Performance Specification for the Reconnaissance Modular Helmet Kit
Communication Components

1. SCOPE
1.1 Scope. This specification defines the performance requirements for the Reconnaissance Modular Helmet Kit (RMHK) communication components that will provide multiple means of communication using the Oxygen (O2) mask respirator microphone, high noise headset, handheld push-to-talk (PTT) remote, and various radios.
1.2 System Overview. The RMHK is a scalable and integratable helmet system (ballistic and non-ballistic) for use during all types and phases of parachute access and persistence operations, including transition from air insertion to all ground movement and operational requirements.
The RMHK will integrate night vision google (NVG), oxygen mask, lighting equipment, and a means of communication. The RMHK is specific for and will be fielded to reconnaissance units (Reconnaissance Battalions, Force Reconnaissance Companies) with Military Free Fall (MFF) trained parachutists.
The communications components in this specification are intended to be used as an alternative to the existing cables and interfaces in the USMC Full Spectrum Battle Equipment (FSBE) (see Diagram 1) and add additional capability (see Diagram 2). These components will allow simultaneous connection and use of the USMC Full Spectrum Battle Equipment (FSBE) Modular Integrated Communications Helmet (MICH) Maritime Communications System, respirator microphone in the USMC Parachutist’s High Altitude Oxygen System (PHAOS) mask, remote PTT (in addition to the MICH Maritime PTT), and AN/PRC-148, AN/PRC-152, or AN/PRC 152(A) radios and aircraft Intercom Systems (ICS). The intent is for the jumper to be able to communicate using a push-to-talk capability without having to remove their hands from the parachute toggles, affecting the flight of the parachute system.
2. APPLICABLE DOCUMENTS

3. REQUIREMENTS
3.1 System Characteristics. The RMHK communication components being requested will have the performance characteristics as defined in the following paragraphs. The envisioned capability of the system, its components and interfaces are detailed in Diagram 2 and in section 3.1.1.
3.1.1. Communications Component A (see Diagram 2).
3.1.1.1. Cable. The cable that makes up communications component A shall connect between the MICH HEADSET, HIGH NOISE, W/QUICK DISCONNECT (P/N: SOR1412NB-LE, NSN 5965-01-567-9013) and the MICH MARITIME PTT (P/N: E3-MK-REV3A, NSN 5930-01-517-5400) as a replacement to CABLE, HEADSET QD TO PTT, FSBE (P/N:
MK/AP-27A, NSN: 6150-01-517-4963).
3.1.1.1.1 Connectors. One end of cable shall connect to Lemo PHL1L306 connector on the headset and the other end of cable shall connect to MKS-310-BCR connector on
MICH MARITIME PTT.
3.1.1.2. Connectivity. The cable shall allow simultaneous connection of two additional communications components, Communications Components B and C, described below.
3.1.1.3. Quick Disconnect. The cable shall disconnect from the MICH HEADSET, HIGH NOISE, W/QUICK DISCONNECT (P/N: SOR1412NB-LE, NSN 5965-01-567-9013) with a single hand, single motion quick disconnect.
3.1.1.4. Environmental Compliance. All connectors shall meet the same environmental standards as the connectors to which they mate and the cable shall be of the same gage as the existing cable components.
3.1.2. Communications Component B (see Diagram 2).
3.1.2.1. Cable. The cable shall connect between the parachutist’s O2 mask respirator microphone located on the Parachutist’s High Altitude Oxygen System (PHAOS) Mask (P/Ns: 603810-5, NSN 1670-01-594-9295, 603810-6, NSN 1670-01-594-9296, 603810-7, NSN 1670-01-594-9294 and 603810-8, NSN 1670-01-594-9299) and one of the connectors of Communications Component A described in 3.1.1.
3.1.2.1.1 Connector. The connectors shall be the same on both ends of cable B.
3.1.2.1.2 Connector. The connectors shall connect to a Nexus U-172/U connector on the O2 mask respirator microphone.
3.1.2.2. Environmental Compliance. All connectors shall meet the same environmental standards as the connectors to which they mate and the cable shall be of the same gage as the existing cable components.
3.1.3. Communications Component C (see Diagram 2).
3.1.3.1 Remote PTT. A remote PTT button shall connect to one of the connections of Communications Component A described in 3.1.1 and defined below:
3.1.3.1.1. Manual Operation. The PTT shall be manually operated.
3.1.3.1.2. One Hand Operation. The PTT shall be operable with one hand.
3.1.3.1.3. Remote Use. The PTT shall be operable without the parachutist removing their hand from the main or reserve parachute toggles or moving the hand from the standard flight “¼ brakes” position.
3.1.3.1.4. Gloved Operation. The PTT shall be operable while wearing lightweight to heavyweight parachutist gloves.
3.1.3.1.5. Secure Strap. The PTT shall have a strap to secure PTT switch in the operator’s hand while wearing lightweight to heavyweight parachutist gloves.
3.1.3.1.6. Cable Length. The PTT cable length shall accommodate the 5th-95th percentile parachutist when the current MICH Maritime PTT is located at the wearer’s front waistline.
3.1.3.2. Environmental Compliance. All connectors shall meet the same environmental standards as the connectors to which they mate and the cables shall be of the same gauge as the existing cable components to which they attach.
3.1.4. Communications Component D (see Diagram 2).
3.1.4.1. Cable. The cable shall connect to the CABLE, MARITIME 10 PIN PRC 148, FSBE (P/N: MK/MK-48, CAGE: 53283; NSN: 5995-01-517-4231) converting the cable to an Urban PRC 6-pin connector.
3.1.4.1.1 Connector. One end of cable shall connect to MKS-310-CCP connector on CABLE, MARITIME 10 PIN PRC 148 and the other end of cable shall connect to URBAN 6 PIN radio connector.
3.1.4.2. Environmental Compliance. All connectors shall meet the same environmental standards as the connectors to which they mate and the cable shall be of the same gauge as the existing cable components
3.1.5. Interoperability.
3.1.5.1. Interoperable. The communication components shall be interoperable with the USMC variant/ FSBE MICH Maritime Communications System.
3.1.5.2. Parachute Flight Movement. The communication components used with the USMC variant/ FSBE MICH Maritime Communications System shall enable uninterrupted clear communication during parachute flight (movement).
3.1.5.3. Parachute Landing Transition. The communication components used with the USMC variant/ FSBE MICH Maritime Communications System shall enable uninterrupted clear communication during parachute landing (transition).
3.1.5.4. Ground Movement. The communication components used with the USMC variant/ FSBE MICH Maritime Communications System shall enable uninterrupted clear communication during ground movement.
3.1.5.5. Jump Master and Parachutist Communication. The communication components shall allow communication between the jump master and parachutists.
3.1.5.6. Jump Master and Air Crew Communication. The communication components shall allow communication between the jump master and air crew.
3.1.6. Interference.
3.1.6.1. Multi-Mission Parachute System. The communication components shall not interfere with the USMC Multi-Mission Parachute System.
3.1.6.2. PHAOS. The communication components shall not interfere with USMC Parachutist High Altitude Oxygen System components.
3.1.6.3 MICH/ACH Helmets. The communication components shall not interfere with the USMC MICH/ACH helmets.
3.1.6.4. RMHK. The communication components shall not interfere with the USMC Reconnaissance Modular Helmet Kit as follows:
3.1.6.4.1. Ops Core FAST Carbon Helmet (P/N 59-99-641 and 59-99-651)
3.1.6.4.2. Ops Core O2 Double Strap Kit (P/Ns 26-99-101 and 26-99-201)
3.1.6.4.3. Ops Core 36mm Goggle Swivel Clips & Shoes (P/N 20-95-103)

4. VERIFICATION. Verification of the communications components shall be conducted through visual inspection and demonstration. The failure of any component during the verification shall be cause for rejection.
4.1. Verification. Prior to acceptance of the communications cables, the Government will perform a 100% visual inspection of all cables. Additionally, 10% of all cables will be chosen at random for a continuity check to ensure proper operation with the headsets and radios.
Verification will be performed at the contractor’s facility prior to shipment.
4.2. Qualification. Contractors are encouraged to ensure that any product they offer to the government meets the requirements in this specification and are tested and approved by the qualifying agency prior to contract award. Information pertaining to product qualification may be obtained from the qualifying agency: Marine Corps Systems Command, PdM Reconnaissance and Amphibious Raids, 2200 Lester St, Quantico VA 22134.
5. PACKAGING
The packaging requirements shall conform to best commercial practices as specified in the contract or order.
