M67400-16-T-0003 Barracks Furniture
The following is a list of the potential offeror’s question and the Government’s response to the question.
Question 1: RFQ is being requested as open market, TAA compliant product correct?
Answer 1: Yes, TAA compliant applies.
Question 2: GSA contract and Navy BPA contract is not required?
Answer 2: No, GSA contract or Navy BPA is not required.
Question 3: We are GSA contract company and we have been delivered furniture to US Navy.
But, we do not have NAVY BPA number. Also, our company is in republic of korea, not US. We don't have Federal Tax I.D. No. Is it possible to attend this bidding?
Answer 3: Yes, it is. Please note, this is not a Request for Bid, it is a Request for Quote.
Question 4:
Would you please let me know where you have collected the specification of the furniture from? I mean what brand or manufacturer?
Answer 4: The Government is unable to provide this information.
Question 5: Are you able to give us names some local furniture installation companies for us to contact?
Answer 5: The Government is unable to provide this information.
Question 6: We are interested in submitting a quote for the bid but I want to know if this opportunity is set aside for small business?
Answer 6: Yes, this is Small Business Set Aside.
Question 7: Could you provide picture for each item?
Answer 7: The Government is unable to provide this information.

Barracks 3315
We would like to offer 7 ply solid wood oak veneer plywood for this RFQ opportunity. Please advise if this construction method would be acceptable.
Answer: Yes acceptable for all items
CLIN 0018: The Drapes are the measurements in inches or mm Answer: Drapes measurement is indicated inches.
CLIN 0018: The Drapes please provide additional information on the fabric required for the Drapes, Solid or Print?
Answer: Solid
CLIN 0005: Bedding: Can you please provide additional information on the fabric: Solid or Print?
Answer: Solid
CLIN 0005: Bedding: What size double-diamond quilting?
Answer: Full XL, Double- diamond quilting is a pattern of quilt.
CLIN 0028: Swivel Bar Stool with Upholstered Seat and Back with Arms. Please advise if a non-swivel would be acceptable.
Answer: Swivel Bar stool, non-swivel is not acceptable
Barracks E and F:
We would like to offer 7 ply solid wood oak veneer plywood for this RFQ opportunity.
Answer: All items should be solid.
CLIN 0008: The Drapes please advise if rods are required like in Barracks 3315 Answer: Yes, rods are required.
CLIN 0008: The Drapes please provide additional information on the fabric required for the Drapes, Solid or Print?
Answer: Solid.
CLIN 0003: Bedding: Can you please provide additional information on the fabric: Solid or Print?
Answer: Solid.
CLIN 0003: Bedding: What size double-diamond quilting?
Answer: Twin XL.
CLIN 0020: Wall Unit/Entertainment Center: Please provide a photo/drawing of this unit. Will this be required in three separate sections, are shelves required?
Answer: See attachment 1.
CLIN 0025: Activity Table: Can this have four post legs that are fixed with casters?
Answer: No casters on the post legs.
CLIN 0028: Swivel Bar Stool with Upholstered Seat and Back with Arms. Please advise if a non-swivel would be acceptable.
Answer: Swivel Bar stool, non-swivel is not acceptable
Install Questions:
Will the buildings have exterior or interior entrances?
Answer:
Barracks 3315: 3315 has interior entrance with emergency exit door for each floor.
Barracks E and F: Interior entrances at E & F with exit stairwell doors on each floor.
Does the building have balconies?
Answer:
Barracks 3315: The barracks doesn’t have balconies.
Barracks E and F: No balconies.
Will we be able to use a lift to access the upper floors?
Answer:
Barracks 3315: You will not be able to use a lift.
Barracks E and F: See attached floor plan (Attachment 2)
Will there be elevators to access the upper floors?
Answer:
Barracks 3315: Answer: It does not have an elevator.
E and F: An elevator is available. Its door will be 1000mm wide.
How far from the building can the truck park?
Answer:
Barracks 3315: Approximately 25m away from parking lots.
Barracks E and F: Approximately 25m away from parking lots.
Are there rooms in the buildings that can be used for storage?
Answer:
Barracks 3315: Rooms cannot be used for storage.
Barracks E and F: Same as bldg. # 3315.
Is the available space near the building for storage containers?
Answer:
Barracks 3315: Approximately 25m away from parking lots.
Barracks E and F: Same as bldg. # 3315.
How far from the building would storage need to be located?
Answer:
Barracks 3315: The closer the better for safety reason like the parking lot by the barracks.
Barracks E and F: Same as bldg. # 3315 for E & F.
If we have to use interior stairwells to access the building we would like to acquire.
Could you get the height of the interior hallways?
Answer:
Barracks 3315: 10’11” Barracks E and F: 2400mm height.
Could you get the width of the interior hallways?
Answer:
Barracks 3315: 5’6.5” Barracks E and F: 1800mm width.
Could you get the height of the interior doorways?
Answer:
Barracks 3315: 7’ Barracks E and F: 2100mm height.
Could you get the width of the interior doorways?
Answer:
Barracks 3315: 3’2” Barracks E and F: 900mm width.
Could we get the width of the stairwells and landings?
Answer:
Barracks 3315: 5’2.5” for stairwell and 10’11” for landing.
Barracks E and F: Stairwells will be 1605mm width, and Landings 3210mm, and there is a 1200mm wide door between hallway and landing each floor.
Question: 9 Unfortunately the only drawings provided are illegible, would you be able to provide CAD files so that we may accurately represent the quoted furniture in the corresponding rooms?
Answer: CAD files are not available.
Question 10:
In Attachment 2, A Shaw Contract Carpet pattern is called out. Is this pattern the basis of design for all area rugs quoted (for rooms, lounges and offices at all buildings)?
Answer:
Barracks E and F: Yes.
If not, please indicate preferred Construction – level loop, multi-level loop, or cut and loop & Dye method – solution dyed or yarn dyed for each area.
Answer:
Barracks E and F: Should be solution dyed.
For buildings “E” and “F”, a built-in pad is called out for area rugs. Is the built-in pad required for area rugs at building 3315 as well?
Answer:
Barracks E and F: No.
Box springs are called out for Bldg 3315 but not for E & F. should box springs be added to E & F?
Answer:
Barracks E and F: No need Box springs.
Question 11:
Bldg. 3315 - writing table/desk 36" wide, spec's state 42" carrel. Which one is correct size?
Answer:
Barracks 3315: 36”
Bldg. 3315, E & F - 2 position chair depth is 27" not 20", straight legs Answer Barracks 3315 and Barracks E and F: Approximately 20"Wx20"Dx32"H
Floor lamp with attached table, can you provide a vendor that supplies this style? What color is the finish?
Answer: The Government is unable to provide the information of vendor. Color is Natural Oak color.
Bldgs. E & F - Wall unit 3 drawers - calls for coaxial, Archaic, Ethernet. These types are not used very often due to type/style of electronics today.
Answer Barracks E and F: This type is required due to the needs of our military members.
Bldgs. E & F - Area Rugs - room sizes are listed in specs, is this size the rugs need to be? What are the color/style requirements?
Answer Barracks E and F: Rugs need to be able to fit neatly inside the individual bedrooms without blocking the egress. Rug color should closely match or compliment the colors of the bedspread and drapes. Style: Traditional.
Room dimension: Bed Rooms – 2840mm x 4000mm, Entertainment Rooms – 7150mm x 8740mm
Question 12: Is there a specific pattern/color/mill that is preferred?
Answer Barracks 3315 and Barracks E and F: No specific pattern/color/mill.
Question 13: Volume III requires the contractor to submit fourteen items and if not provided it would be considered “non-responsive” and thus nt able to receive an award. The Government’s Item #2 requests a “Navy BPA Number & GSA Contract Number”. But the Solicitation does not state anywhere that the solicitation is being procured under any specific Navy BPA or GSA contract. If the Prime Contractor does not have a Navy BPA or GSA contract number of its own is it disqualified from bidding as a Prime Contractor?
Answer: Item #2 of Volume III was deleted.
Question 14: The Government has selected a NAICS Code (337122) that does not have a nonmanufacturer’s class waiver. A class waiver would allow a greater field of small businesses to bid on the Solicitation and therefore secure more competition. Would the Government change the NAICS Code to 337215 with PSC 7110?
Answer: The Government does not change NAICS Code.
