value from their GIS investment using ESRI's proprietary software. ESRI, as the owner and manufacturer of ESRI software products, is the sole-source provider of ESRI training in the commercial, state, and local government marketplace.
2. _2L EXCLUSIVE LICENSING AGREEMENTS. The item or service is only available from the Original Equipment Manufacturer (OEM), or there is only one authorized distributor or technical representative for the OEM.
Consideration is restricted to ESRI as they are the only provider for the required COTS geospatial software created by ESRI that is currently utilized by IGIS.
DODI 8130.01 Installation Geospatial Information and Services identifies the requirement to maintain and publish an authoritative geospatial data store for each Department of Defense service component level for infrastructure based geospatial data and imagery to support data interoperability goals and realize cost savings based on automated data retrieval and enhanced spatial decision making. The Federal Geographic Data Committee National Spatial Data Infrastructure Strategic Plan 2014-2016 also require join data sharing and interoperability through Open Geospatial Consortium (OGC) compliant web standards. Software must be capable of providing OGC compliant web services and support standard shareable geospatial data capture, storage, and analysis with a current DADMS approval and support both desktop and server clients with minimal additional training requirements for geospatial professional staff.
Review of the OGC compliant product list and DAD MS identified ESRI's ArcGIS Desktop and ArcGIS Server software as meeting the requirements. Currently, best practices across the Department of Navy, utilize a single source capable of providing supplies at the level of quality required because the supplies are unique or highly specialized. Although market research has indicated that other vendors such as AutoDesk, Intergraph, and Skyline support portions of the overall requirement, only the Environmental Systems Research Institute (ESRI) can meet all requirements without significant re-engineering of current systems and tools, and only ESRI meets the requirements needed for Open Geospatial Consortium compliance. This software is currently used as a best practice for vector data capture, storage, analysis, and publication at the National Geospatial-Intelligence Agency, the DoD Service lead for geospatial technology, as well as in the United States Marine Corps Geospatial Enterprise and the NAVFAC GEOReadiness program.
The ESRI legal department has confirmed in writing that their company is the sole provider of ESRI training and coaching services. It is not cost effective to pursue software training solutions on applications that are more expensive to implement than the system currently in use.
Market research was conducted and reveals that there are various providers of Geospatial (Geographic Information Systems (GIS) software; however, only ESRI software support a full operational information sharing and collaboration capability. This collaboration capability utilizes both traditional and non-traditional data sources and feeds, open internet data sources, along with the ability to coordinate and collaborate with multiple Marine Corps programs in a unified web based envirorunent. This capability must be capable of operating in a network neutral envirorunent and requires the capability to customize, filter, and control permission based access to organizational datasets. This capability must allow pre-existing developed products in Spatial Data Standards for Facilities Infrastructure and Envirorunents (SDSFIE) to integrate directly with the system via published webmaps and data sources. All geospatially referenced data must be accessible both internally via 2D/3D mapping widgets, but also externally through secure access to a certificate authority via OGC compliant web services. Data should be selectively shareable. The system must be LandWarNet Strategy compliant and employ currently certified tools relating to the capture, storage, and analysis of standardized geospatial data in SDSFIE format. The software must not introduce proprietary data models and must meet current industry standards (IEEE, OGC).
Geospatial Server Component - The server component must be able to publish OGC compliant web mapping feature services (WFS/WMS), cached web mapping tile services (WMTS), and Web Processing Services (WPS) for data interoperability. The application must support GeoPackages, OpenGIS Catalogue Service Implementation Specification, and OpenGIS Implementation Specification for Geographic Information Simple Feature Access standards (point, curve, and surface).
The use of ESRI software is based on the following business mission area operational activities used to identify and define geospatial activities in the Department of Defense Business Enterprise Architecture (DOD BEA): A.9 Manage Geospatial Information and Services, A.9.1 Create Geospatial Information, A.9.2 Validate Geospatial Information, A.9.3 Maintain Geospatial Information, A.9.4 Provide Geospatial Data and Services, A.9.5 Provide Geospatial Visualization Services, and A.9.3 Provide Geospatial Analytical Services. These operational activities align the Department of Defense with other Federal Agencies through participation and coordination with Federal Geographic Data Committee (FGDC).
Geospatial service publication, distribution, and discovery are key elements of the Federal Geographic Data Committee National Spatial Data Infrastructure Strategic Plan 2014-2016.
The Open Geospatial Consortium (OGC) manages vendor neutral industry standards associated with geospatial application. Open Geospatial Consortium (OGC) standards are available at http://www.on,engeospatial.org/ and provide product standards compliancy. The following OGC standards align to the DoD BEA geospatial system definitions: OpenGIS Catalog Service Implementation Specification v.2.0.2, Implementation Specification for Geographic Information- Simple Feature Access
- Part 2: SQL, Web Coverage Service (WCS) Implementation Specification v.1.0.0, Web Feature Service (WFS) v.1.0.1, and Web Map Service (WMS) v.1.1.1.
