QUOTATIONS may be submitted via email only to: shelley.mentzos@usmc.mil.
- All responsible sources may submit a quotation which, if received in a timely manner, shall be considered by the agency.

- This solicitation will be awarded on an all-or-none basis.
- Method of Invoicing/Payment: Wide Area Workflow (WAWF).
- Any direct customer contact by Bidders is not authorized during the solicitation phase or your bid may be at risk of being eliminated from consideration for this solicitation.
- NO PHONE CALLS will be accepted regarding this solicitation. ALL QUESTIONS shall be sent in writing via email to shelley.mentzos@usmc.mil.
- Solicitations for software maintenance support may include an estimated subscription support period of performance (PoP) in the delivery section of this solicitation which may not coincide with the actual manufacturer subscription PoP dates in error. The award effective date and/or award PoP cannot be backdated and will begin no earlier than the date of award and end on the actual manufacturer subscription PoP expiration date UNLESS the manfacturer allows for a new subscription PoP as specified in the delivery section specified in the solicitation.
TO BE CONSIDERED RESPONSIVE TO THIS SOLICIATION, bidders shall provide all the following:
- CAGE code
- DUNS number
- TAX Identification number

- Contract number and expiration date shall be included if bidding under a GSA, SEWP or other contract. This shall be listed per line item unless the contract vehicle is applicable to all line items.
- All responses to this solicitation shall indicate whether the firm is offering a ‘brand name manufacturer's products’ or ‘equal products.’ Firms offering equal products shall submit sufficient descriptive literature to permit the contracting agency to assess whether the equal product meets all the salient characteristics specified in the solicitation. Firms offering "equal" items shall provide the make, model, description of the items, and provide their own product literature/brochures (not the manufacturer’s product literature/brochures nor a reiteration of the salient characteristics provided in the solicitation). This agency will not be responsible for locating or obtaining any information not included on the face of the offer or a hardcopy attachment to the offer in a response to this solicitation.
- If subscription maintenance support is expired, Offeror’s shall specify the actual manufacturer’s subscription PoP for each line item of the offer specifically citing ‘reinstatement’ for any expired/overdue line items (i.e. Reinstatement for overdue renewal for PoP MM/DD/YY – MM/DD/YY). SALIENT CHARACTERISTICS
In order to meet the Defense Information Systems Agency (DISA) requirements for log retention and review, audit log software is required. The bullets listed below are the minimum requirements for the software.
a. Event Log Monitoring;
The logs for all systems are compiled in a centralized location and are readily displayed to reviewing personnel.
b. Reporting:
The solution needs to offer the ability to generate custom reports of system logs. The ability to export or save the reports in various forms (i.e. Excel, PDF) is a necessity.
c. Compliance Tracking:
Due to the compliance standards that are pushed from outside agencies, the ability to monitor and maintain a certain level of compliance is mandatory. This software must have the ability to identify any system that is not in compliance with the current security baseline.
d. Management:
The different functions and security settings of the individual servers mandates the ability to specify that certain logs be added or removed on a server to server basis. This is required to minimize the amount of space required to maintain logs.
e. Log File Monitoring / Alerting:
The software must be capable of automatically alerting the managers of the server/application of anomalies or critical errors. This can be achieved through email. These logs should be listed as soon as the administrator accesses the software.
f. Health Monitoring:
The ability to quickly view the health of a server is beneficial. This will notify or alert the administrator of any issues with the resources associated with the server.
g. Network Monitoring:
There are other devices on the network other than servers and workstations. These devices also need to be monitored. This is accomplished through SNMP, pings, or heartbeats.
h. Consolidation:
The ability to consolidate and view logs from various devices and type of servers or workstations will expedite the mandatory log reviews and save countless man-hours.

CLAUSES INCORPORATED BY FULL TEXT
52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Lowest Price Technically Acceptable (LPTA)
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(i) Taxes are considered delinquent if both of the following criteria apply:
(A) The tax liability is finally determined. The liability is finally determined if it has been assessed. A liability is not finally determined if there is a pending administrative or judicial challenge. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted.
(B) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.
(ii) Examples.
(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. Sec. 6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. Sec. 6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(C) The taxpayer has entered into an installment agreement pursuant to I.R.C. Sec. 6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.
(D) The taxpayer has filed for bankruptcy protection. The taxpayer is not delinquent because enforced collection action is stayed under 11 U.S.C. 362 (the Bankruptcy Code).
