About this file

This is a Justification and Approval (J&A) document for use of other than full and open competition for a sole source contract award.

The Marine Corps Systems Command (MCSC) seeks to award a sole source contract to Anduril Industries Inc. for the procurement of PulsarLite (Pulsar-L) Soft Kill Counter-Unmanned Aerial Systems (C-UAS) for the Amphibious Combat Vehicle (ACV) Family of Vehicles. The requirement is for proven, non-developmental or commercially available C-UAS systems meeting specifications outlined in an Urgent Statement of Need dated April 7, 2026. The Anduril Pulsar-L is a platform-integrated, omni-directional system with combined sensor/jammer capabilities that detects, tracks, identifies, and defeats radio frequency-dependent Group 1 and Group 2 UASs while providing counter positioning, navigation, and timing capabilities. The system is currently in use by Special Operations Command and features low weight, proven performance in engaging multiple UASs, and simultaneous execution of the full kill-chain while static or on the move. The contract will be executed through an existing Department of the Army Decentralized Enterprise Contract (EC) IDIQ, W9128Z-26-D-A001, via task order. The total estimated dollar value is redacted in the document.

The procurement is justified under Title 10 U.S.C. § 3204 (a)(1) and (a)(2) based on unique capability and unusual and compelling urgency. Market research conducted in accordance with RFO FAR Part 10 included a Notice of Intent and Sources Sought Notice (M67854-26-I-0225) issued on August 3, 2026, with a submission deadline of August 18, 2026. Only one response was received, and Anduril was determined to be the only vendor capable of providing a non-developmental solution meeting minimum requirements without causing unacceptable delays. Anduril is the sole designer, developer, and manufacturer of the Pulsar-L with requisite knowledge and technical expertise to deliver the required quantity by January 2027. The document states that future procurements are planned to initiate through full and open competition in FY27 when advanced non-kinetic and Soft Kill defeat technologies are expected to mature.

UNITED STATES MARINE CORPS

MARINE CORPS SYSTEMS COMMAND

2200 LESTER STREET

QUANTICO, VIRGINIA 22134-5050

IN REPLY REFER TO:

CT 028

J&A No. 26357

JUSTIFICATION AND APPROVAL (J&A)

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Activity.

Marine Corps Systems Command (MCSC) Program Manager, Advanced Amphibious Assault (PM AAA) 2200 Lester Street Quantico, VA 22134-5050

2. Description of the Action Being Approved.

This J&A authorizes and approves the use of other than full and open competition to award a sole source contract to Anduril Industries Inc. (Anduril) for the procurement of Pulsar- Lite (Pulsar-L) systems for the Amphibious Combat Vehicle (ACV) Family of Vehicles (FoVs).

The anticipated action will utilize an existing Indefinite Delivery, Indefinite Quantity (IDIQ) contract to leverage strategic sourcing in support of an urgent need for the Marine Corps’ ACV FoV.

There is an established Government-wide, single-award IDIQ, Department of the Army (DA) Decentralized Enterprise Contract (EC), W9128Z-26-D-A001, against which a Task Order may be placed to procure the systems outlined above. Contracting Officers are encouraged to use existing sources to the extent available and practicable in accordance with the Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) FAR 8.104; the utilization of an existing contract vehicle is thus pursued.

3. Description of Supplies/Services.

This requirement is for the procurement of proven, non-developmental or commercially available Soft Kill (SK) Counter-Unmanned Aerial Systems (C-UASs) that meet the specifications stated in the Urgent Statement of Need (USON) for Urgent Universal Need Statement (UNNS) dated 7 April 2026 for C-UAS capability for the ACV.

The Anduril Pulsar-L system is a platform-integrated omni-directional SK C-UAS with a combined sensor/jammer package that detects, tracks, identifies, and defeats radio frequency-dependent Group 1 and Group 2 Unmanned Aerial Systems (UASs). Additionally, the system provides counter positioning, navigation, and timing capabilities. The system is currently in use by the Special Operations Command due to the system’s low weight, proven performance in engaging multiple UASs, and simultaneous execution of the full kill-chain while static or on the move.

Additionally, following receipt of the UUNS, market research was conducted to determine if competing products offered a comparable product or better value to the Government while meeting the minimum requirements. PM AAA reviewed catalogs, including those from the Defense Logistics Agency and the General Services Administration, but could not find any non-developmental solutions other than the Pulsar-L. The DA was able to provide a strategic sourcing contracting vehicle for the Anduril Pulsar-L solution, the EC IDIQ. The comprehensive market research effort, including the public NOI/SSN and evaluation of all industry responses, concluded that Anduril is the only vendor providing a non-developmental item capable of meeting the Government's minimum requirements without causing unacceptable delays in fulfilling the Marine Corps’ urgent need.

8. Actions to Remove Barriers to Future Competition.

A Marine Corps program of record for SK C-UAS is planned to initiate in FY27. The components of this future program will be procured through full and open competition as it is expected that advanced non-kinetic and SK defeat technologies should be mature by this time.

PM AAA will continue to evaluate the potential usage of other SK C-UAS. Recurring market research will be conducted throughout the lifecycle of the ACV to examine the suitability of technologies and products. If future procurements of the system described herein are necessary and if another potential source emerges, PM AAA will assess whether competition for future requirements is feasible. Full and open competition will be sought to the maximum extent possible to identify any new support offerings that may be capable and compatible.
