REQUIRED ITEMS AND SPECIFICATIONS
The contractor shall fabricate, transport, deliver, and install Personnel Support Equipment (PSE) in support of the United States Marine Corps’ Whole Room Concept requirements for Marine Corps Bases in Okinawa, Japan.

FURNITURE AND FURNISHING REQUIREMENT DETAILS
The following guidelines, in accordance with Marine Corps directives, are designed to assist in replacing or refurbishing PSE in Bachelor Enlisted Quarters and Bachelor Officer Quarters (BEQ/BOQ) rooms on a rotation basis every 7 years, but not to exceed 10 years. This policy is applicable to all Marine Corps activities with management responsibilities for BEQ/BOQ. The information provided in this specifications ensures these requirements are met.
PSE must be appropriate for the Okinawa climate and for the particular facility for which it is being procured. The Okinawa climate is considered a subtropical climate. The humidity is high most of the year with temperatures reaching 90+ degrees in the summer months. PSE generally used for offices should not be furnished for living quarters or lounges and vice versa.
Fabric colors, as applicable, shall be chosen after contract award by the Government. The Contractor shall provide at least six color choices and ensure continuity of the color selection for all items being purchased.
Standard commercial warranty apply to all furniture items listed
DEFINITIONS
The following are definitions and apply to all where stated:
i. Solid Wood: Being comprised of wood with NO composite type material such as particleboard or plywood. Examples of acceptable solid wood are; Oak, Maple, and Ash, or Woods of equal durability/strength, quality and appearance.
ii. Particle Board: A structural material made of wood fragments, such as chips or shavings that are mechanically pressed into sheet form and bonded together with resin.
iii. Plywood: A laminate made of thin layers of wood. A laminate is a sheet of material made by bonding two or more sheets or layers.
iv. Approximate: The Offeror's measurements should be within 1-3 inches of the approximate measurements given. Measurements that exceed 1-3 inches shall be considered alternate offers and will be considered as acceptable or unacceptable on a case-by-case based on whether or not the measurements of the alternate items offered meet the Marine Corps' requirements in terms of room layout/dimensions. Measurements that do not say approximate are exact.
v. Banding: A 3mm wood grain PVC material or ¾ wood edge banding.
vi. Backing Sheet: A laminated panel, particularly for furniture construction. A decorative surface, preferably a hardwood veneer, or a wood grain design adhered to or imprinted directly onto the outer surface of one of the cross banding sheets; with the orientation thereof parallel to the core.
vii. Top and Edges: All tops and edges shall be constructed to provide a smooth finish free from defects. Tops shall be provided with backing sheets. Bandings may be used around edges.
viii. Doors: All doors shall be constructed to provide a smooth finish free from defects. Drawer Bottoms: Shall have two mortise and tenon support stretchers and four corner blocks, (material providing same strength may be accepted) and finished plywood of ¼ ” minimum finished thickness unless otherwise noted.
ix. Back panels: Shall be minimum ½” thick plywood; finished on both sides unless otherwise noted.
x. Drawer Glides: 20” vinyl or epoxy coated metal tracking with 100 lb static and 75 lb dynamic load test, side mounted with positive in/out stops and ¾” extension for regular drawer unless otherwise noted.
xi. Drawer boxes: Shall be four parts, dovetailed on all sides and be the full depth of case goods.
xii. Lamps and Lighting: All lamps and lighting shall be UL listed, comply with current energy efficiency standards, and provide a (SPT-2) power supply cord with polarized plug with a minimum external length as specified in description.
xiii. Toe Kick: 3” recessed by 4”H.
xiv. Exposed Metal: Shall match in color.
xv. Handles: Drawers, doors and trays shall be recessed flush within unit with no protrusion.
FURNITURE REQUIREMENTS
SLEEPING UNITS AND COMPONENTS
1. Bed Frames (All)
1. Leg Construction: Double fastened to side rail and interlocking cross arms.
1. Reversible Head Brackets.
1. Side Rails should be approximately 1 ½”W x 1 ½”H x 70”L.
1. Cross arms should be approximately 1 ¼”W x 1 ¼”H Variable – Interlocking.
1. Height From Floor shall be no less than 7 ½”.
1. Head Bracket should be approximately 6” long – reversible.
1. 3” Glides.
2. Mattresses, Extra Firm: (All).
· Shall have a minimum of 364 coil count according to size of mattress.
· 13 gage spring wire with a preferred 6-gage border wire.
· ¼” quilting foam, 1 ¾” topper-quilt backing foam on both sides; ¼” fiber resin insulator pad.
· Ticking: quilted to ¼” foam; 1 ¼” polyester closing tape.
· Shall be reversible.
3. Bedspreads: All bedspreads shall be double-diamond quilted fill and shall weigh a minimum of 5.5 ounces per linear yard with cap fitted hospital corners, bonded flame retardant Polyester base cloth with a minimum weight of 6 oz. per linear yard. Shall be inherently flame retardant and shall be able to pass NFPA 701 small scale. Shall be washable to 160 degrees F or dry-cleaned. Backing shall be 50% cotton, 50% polyester. Seams shall be safety-lock stitched. Shall have a minimum of one-year warranty stated with a life expectancy of at least 7-years.
CLIN 0001. Headboard, Full-Size Post Mounted - Category 2-3
· Approximately 56 ¾”W x 10D x 55”.
· Shall be constructed from solid wood.
· Bookcase style, built-in lighting with minimum 6’ electrical cord. See lighting specification in Lamp and Lighting.
CLIN 0002. Bed Frame, Full - Category 2-3
· Adjustable to accommodate Full-Sized XL Mattress and Box spring.
CLIN 0003. Mattress (Extra Firm), Full XL – Category 2-3
· 8” to 9” thick, minimum of 54” W X 80”L.
CLIN 0004. Box spring, Full XL – Category 2-3
· Minimum of 54” W X 80” L.
· Platform “Non-Sagging.”
CLIN 0005. Bedspread, Full XL – Category 2-3
· Full size to fit 54”W x 80”L.
STORAGE UNITS
Applies to all unless otherwise noted.
a. Keyboard Drawer: Keyboard drawer; minimum a ¾” solid wood bottom and drawer front shall have “cut out” or “fold down style”
b. Keyboard Tray: Drawer suspension: is one pair side guides, 75 lb. test, ¾” extension steel slides with ball bearing rollers and positive in/out stops. Key board tray will contain palm rest.
c. Solid Wood: All storage units shall be constructed of solid wood unless otherwise noted.
CLIN 0006. Five-drawer Chest – Category 2-4
· Approximately 30”W x 22”D x 47”H.
· All exposed components shall be solid wood.
· Adjustable floor glides.
CLIN 0020. Wood File Cabinet, 2 - Drawer – Category 1 - 4
· Approximately 15 7/8”W x19 ¼”D x 27 ¾”H.
· All exposed components shall be solid wood.
· Adjustable floor glides.
CLIN 0007. Desk Carrel/Shelf Unit with corkboard and fluorescent light – Category 1-4
· Approximately 36”W x 12”D x 24”H.
· Shelf shall be supported by cleats and corner blocks supported by solid back panel attached to both sides.
· Lighting with minimum 10’ electrical cord.
· Carrel with fluorescent light attached underneath side of shelf 12”-24” light fixture.
· Basic On/Off switch. See Lamps and Lighting Specifications.
CLIN 0021. Metal Double Pedestal Desk – Category 1 - 4
· Approximately 60”W x 30”D x 29 ½”H.
· Shall have seven (7) drawers total; three (3) locking on each pedestal and one non-locking center drawer.
· Durable wood grain high pressure laminate top.
· Powder coated steel frame.
CLIN 0008. Single-Drawer Writing Table/Desk – Category 2 - 4
· Approximately 36”W x 24”D x 30”H.
· Single center drawer with handle.
· Open ends and back.
CLIN 0009. Nightstand Two Drawer – Category 2-4
· Approximately 24”W x 17”D x 25-28”H.
· Shall include Toe Kick.
· Shall include Drawer Glides.
CLIN 0023. TV Entertainment Center – Category 2 – 4
· Approximately 47"Wx24"Dx36"H.
· Open space shelf above two (2) doors concealing four (4) adjustable shelves with center partition.
· Open space shelf must be able to accommodate standard entertainment equipment, such as DVD, Blu-ray etc.
TABLES
a. Solid Wood: All tables, to include top, pedestal, base, and legs shall be constructed of solid wood unless otherwise noted.
CLIN 0010. Dining Table, Square – Category 1 – 4
· Approximately 28" wood top, 30" H.
CLIN 0024. Round Bar Table - Category 1 - 4
· Approximately 24” Diameter x 42” H.
· Shall be constructed of solid wood to include the pedestal and base.
CLIN 0025. Activity Table or Game Table – Category 1 - 4
· Approximately 32”W x 32”L x 30”H.
· Card/Chess table top.
· Shall have four post legs.
· Shall be 100% modular.
· Joints shall be modular and have replaceable expansion joints.
· Shall be lockable, fully assembled design.
CLIN 0022. End Table - Category 1 - 4
· Approximately 26”W x 18”D x 20”H.
· Apron shall be secured to the side panels.
· Bottom braces shall be joined to the legs.
· Frame shall be supported with four corner blocks.
CLIN 0011. Coffee Table, Rectangular – Category 1 - 4
· Approximately 36”W x 20”D x 16”H.
· Apron shall be secured to the side panels with mortise and tenon joints.
· Bottom braces shall be joined to the legs.
· Frame shall be supported with four corner blocks.
CHAIRS
CLIN 0012. Recliner – Category 1 - 4
· Approximately 41”H x 29.5”W.
· Wall hugger type.
· Frame shall be solid wood.
· Upholstered seat and back with urethane foam padding.
· Blue steel seat spring with unitized construction.
CLIN 0027. Activity Table Chair – Category 1 - 4
· Approximately 20”W x 22”D x 31”H.
· Frame shall be constructed of solid wood.
· Back and seat padding shall be a minimum of 1 ½” thick.
· Upholstered seat and back with a contour/waterfall design made of contract-grade high-density polyurethane foam.
· Shall be constructed to support the minimum weight of 300lbs.
· Back/Seat panel shall be attached to facilitate easy replacement for cleaning and reupholstering.
CLIN 0013. Two Position Chair without Arms – Category 1 - 4
· Approximately 20"Wx20"Dx32"H.
· Back and seat padding shall be a minimum of 1 ½” thick.
· Frame shall be constructed of solid wood.
· Upholstered seat and back with a contour/waterfall design made of contract-grade high-density polyurethane foam.
· Front and rear rails angled so that the chair sits into two positions.
CLIN 0028. Swivel Bar Stool with Upholstered Seat and Back with Arms – Category 1 – 4
· Seat, minimum 18D x 18W x 32H.
· Shall be constructed of solid wood.
CLIN 0014. Dining Chair-Category 1-4
· Approximately 19 ½”W x 19 ½”D x 31 ½”H.
· Maximum Overall height (top of chair to floor) 32”H.
· Back panel and seat panel shall be securely attached to the frame yet easily facilitates replacement for cleaning and reupholstering.
· Seat shall have a waterfall design and back shall be contoured for comfort.
· Shall be constructed of solid wood.
OVERSTUFFED LOUNGE FURNITURE
All Lounge Furniture: Frames shall be constructed of solid wood. Seats shall consist of at least 8.5 gage springs with wire ties for added stability and covered with FLW material. Seat decking shall consist of layered fiber pad and covered with a non-woven decking material under the seat cushions. Inside back shall consist of a minimum of 11 gage springs with wire ties for stability and covered with FLW material. Foam material shall meet CAL 117 fire code standards. Shall have a minimum of a seven-year warranty on the fabric and a minimum five-year warranty on the frame. All shall be overstuffed style (NO EXPOSED WOOD).
CLIN 0029. Three-Seat Overstuffed Sofa – Category 1 - 4
· Approximately 82”W x 33”D x 33”H.
· Fully upholstered.
· Frame shall be solid wood.
· Overstuffed style (no exposed wood).
CLIN 0015. Overstuffed Loveseat – Category 1 - 4
· Approximately 60”W x 33”D x 33”H.
· Fully upholstered.
· Frame should be solid wood.
· Overstuffed style (no exposed wood).
LAMPS AND LIGHTING
a. Finish: Powder coated finish/color to compliment overall room color scheme. This does not include the banker’s lamp.
b. Warranty: One year minimum warranty or standard commercial warranty to apply, whichever is better.
CLIN 0016. Floor Lamp – with Pleated Shade (Category 2 – 4)
· Approximately 60” high.
· Approximately 11” base with 10 lb weight.
· Electrical cord shall be a minimum of 15 ft.
· Push through on/off socket switch preferred.
· Washable Lamp Shade (similar to 9” top x 18” bottom x 12.5” slant).
· Shall come with an energy efficient screw in style light bulb.
AREA RUGS AND DRAPES
Measurement will be provided within each project solicitation

CLIN 0017. Area Rugs
· Bedroom Area Rug 82” X 98” (6.83 ft X 8.17 ft).
· Lounge Area Rug 12’ X 15’.
· Billeting Office 121” X 63” (10 ft X 5.25 ft).
CLIN 0018. Drapes
· Three-finger, pinch-pleated, blackout-lined with stiffeners for baton draw.
· Two-pass blackout lining with light color backing faced to be viewed through window.
· Shall be two-way baton-draw.
· Wall or ceiling mounted, as required.
· Shall extend a minimum of four inches beyond the window seal and on each side of the window.
· Headers shall contain 4” permanent and washable crinoline (buckram).
· All equal distant pleats shall be bar-tacked.
· Covered weights shall be sewn into each corner and seam to hang wrinkle free.
· Thread shall match the drapery fabric in color. Use of monofilament is prohibited.
· Blackout lining sewn a distance from the bottom, under the face material to prevent lining being seen when hung at window.
· Heavy-duty, stainless steel hooks.
· Flammability - Inherently flame retardant. Shall be able to pass NFPA 701 small scale.
· Base cloth shall be a minimum weight of 6 oz. per linear yard.
· Blackout lining fabric: Three-pass fire retardant; 50% cotton/50% polyester.
WALL MIRRORS
CLIN 0019. Wall Mirror – Category 1 - 4
· Approximately 16”W x 40”L x 3/4” thick.
· Solid wood backing with approximately 3/16” thick mirror.
· Shall have 3 point security hardware included.
