M6740018Q0001 Parachute Training The followings are a list of the potential offeror’s questions and the government’s response to those questions.

Question 1: Does the Presolicitation under solicitation number M6740018Q0001 contain requirements similar to a current contract?

If possible, please provide the current contract number.

Or, is this a new requirement for the government?

Answer 1: Trainings of Desert Hawk and Desert Canopy are combined in this solicitation. For Desert Hawk, the previous contract is M67400-17-P-0008, and for Desert Canopy the previous contract is M67400-15-P-0149.

Question 2: Our instructor cadre are retired MFF Instructors with the ATIC qualification. In addition to teaching ATIC at the Yuma MFF School, they also ran the Jumpmaster course at Yuma for USMC personnel. The course was conducted using the MMPS. Our instructing staff are trained to jump the system in all configurations, however they are not graduates of the MMPC as that is only for USMC. Will the government accept these qualifications (MFFI / ATIC)?

Answer 2:

Yes, so long as the instructors are qualified and current with the MMPS (in all configurations), this satisfies the MMPC requirement. This is probably just poor wording on my part.

Question 3: The SOW refers to the AMTT as the leading body to deliver the curriculum for the DBSL Cse for Desert Hawk. Is the government requesting the contractor to be main lead group for curriculum delivery of Desert Canopy? The SOW lists that the Government will supply 1 instructor for Desert Canopy, however we wish to understand if the contractor is to lead the curriculum delivery or to support the instructor?

Answer 3:

I believe this is an older version of the PWS. We should have scrubbed that out. For the “HAHO” portion of the contract, the contractor should supply all instructors.

Question 4: Solicitation M6740018Q0001 requires a Part 135 Aircraft, which we understand to be transportation only; jump operations cannot be performed out of a Part 135 aircraft. Would the Contracting Office/Unit consider removing this requirement and revising this to be Part 91 instead, which would allow jump operations?

Answer 4:

Honestly not sure completely sure of the significance of Part 135 vice 91. However, the requirement is to execute parachute operations out of the aircraft. Transportation is only a requirement insofar as the parachutists need to be transported to the high altitude release point, however the primary purpose is parachute operations. From the question, it sounds like Part 91 would be more appropriate, but I’m not sure of the precise definition.

Question 5: Can you please clarify if contractor instruction is needed for all 46 days of the Desert Hawk iteration and all 36 days of the Desert Canopy iteration?

Answer 5:

Referring specifically to the contractor provided instruction, only 14 days of instructor support will be required for each operation. So, 14 days for Desert Hawk and 14 days for Desert Canopy. All the other items will be needed for the duration, specifically facilities and logistics support.

Question 6:

Is there a required location that the training must take place?

Answer 6:

See paragraph 4.6 and 5.6 in Performance Work Statement

Question 7: Is there a requirement for air frame?

Answer 7:

See paragraph 4.3.a.1 and 4.3.a.1.c in PWS.
