QUESTIONS AND ANSWERS

Parachute Operations

The followings are a list of the potential offeror’s questions and the government’s response to those questions.

Question 1:

Page Section Paragraph Question

4.3 Tasks

5.3 Tasks

3(a)

3(a)

What is the aim behind the facility size requirement being a minimum of 28,000 square feet? We currently have past performance with the US Marine Corps conducting parachute operations using a 10,000 square feet padded parachute packing space while accommodating 80 Marines. This can imply restrictive specifications meant to cater to one contractor? Please provide reasoning or explanation.

Answer 1: Amend to provide a minimum of 2,800 square feet of padded packing space.

Question 2:

5 & 8-9 4.4 & 5.4 (a)-(h) Is the contractor responsible for curriculum development?

Answer 2:

Yes, the contractor is responsible for curriculum development which includes instruction and debriefing on the subjects outlined in 4.4/5.4. The end goal is to achieve category III qualification, so the jump profiles are established in table 1 of this PWS.

Question 3:

6 5.1 b What is considered equivalent to Advanced Tactical

Infiltration Course (ATIC)?

Answer 3:

The ATIC equivalency qualification can be met if the contractor can provide certificates from a service-certifying course in advanced HAHO or advanced parachute infiltration. ATIC is the only course we are currently aware of, however there could be another course within SOCOM that we are not aware of.

Question 4:

4 4.3 2 Is repositioning included in the 45 blade hours or in addition to?

Answer 4: No, repositioning is not included in the specified blade hours.

Question 5:

4, 7 4.3, 5.3 #3a and 3a Would 2,800 sq ft of padded pack space be acceptable, as

28,000 sq ft is extremely large?

Answer 5: Yes, see answer #1.

Question 6:

4 4.3 4 Would an 8,000 lb capable MHE be sufficient in lieu of

10,000 lb capable MHE?

Answer 6:

No, the inbound containers typically weigh just short of 10,000 lbs

Question 7:

5 4.3 12 Will the Government please clarify whether or not the Crash

Fire Rescue needs to be part of the airport infrastructure?

Answer 7: Whether or not it is part of the airport infrastructure, it needs to be on station for operations requiring a military aircraft (C-130). This can be on-call if necessary, and the dates/times of C-130 support can be coordinated but must be priced into the contract. In that event, plan for four total days of C-130 support.

Question 8:

5 4.3 13 Will the Government please clarify the 14 days of Contractor-led instruction into exact number of classroom instruction days, jump days, and weekends to be worked?

Answer 8:

Weekends will depend on scheduling, however generally speaking the progression will be as follows:

Two class days

Six jump days

One rest day

Six jump days

Two make up days (these days will not require instructors, but will be accounted for in the total blade days and facility time)

Question 9:

6-7 5.1, 5.3 2 Section 5.1 states “approximately 70 hours of blade time,” while Section 5.3, item 2, states “shall provide 70 blade hours of aircraft use for training plus repositioning fees.” Will the

Government please clarify the exact number of blade hours and identify that repositioning fees are in addition to or included in the hours?

Answer 9:

Yes, repositioning fees are in addition to the 70 hours. Blade hours for each POI are as stated.

Question 10:

4.3a

Why does require 7 x DZ’s on the ZAR?

Answer 10:

In order for a drop zone to be used for military operations, it must have a signed and registered drop zone survey.

Seven drop zones are required for variety and challenge to the student jumpers.

Question 11:

What is the verification process for this requirement?

Answer 11:

The airport must be capable of supporting a C-130 (sufficiently rated runway strength, runway size, etc). Submit airport/runway qualifications in the proposal.

Question 12:

4.6

C & D

What is the verification process for this requirement?

Answer 12:

Vendor submit proposal and validated through technical evaluation. A permissive environment for parachute operations is ultimately the key criteria.

Question 13:

Who provides the POI for this requirement?

Answer 13:

This paragraph references instructor qualification. If the question is regarding qualification on the MMPS or USMC-service parachute, that is specified in the references (MCO 3120.11A). In order to be qualified on the MMPS, you need to have attended the Multi-Mission Parachute Course (MMPC), a transition course or a Double Bag Static Line

(DBSL) AMTT. However, just being DBSL-certified does not certify that instructor for Self-Set Drogue (SSD) or

Static Line Drogue. SSD is the main target audience, especially if DBSL does not return from the current SOUM.

Question 14:

3.d

Will the ‘separate catering company’ service be for one event/dinner only or throughout the entire training program? Will this be included in the final pricing or is this paid for by the client separately?

Answer 14:

Yes, this service is separate from this contract and will be priced and paid separately. The only requirement here is that there is space to host and serve the catered meal.

Question 15:

B

2a & 2b

Is there a limit to page count for the technical proposal?

Answer 15:

Yes, the Government will not evaluate proposal contents beyond the below page limitations. The page count includes graphs, charts, and tables. The page count does not include:

Transmittal/Cover letter

Table of contents

Glossary of abbreviations & acronyms

Matrix or organizational chart

Past performance questionnaires

Copies of certifications submitted with resume extracts (resume extracts are included in the maximum page count)

Volume Maximum Pages Original

I – Technical Approach 30 1 Original

II – Price N/A 1 Original

III – Past Performance 10 1 Original

Question 16:

5 4.2 3a The square footage requirement seems over restrictive;

Why 28,000 square feet; Will climate controlled packing space adequate for 40 personnel suffice?

Answer 16:

Yes, see previous question(s). 2,800 sqft is the requirement for padded packing space.

Question 17:

4.1

C

Does the Government intend to require the successful offeror to conduct operations from an aircraft that possesses the payload capacity of 5800 pounds?

Answer 17:

Yes, the aircraft will be used for the training.
