, which removed the SECRET security clearance requirements for this contract. |
See forthcoming Amendment 0002 which updates the security language (Section 4.1) of the solicitation and also removes the DD254 form as an attachment.
| 2 | DD Form 254 Section 4.1 | It is not clear if the contractor must have a SECRET facility clearance. Section 4.1 in the original RFP states that the contractor must have a SECRET facility clearance, but the amendment 0001 removed all original texts in Section 4.1 and labeled it as “reserved”. Please clarify. | See answer to question 1 |
| 3 | PWS Section 4.1 | The Amendment document removes any language specific to required security clearances. Can the Government confirm that a Secret level clearance is required for all personnel to provide support services? | See answer to question 1 |
| 4 | Amendment 1 Page 4 4.1 "Reserved" | The Requirement for a DD Form 254, Contractor facility clearance and contractor personnel security were removed. While the majority of POM, Budget and current expenditures are not classified, there will likely be sensitive data. Will a security clearance, public trust, other or no restrictions (thus foreign nationals allowed) be required for personnel for this effort? | |
| See forthcoming Amendment 0002 which updates section 4.1 with applicable security language and restrictions related to personnel requirements. | |||
| 5 | Amendment 1 Page 17 Submission package (1)(c)(iii) DD254 | The DD254 requirement was removed from Section 4.1, however remains in the Submission Package. Will inclusion of a DD254 be evaluated in solicitation Documents? | See forthcoming Amendment 0002 which removes the DD254 from the Submission Package requirements. |
| 6 | Section 4.4 | a) Is this solicitation for commercial computer software? b) If so, will the Government revise the intellectual property rights it asserts to align with a commercial purchase (i.e. the Government can assert no rights to a commercial vendor’s algorithms, business rules, etc., contained in its strategic intelligence platform)? c) The Government’s use of FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items implies the Government is seeking a commercial solution. Since the Government is not funding any development under this contract, and it expressly asks for access to a commercial strategic intelligence platform, will the Government revise Section 4.4 to align with a commercial purchase (i.e., the Government can assert no rights to a commercial vendor’s algorithms, business rules, etc., contained in its strategic intelligence platform)? | (a) The primary focus of this solicitation is not for the purchase of computer software. This solicitation is intended to procure commercial services -- the Government is looking for contractors to provide advanced data and analytic services to perform the projects included in the PWS, while using a software program / platform to aggregate, rationalize, analyze and visualize the data. |
(b) See Amendment 0001 which updated PWS sections 4.4.
(c) Required deliverables will include an understanding of the methodology that the vendor uses to process and prepare the data for use in their strategic intelligence platform. This could include business rules (of a non-proprietary nature) such as use of open source software to "clean" data and tag data and ensure data quality.
| 7 | Section 6.1 a-d Related Deliverables | a) Will the Government please define “processed data and processed information” as described in 6.1.a within the context of the projects outlined in this solicitation? b) The Government’s use of FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items implies the Government is seeking a commercial solution. Since the Government is not funding any development under this contract, will the Government revise Section 6.1.a to align with a commercial purchase (i.e., the Government can assert no rights to a commercial vendor’s algorithms, business rules, etc., contained in its strategic intelligence platform)? | The vendor will receive (either as pre-staged or non-pre-staged) raw, transactional and other structured and unstructured data and information. These data will require processing to ensure completeness and other quality aspects before being analyzed within the vendor's platform. It is anticipated that much of this processing work will be done via common / open source software. The Government will require the data / information post-processing as a deliverable along with the business rules / methodologies applied via common / open source software that were used to process the data for analysis. If the vendor plans to process the raw data solely within their proprietary platform using proprietary code / algorithms, this would be an important distinction to make as part of their proposal. |
| 8 | Section 7.5 a-d Analysis / Related Deliverables | a) Will the Government please define “processed data and processed information” as described in 7.5.a within the context of the projects outlined in this solicitation? b) The Government’s use of FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items implies the Government is seeking a commercial solution. Since the Government is not funding any development under this contract, will the Government revise Section 7.5a-d to align with a commercial purchase (i.e., the Government can assert no rights to a commercial vendor’s algorithms, business rules, etc., contained in its strategic intelligence platform)? | See answer to question 7. |
| 9 | Section 12 Government Rights | The Government’s use of FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items implies the Government is seeking a commercial solution. Since the Government is not funding any development under this contract, will the Government revise Section 12 to align with a commercial purchase (i.e., the Government can assert no rights to a commercial vendor’s algorithms, business rules, etc., contained in its strategic intelligence platform)? | Section 12 in the original Solicitation has been removed. See Amendment 0001. |
| 10 | Does the government intend to provide a hosting environment for the Data analytics platform or does the government expect the contractor to host the platform? | The vendor will need to provide both the strategic intelligence platform and the hosting environment. | |
| 11 | Will the government ensure the availability of data for all the projects on time so that the contractor can meet the timeline for all the projects defined in the RFQ? | The Government will work with the vendor to ensure the availability of data for all projects. A major part of this contracted effort is to assess the people, process, technology aspects of what it takes to understand and obtain the required data. The Government understands the possibility of impediments and delays as part of this work, and documenting these impediments / delays will be an expected and critical part of the deliverables. Any projects at risk of significant delay or partial failure due to people, process, and technology issues would be re-evaluated for modified deliverable dates based on these issues. | |
| 12 | Does the government have any existing data analytics and reporting tools that are being used by the Marine Corps and must be considered for this effort? | None required, but an understanding of how the vendor would incorporate both open source / common software and its proprietary platform as part of initial data / information processing and eventual data analytics would be valuable information as part of the proposal. | |
| 13 | Does the government have any future plans for the platform and its use based on the outcome of the projects performed by the contractor? | There are no current plans for additional work for the vendor to perform on its strategic intelligence platform. | |
| 14 | Amended RFQ Page 4 | On Page 4 of 20 in the Amended RFQ, Paragraph 2.0 “SCOPE” indicates the “fully defined framework is anticipated in the April timeframe.” Does the Government anticipate award of the contract after the framework is complete in April? | Yes, award is anticipated mid-late April. |
| 15 | Amended RFQ Page 4 | On Page 4 of 20 in the Amended RFQ, Paragraph 2.0 “SCOPE” states “The Marine Corps is currently developing the framework as part of the Data Cross-Functional Team efforts under the Deputy Commandant for Information”. 1) Is the Government or a contractor developing the framework? 2) If a contractor is developing the framework, what contractor is developing the framework? 3) Is the contractor which develops the framework permitted to submit a proposal for this RFQ or would this be considered an OCI? | The Government is developing the framework through efforts led by the Data Cross-Functional Team (DCFT). The DCFT is supported by contractors, and those contract vendors represented in the DCFT would need to consider OCI as part of their proposal response IAW the instructions for Volume I in FAR 52.212-1 ADDENDUM. |
| 16 | Amended RFQ Page 4 | On Page 4 of 20 in the Amended RFQ, Section 3. OBJECTIVES states that objective 3.5 is “Produce insights and recommended changes in support of PPBE process reform (improvements).” RFQ Amendment 1 deleted Qualification 5.9 “contractor must possess skills in analysis and evaluation of programs, to include all phases of planning, programming, budgeting, execution, accounting, performance assessment, and financial management.” 1) Is Objective 3.5 still applicable? 2) Does the Government expect the contractor to “Produce insights and recommended changes in support of PPBE process reform (improvements)?” | Yes. Though prior knowledge of the PPBE process is not required, the contractor will develop significant knowledge on PPBE topics as part of this work via the data analytics and people, process, technology assessment. Any insights and recommended changes that would positively impact the PPBE process would be an expected, documented output. |
| 17 | Amended RFQ Page 4 | On Page 4 of 20 in the Amended RFQ, Paragraph 3.4.a states, ‘Develop a framework for training and education to institutionalize advanced analytic methods and strategic intelligence platform use.’ Does the Government anticipate leveraging the contractor provided strategic intelligence platform post the 12 month period of performance? | There are no current plans to continue leveraging the platform post this contract's period of performance. However, this should not preclude the vendor from proposing the SI platform as an option within any training and education framework, as use of the platform within a training and education plan may be determined by the Government to be the best option moving forward. |
| 18 | Amended RFQ Page 5 | On Page 5 in the Amended RFQ, Paragraph 4.5 indicates ‘The Marine Corps shall have unrestricted access and use of all work products and Deliverables upon delivery.’ 1) Does the Government expect the contractor to provide continuous operations and maintenance (O&M) of the developed analytics solutions (models, scripts, visualizations/dashboards, etc.) throughout the full 12 month period of performance? 2) If yes, can Marine Corps provide the anticipated number of users who will require access to the deliverables? | Yes. The number of simultaneous users would be 10 or fewer; however, depending on the topic of interest they may not be the same 10 users. For example, when working topics on IT spend, it is likely that users would come from Programs and Resources (P&R) and the Chief Information Officer's (CIO's) staff. However, when working civilian personnel, the users would come from P&R and Manpower and Reserve Affairs (M&RA). |
| 19 | Amended RFQ Page 6 | On Page 6 of 20 in the Amended RFQ, paragraph 5.1.a and page 10 in Amendment 1, paragraph 7.4 indicates the contractor shall possess, use and enable the Government to use, the contractor’s “strategic intelligence platform”. What constitutes a “strategic intelligence platform” for the purpose of meeting the contractual requirement and what are the associated security requirements for the platform? | A strategic intelligence (SI) platform is considered the application / system or configuration of applications / systems by which the vendor will conduct advanced analytics (e.g., Machine Learning, statistical regressions, clustering analysis), provide a wide variety of visualizations, and enable key activities such as data rationalization, development of data models / schema, etc. The platform should be capable of securing and properly managing data up to Impact level 4 Controlled Unclassified Information (CUI) in order to accommodate personally identifiable information (PII) and other FOUO sensitive data / information. |
| 20 | Amended RFQ Page 6 | On Page 6 of 20 in the Amended RFQ, Paragraph 5.1.b references the term turn-key. Will the Government provide their definition of turn-key? | Turn-key refers to the fact that the Government is seeking a strategic intelligence (SI) platform that already exists and can operate on this contract from day 1. The Government is NOT looking for the vendor or efforts under this contract to develop an SI platform. |
| 21 | Amended RFQ Page 7 | On Page 7 of 20 in the Amended RFQ, Paragraph 6.3 indicates the contractor will provide an assessment No Later Than (NLT) 10 months from the contract award date for each of the five major analyses (Projects 1-5). However, Page 8, Paragraph 6.5 indicates that Projects 4 and 5 are Optional. Can the Government clarify that assessment of projects 4 and 5 is not required NLT 10 months from contract award? | The Government does not anticipate that Project 4 will take the full 8 months to complete; nor do we anticipate that Project 5 will take 9 full months to complete. If the Government chooses to exercise optional projects 4 and 5 (based on an early assessment of the progress being made in projects 1-3), the deliverables for projects 4 and 5 will be due IAW the schedule included in the PWS. The vendor should assume successful progress on projects 1-3 with continued efforts to complete projects 4 and 5 as part of their proposal; however, a final determination on whether or not to execute on projects 4 and 5 will most likely not be made until projects 1-3 are underway. |
| 22 | Amended RFQ Page 7 | On Page 7 of 20 in the Amended RFQ, Paragraph 6.4.b states, ‘For Project 1, the data will be pre-staged by the Government’. 1) Can the Government confirm how the PBIS and SABRS data has been pre-staged, to include where and in what type of database? 2) What access points / APIs are available to get the pre-staged data? | The Government is in the process of pre-staging the financial data from PBIS and SABRS. The details of where and database type are not completely known. At a minimum, the Government will provide data (pre-staged or non-pre-staged) via secure hard drive transfer. If the Government has an established environment for staging and data transfer, the ability to connect via APIs / access points will be established at that time. All aspects of data transfer / staging are part of the people, process, and technology assessment to be conducted. |
| 23 | Amended RFQ Page 8 | On Page 8 of 20 in the Amended RFQ, Project 1, ii indicates aligning and comparing open-source contract spending data from USASpending.gov and FPDS. Can the Government confirm if this data is included in the pre-staged data? | The USASpending.gov data will NOT be pre-staged, but the PBIS, SABRS, and FPDS data will be pre-staged. |
| 24 | Amended RFQ Page 9 | On Page 9 of 20 in the Amended RFQ, Paragraph 7.1 indicates the kick-off meeting will initiate a two-day needs assessment including requirements collection where the contractor will interview key staff identified by the COR. Can the Government confirm the two-day needs assessment will be specific to Project 1 and subsequent needs assessment meetings will be conducted for Projects 2-5 at a later time? | The Government anticipates that the initial 2-day needs assessment will initiate Project 1 and other early activities. As other projects / activities come online, the vendor / Government team will assess and re-assess needs. The form and timelines for these assessment sessions will be determined at the time of need. |
| 25 | Amended RFQ Page 10 | On Page 10 of 20 in the Amended RFQ, Section 7 Deliverables defines deliverable 7.4 as; “Access to a proven strategic intelligence platform – the Contractor will use and enable the Marine Corps to use the Contractor’s proven strategic intelligence platform during the contract period to aggregate, rationalize, analyze, and visualize DoD, Marine Corps and publicly available data and information.” |
a. Deliverables that are part of firm-fixed-price quotes, typically have a delivery schedule. When is deliverable 7.4 to be provided to the Government?
b. Does the Government expect to access deliverable 7.4 and use it to, “…to aggregate, rationalize, analyze, and visualize DoD, Marine Corps and publicly available data and information” themselves without the contractor doing so?
c. Does the Government expect to access deliverable 7.4 and use it to, “…to aggregate, rationalize, analyze, and visualize DoD, Marine Corps and publicly available data and information” for efforts outside of the five projects detailed in Section 6 of the RFP?
d. Beyond simply viewing and reviewing results of the five projects detailed in Section 6 of the RFP, what analyses does the Government expect their analysts to undertake and build using deliverable 7.4?
e. Assuming results and models are generated for Project 1 on contract day-90, does the Government expect Government analysts to access the ‘model’ within the contractor’s strategic intelligence platform from day 91 forward and use it to actively track and manage the execution funds for future O&M spends within the daily P&R activities that are undertaken as a part of P&R’s normal business operations?
i. In other words, once any model is developed, will it be accessed within the contractor’s strategic intelligence platform by Government analysts and used on an ongoing basis for them to manage Government P&R activities and operations?
f. How many Government users will require access to the intelligence platform overall, and at any one time?
(a) - The Government is seeking a strategic intelligence (SI) platform that already exists and can operate on this contract from day 1. The Government is NOT looking for the vendor as part of efforts under this contract to develop an SI platform. Therefore, the ability to access the SI platform should be provided as part of execution of Project 1 to be available NLT the start of Project 1. Note that this does NOT mean (as discussed under (e) below) that the full data model or analyses are developed within the SI platform on day 1 of Project 1. Therefore, the initial Government access would be for familiarity purposes and NOT results, as Project 1 would be in-progress. The specific date(s) for Project 1 will be determined as part of the 2-day needs assessment session (Paragraph 7.1).
(b) - The Government expects that the vendor would demonstrate the platform and provide basic instructions for what can and cannot be accomplished via the platform's existing capabilities. If the vendor does not have a process by which the Government can establish an account for access and view (at a minimum) the platform outputs, this should be clearly stated as part of the proposal.
(c) - There are no current plans to continue (assign additional work) for the vendor to perform on its strategic intelligence platform.
(d) - If the vendor's SI platform offers the Government's analysts an opportunity to conduct ad hoc analyses, data modeling, experiment with visualizations, or other functions, these would be of interest.
(e) - There is no requirement to incorporate the vendor's SI platform as part of P&R business operations. The results of Project 1 will help inform P&R on how best to conduct business operations.
(f) - The number of simultaneous users would be 10 or fewer; however, depending on the topic of interest they may not be the same 10 users. For example, when working topics on IT spend, it is likely that users would come from Programs and Resources (P&R) and the Chief Information Officer's (CIO's) staff. However, when working civilian personnel, the users would come from P&R and Manpower and Reserve Affairs (M&RA).
| 26 | Amended RFQ Page 10 | On Page 10 of 20 in the Amended RFQ, Paragraph 7.7 indicates the contractor shall ‘document a framework for training and education to institutionalize advanced analytical methods and strategic intelligence platform use.’ Can the Government confirm that the agency plans to implement the contractor provided strategic intelligence platform post the 12 month period of performance? | There are no current plans to continue (assign additional work) for the vendor to perform on its strategic intelligence (SI) platform. However, this should not preclude the vendor from proposing the SI platform as an option within any training and education framework, as use of the platform within a training and education plan may be determined by the Government to be its best option moving forward. |
| 27 | Amended RFQ Page 12 | On Page 12 of 20 in the Amended RFQ, Paragraph 10.1 states, ‘The contractor shall specifically identify in their proposal the type, amount, and timeframes required for any government resources beyond those listed below.’ Will the Government provide the list of identified government resources? | Beyond or as clarification to the resources listed in the Amended RFQ, the Government resources will include: |
1. Personnel who will ensure successful engagements between the vendor and other Government stakeholders (e.g., in gaining access to data)
2. Pre-staged data for Project 1
3. Available information / documentation on data / systems / processes / prior analyses regarding all analytic topics.
Additional resource requirements should be identified by the vendor.
| 28 | Amended RFQ Page 18 | On Page 18 of 20 in the Amended RFQ, Scenario 1, Response 1b indicates the contractor must include a diagram of process flow. Will the Government confirm the process flow excludes Project 1d components that focus on contract services? | The diagrammed process flow DOES include part 1d (Focus on Contract Services). The Focus on Contract Services as part of Project 1 will be a key component of this project and will illustrate basic processes related to pre-staged, USMC-source data and open source data. |
| 29 | Amended RFQ Page 19 | On Page 19 of 20 in the Amended RFQ, Scenario 2, indicates ‘the Government will have some knowledge of the additional data requirements, but not full knowledge, so engagement and exploratory work will be required to identify, obtain, and pre-process the data’. Will the Government consider extending the 4 month timeframe in the event significant engagement and exploratory work is required? | The Government will work with the vendor to ensure the availability of data for all projects. A major part of this contracted effort is to assess the people, process, technology aspects of what it takes to understand and obtain the required data. The Government understands the possibility of impediments and delays as part of this work, and documenting these impediments / delays will be an expected and critical part of the deliverables. Any projects at risk of significant delay or partial failure due to people, process, and technology issues will be re-evaluated for modified deliverable dates based on these issues. |
| 30 | Amended RFQ Page 19 | On Page 19 of 20 in the Amended RFQ, General Methodology Description section references the contractor will address the anticipated use of additional vendor / open source software. In the event a contractor must use additional vendor software to support the development of analytics solutions to suffice Projects 1 – 5, does the Government anticipate procuring those software(s) to support continued operations post the 12 month Period of Performance? | The Government does NOT anticipate procuring any software as part of this contract. |
| 31 | Will the Government provide a list of existing Marine Corps business intelligence (BI) platforms currently in use across the impacted organization? | The Government can provide a list of known BI platforms as part of the initial 2-day needs assessment meeting (paragraph 7.1). The Government is not aware of any enterprise-level BI platforms in standard use across organizations impacted by these projects. All BI platforms of which the Government is aware, are organically (in-house) developed. | |
| 32 | Will the Government consider a contractor using a commercial off the shelf (COTS) product as their ‘strategic intelligence platform’? | Yes | |
| 33 | Outside of the Government identified Contracting Officer Representative, does the Government have pre-identified Government personnel who will be involved with Projects 1 – 5? | Yes | |
| 34 | Will the Government provide data transfers to contractor site or contractor network? | At a minimum, the Government will provide data (pre-staged or non-pre-staged) via secure hard drive transfer. If the Government has an established environment for staging and data transfer, the ability to connect via APIs / access points will be established at that time. All aspects of data transfer / staging are part of the people, process, and technology assessment to be conducted. | |
| 35 | Can the contractor expect classified data sets to be transferred to the contractor? | No. There will be no classified data used as part of these projects. | |
| 36 | Can the Government provide a master data architecture? | No. A master data architecture is not available. | |
| 37 | Can the Government provide a list of all relevant systems, data set sizes, and locations? | The Government will have some knowledge of the additional data requirements, but not full knowledge, so engagement and exploratory work will be required to identify, obtain, and pre-process the data. This work will include an understanding of all relevant systems, data set sizes, and locations. | |
| 38 | PWS Project 1 | Project 1, text-based analysis of contract documents: Are all contract documents in electronic format and readable PDF or will the contractor have to OCR some or all of them? | The unstructured data / information in contract documents will be in pdf form. The readability of all pdf files is not known, but it would be safe to assume that some of the files will be scanned images requiring OCR. |
| 39 | PWS Project 2 | Project 2, |
a. Will results from other related IT data models be made available to the contractor for comparison?
b. Is the contractor expected to run data through those previously used models
| Yes. Data / outputs from other IT data models will be made available to the contractor for comparison. The contractor is NOT required to run data through another model. | ||
| 40 | PWS Project 3 | Project 3, |
a. Will the Position Descriptions be provided in electronic readable form?
b. How will actual skill sets be provided for comparison?
c. How will contractor skill sets be provided for comparison?
d. Will the contractor receive payroll and accounting data sets?
(a) The Position Descriptions will be in pdf form, but it would be safe to assume that some of the files will be scanned images requiring OCR.
(b) Part of this project will be determining the primary data source (e.g., Total Workforce Management System (TWMS) or other) for identification of actual skill sets.
(c) Part of this project will be determining the primary data source (e.g., contract pdfs, Contracting Office tasking documentation, or other) for identification of contractor skill sets.
(d) Part of this project will be determining the key data required to answer total workforce mix questions. It is anticipated that personnel / payroll data and accounting data will be required, and the vendor should ensure the ability to handle sensitive, PII data.
| 41 | PWS Project 4 | Project 4, referencing estimate I/O maintenance costs across FYDP: Will the contractor be provided the future operational planning requirements (usually classified)? | Any unclassified future requirements will be requested for use as part of this project, but this will not include any classified data / information. |
| 42 | What is the plan for the deployment of the vendor's strategic intelligence platform in the USMC environment (i.e. IATO/ATO, licensing, etc.)? | There are no current plans to deploy the vendor's strategic intelligence platform in the USMC environment. | |
| 43 | Solicitation Page 29 252.204-7008 Compliance with Safeguarding Covered Defense Information Controls | Has there been a determination from the Government on the level of Controlled Unclassified Information (CUI) that can be expected and allowed under this contract? | Impact Level 4 CUI. |
| 44 | Amendment 1 Page 10 7.4 | How many users or seats will the Marine Corps need for use of the strategic intelligence platform during the first year and after it is transferred by the winning proposer? | The number of simultaneous users would be 10 or fewer; however, depending on the topic of interest they may not be the same 10 users. For example, when working topics on IT spend, it is likely that users would come from Programs and Resources (P&R) and the Chief Information Officer's (CIO's) staff. However, when working civilian personnel, the users would come from P&R and Manpower and Reserve Affairs (M&RA). |
| 45 | Section 2 Scope | Section 2. Scope states: "For all projects, the Contractor shall conduct a people, process, and technology assessment based on a framework that will be provided by the Government. The Marine Corps is currently developing this framework as part of the Data Cross-Functional Team efforts under the Deputy Commandant for Information. Delivery of the fully defined framework is anticipated in the April timeframe." |
1) Does the government anticipate this framework to make any changes to the Projects and/or timelines associated with this scope of work? 2) And if so, will the contractor be held to original bid time constraints if the framework is not delivered on time?
| No. There are no changes to projects and / or timelines anticipated based on the assessment of people, process, and technology impacts. The timelines in the solicitation assume the people, process, and technology assessment (via the framework) will be integrated with conduct of the projects. In other words, the contractor will be gathering information as part of each project that will inform the final assessment of people, process, and technology impacts. | |||
| 46 | Section 6.5 Projects 2-5 | The data for projects 2 through 5 is not "pre-staged". 1)Will the government provide the contractor with immediate and complete access to all data required to perform this analysis? 2) Can the government provide a list of the systems the contractor WILL have access to upon contract award to complete this analysis? | The Government will have some knowledge of the data requirements, but not full knowledge, so engagement and exploratory work will be required to identify, obtain, and pre-process the data. This work will include an understanding of all relevant systems, data set sizes, and locations. So, immediate and complete access to all the data will NOT be provided. The Government will provide a list of known systems to the vendor as part of the initial 2-day needs assessment session. |
| 47 | Section 6.5 Project 5 | a. Will the government ensure/guarantee access to the required systems upon contract award to perform this analysis? |
b. Does the government currently have an exhaustive list of these databases?
PA&E - The Government will work with the vendor to ensure the availability of data for all projects.
See answer to question 49.
48 Section 10.2 Section 10.2 states: "The government will provide needed standard operational procedures, regulations, manuals, texts, briefs, data, and other materials associated with the project, and the hardware/software noted throughout this solicitation."
a. With respect to hardware/software, please confirm that the government intends to provide all of the computers/networks required to host the contractor's "proven analytics platform"?
b. If yes, will all required hardware/software be available on the first day of the period of performance to ensure the project deadlines are met?
c. If no, is it the government's desire that the "proven analytics platform" be hosted by the contractor?
| The Government will NOT be providing computers / networks required to host the contractor's proven analytics platform. It is expected that the proven analytics platform will be hosted by the contractor. See forthcoming Amendment 0002 which clarifies this. | ||
| 49 | Section 8 | Section 8 states: "Performance will primarily take place at the Contractor’s facilities. However, the Contractor shall provide ad hoc on-site support to engage with Government leads, SMEs, and analysts as required to complete any and all tasks. Any ad hoc on-site Contractor support shall abide by standard business hours unless coordinated." |
1) If the work is to be performed on CTR site, can the Government confirm that they desire an "Off-premise" platform? 2) If so, can the government state this in an amendment?
| Yes. The Government desires an off-premise platform to be hosted by the vendor. The Government will NOT be providing computers / networks required to host the contractor's proven analytics platform. See forthcoming Amendment 0002 which clarifies this. | |
| 50 | How does the Marine Corps envision accessing the contractor’s “strategic intelligence analytics platform”? |
If On-premise:
a. Will the government provide IT assets on which the platform may be installed on-premise (e.g., Pentagon) to collect, store, and analyze data?
b. If so, will the installed solution (software and applications, specifically) require Department of the Navy (DoN) Application and Database Management System (DADMS) approval, or will it be isolated from the government’s network?
c. Will an isolated, on-premise solution have access to the internet?
d. If installed on contractor’s premise with contractor-provided IT assets, will the government require remote connectivity (i.e. over the internet), or does the government envision its personnel physically accessing the platform, on-site, at the contractor’s location?
If as Software as a Service (SaaS) or Cloud:
a. Will a cloud-based platform which stores and processes government data (e.g., for analysis) require a specific certification?
b. How many user accounts does the government estimate will be required for government personnel?
The Government desires an off-premise platform to be hosted by the vendor. The Government will NOT be providing computers / networks required to host the contractor's proven analytics platform. There are no current plans to deploy the vendor's strategic intelligence platform in the USMC environment or on the Department of Navy / Marine Corps network. Without on-site access, the access to the vendor platform would be anticipated to be off-site (at the vendor's location).
No SaaS or Cloud option is desired.
| 51 | Analysis of text-based and other unstructured data sources (e.g., contracts; Training and Readiness manuals; civilian, contractor, and other workforce-related documents) will be required to complete multiple projects. Are such documents already digitized and available in a readable format for analysis? | The unstructured data / information in text documents will be in pdf form. The readability of all pdf files is not known, but it would be safe to assume that some of the files will be scanned images requiring OCR. | |
| 52 | Paragraph 6.4c Page 7 | Data Staging (Pre-Staging) - For Projects 2-5, outside of PBIS and SABRS data, the data will NOT be pre-staged. |
○ Question: Are project completion dates contingent on Government provision of
| necessary data in a timely manner? | The Government will work with the vendor to ensure the availability of data for all projects. A major part of this contracted effort is to assess the people, process, technology aspects of what it takes to understand and obtain the required data. The Government understands the possibility of impediments and delays as part of this work, and documenting these impediments / delays will be an expected and critical part of the deliverables. Any projects at risk of significant delay or partial failure due to people, process, and technology issues will be re-evaluated for modified deliverable dates based on these issues. | ||
| 53 | Paragraph 7.6 Page 10 and Paragraph 7.7 Page 11 | “[The people, process, and technology assessment] will be provided No Later Than (NLT) 10 months from the contract performance start date” (7.6) “The documented training and education |
framework will be completed NLT 12 months from the contract award date” (7.7 c)
○ Question. Given that the Offeror anticipates details of the training and education framework to be provided as part of any people, process, and technology (PPT), can the Government please clarify the timelines associated with these deliverables? The RFP currently requires PPT assessments to be delivered prior to
| delivery of a training and education framework. | PA&E - The Government anticipates that the people, process, and technology assessment (via the framework) will be integrated with conduct of the projects. In other words, the contractor will be gathering information as part of each project that will inform the final assessment of people, process, and technology (PPT) impacts. The Government views the assessment of PPT as a key input to any training and education framework, thus the PPT assessment would come prior to the finalization of a training and education framework. | |||
| 54 | Evaluation Criteria Technical Capabilities | The Government states, “The proposed software/platform will be evaluated based on its ability to provide strategic intelligence through the aggregation, rationalization, analysis, and visualization of DoD, Marine Corps and publicly available data and information.” Could the Government please clarify, in detail, how a proposed software/strategic intelligence platform will be evaluated based on abilities to provide strategic intelligence prior to award? | Per 52.212-1 ADDENDUM (Volume II), vendors are required to describe their technical approach towards the projects and describe the capabilities of its' proposed strategic intelligence platform. The Government will evaluate the technical approach and capabilities of the proposed platform based on the vendor's description of platform capabilities and integration of these capabilities as part of completing the projects / project scenarios. The vendor's platform will be required to deliver on capabilities described as part of this contract without further development being funded by this contract. | |
| 55 | 3.1 Objectives | Does the USMC expect all data and analytic outcomes to be completed on government networks? | No. The Government desires an off-premise platform to be hosted by the vendor. The Government will NOT be providing computers / networks required to host the contractor's proven analytics platform. | |
| 56 | 3.1 Objectives | Will USMC provide a list of relevant approved (authority to operate (ATO), and DOD system, and USMC owned platforms? | There are no current plans to deploy the vendor's strategic intelligence platform in the USMC environment. See other related answers with respect to provision of USMC platforms. | |
| 57 | 3.1 Objectives | If the platform will be run on government systems, what technical support will the USMC provide for storing and analyzing data? | The Government desires an off-premise platform to be hosted by the vendor. The Government will NOT be providing computers / networks required to host the contractor's proven analytics platform. There are no current plans to deploy the vendor's strategic intelligence platform in the USMC environment or on the Department of Navy / Marine Corps network. |
| 58 | 3.2 Objectives | Will the USMC outline examples of publicly available data that they would deem reasonable for the projects outlined? | The primary example is USASpending.gov, but open source data could also include open source data on budget, personnel, and other related data / information. |
| 59 | 3.3 Objectives | Will the "government directed framework" be provided as an amendment prior to proposal submission? | The Government does not anticipate the final framework being available prior to the close of the solicitation / proposal submission. The vendor should view the outline in 7.6 a and b as a guide for the roles and responsibilities to be assessed within the context of the DMBOK. |
| 60 | PWS 4.1 | Does the USMC plan on transmitting data sets outside of USMC Systems? | Yes |
| 61 | PWS 4.1 | If transmitting outside the USMC systems, will the USMC provide classification rules with each data set provided? | Where classification rules are available from data / system owners, the Government will provide this information as part of data transfer protocol. |
| 62 | 5.1 (a) Qualifications | Will the Government consider allowing the platform to reside on contractor servers? | Yes. See additional detail in related answers. |
| 63 | 5.1 (a) Qualifications | If the USMC servers are to be utilized, will the government provide a list of already approved and purchased platform or software licenses? | No use of Marine Corps servers is anticipated. The Government desires an off-premise platform to be hosted by the vendor. The Government will NOT be providing computers / networks required to host the contractor's proven analytics platform. |
| 64 | 5.1 (a) Qualifications | What does "Proven" mean? Does the contractor have to an already running platform on USMC or Navy systems? | Proven does NOT include a requirement to be up and running on Navy or Marine Corps systems / networks. The "proven" nature of the platform should reflect the capability to perform the functions required to conduct the analytic projects and ensure data are managed in a secure manner. See related answers with respect to how the Government will evaluate the proven nature of the platform. |
| 65 | 5.1 (b) Qualifications | Please define what "turn-key" means to the USMC? | Turn-key refers to the fact that the Government is seeking a strategic intelligence (SI) platform that already exists and can operate on this contract from day 1. The Government is NOT looking for the vendor or efforts under this contract to develop an SI platform. |
| 66 | 5.2 Qualifications | When the USMC states "their proven platform" does this mean the contractor is required to provide a proprietary platform or is the contractor expected to bring a COTS product with them? | The contractor can propose either contractor, COTS, or some hybrid solution. |
| 67 | 5.4 Qualifications | Can the government provide and example of a "delicate position"? | A "delicate position" is one where the analytic results may conflict with current strategic messaging or cause internal consternation between stakeholders. The Government will be a partner in helping to identify any such results. |
| 68 | 6.1 | Is there a data stewardship process for KDE currently in required Data Sources? | No for most anticipated data sets. |
| 69 | 6.1 | How many data sources are there and does Marine Corps control the release of information? | The Government will have some knowledge of the data requirements, but not full knowledge, so engagement and exploratory work will be required to identify, obtain, and pre-process the data. This work will include an understanding of all relevant systems, data set sizes, and locations. So, immediate and complete access to all the data will NOT be provided. The Government will provide a list of known systems to the vendor as part of the initial 2-day needs assessment session. Not all data sets will be owned by the Marine Corps (e.g., PBIS, some civilian personnel data, some ammunition data). The control of release will be negotiated as part of this process. See additional related answers on project timeline impacts. |
| 70 | 6.3 Project areas | Will the Government consider ensuring that all data will be available on day one of performance? According to section 6.4 prestaging - only project one will have data on day one. Will the government obtain of the rest of available data? It will not be possible to complete projects 2-5 simultaneously without the data. |
| 71 | 6.4 Data Staging | SABRS data is readily available in SMARTS. Is this the origin of the pre-staged data? | The Government will conduct a batch pull, negotiated with the SABRS data owner. |
| 72 | 6.4 Data Staging | What is the process the USMC will use to obtain the rest of the government data? | Government will work with the vendor to ensure the availability of data for all projects. |
