Attachment# 2

REQUIRED ITEMS AND SPECIFICATIONS

The contractor shall fabricate, transport, deliver, and install Personnel Support Equipment (PSE) in support of the United States Marine Corps’ Whole Room Concept requirements for Marine Corps Bases in Okinawa, Japan.

These services will be performed at BEQ E&F which are new constructed buildings on Camp Schwab, and must be door-to-door service. The building numbers haven’t been provided yet.

FURNITURE AND FURNISHING REQUIREMENT DETAILS

The following guidelines, in accordance with Marine Corps directives, are designed to assist in placing PSE in Bachelor Enlisted Quarters rooms in the new constructed buildings E and F. This policy is applicable to all Marine Corps activities with management responsibilities for BEQ. The information provided in this specifications ensures these requirements are met.

PSE must be appropriate for the Okinawa climate and for the particular facility for which it is being procured. The Okinawa climate is considered a subtropical climate. The humidity is high most of the year with temperatures reaching 90+ degrees in the summer months. PSE generally used for offices should not be furnished for living quarters or lounges and vice versa.

Fabric colors, as applicable, shall be chosen after contract award by the Government. The Contractor shall provide at least six color choices and ensure continuity of the color selection for all items being purchased.

Standard commercial warranty apply to all furniture items listed

DEFINITIONS

The following are definitions and apply to all where stated:

i. Solid Wood: Being comprised of wood with NO composite type material such as particleboard or plywood. Examples of acceptable solid wood are; Oak, Maple, and Ash, or Woods of equal durability/strength, quality and appearance.

ii. Particle Board: A structural material made of wood fragments, such as chips or shavings that are mechanically pressed into sheet form and bonded together with resin.

iii. Plywood: A laminate made of thin layers of wood. A laminate is a sheet of material made by bonding two or more sheets or layers.

iv. Approximate: The Offeror's measurements should be within 1-3 inches of the approximate measurements given. Measurements that exceed 1-3 inches shall be considered alternate offers and will be considered as acceptable or unacceptable on a case-by-case based on whether or not the measurements of the alternate items offered meet the Marine Corps' requirements in terms of room layout/dimensions. Measurements that do not say approximate are exact.

v. Banding: A 3mm wood grain PVC material or ¾ wood edge banding.

vi. Backing Sheet: A laminated panel, particularly for furniture construction. A decorative surface, preferably a hardwood veneer, or a wood grain design adhered to or imprinted directly onto the outer surface of one of the cross banding sheets; with the orientation thereof parallel to the core.

vii. Top and Edges: All tops and edges shall be constructed to provide a smooth finish free from defects. Tops shall be provided with backing sheets. Bandings may be used around edges.

viii. Doors: All doors shall be constructed to provide a smooth finish free from defects. Drawer Bottoms: Shall have two mortise and tenon support stretchers and four corner blocks, (material providing same strength may be accepted) and finished plywood of ¼ ” minimum finished thickness unless otherwise noted.

ix. Back panels: Shall be minimum ½” thick plywood; finished on both sides unless otherwise noted.

x. Drawer Glides: 20” vinyl or epoxy coated metal tracking with 100 lb static and 75 lb dynamic load test, side mounted with positive in/out stops and ¾” extension for regular drawer unless otherwise noted.

xi. Drawer boxes: Shall be four parts, dovetailed on all sides and be the full depth of case goods.

xii. Lamps and Lighting: All lamps and lighting shall be UL listed, comply with current energy efficiency standards, and provide a (SPT-2) power supply cord with polarized plug with a minimum external length as specified in description.

xiii. Toe Kick: 3” recessed by 4”H.

xiv. Exposed Metal: Shall match in color.

xv. Handles: Drawers, doors and trays shall be recessed flush within unit with no protrusion.

Government Representative (Gov’t Rep): Government liaison, which functions as the technical representative monitoring, delivery and performance of the contract. Gov’t rep is not authorized to enter into any agreements, obligate the government or direct any changes to the contract. Gov’t reps

(alternative Gov’t reps) of this contract are also responsible for escorting the contractor to the work site when needed and securing keys of the buildings during the periods of performance.

FURNITURE REQUIREMENTS

SLEEPING UNITS AND COMPONENTS

1. Bed Frames (All)

1. Leg Construction: Should be double fastened to side rail and interlocking cross arms.

1. Reversible Head Brackets.

1. Side Rails should be approximately 1 ½”W x 1 ½”H x 70”L.

1. Cross arms should be approximately 1 ¼”W x 1 ¼”H Variable – Interlocking.

1. Height From Floor shall be no less than 7 ½”.

1. Head Bracket should be approximately 6” long – reversible.

1. 3” Glides.

2. Mattresses, Extra Firm: (All).

· Shall have a minimum of 364 coil count according to size of mattress.

· 13 gage spring wire with a preferred 6-gage border wire.

· ¼” quilting foam, 1 ¾” topper-quilt backing foam on both sides; ¼” fiber resin insulator pad.

· Ticking: quilted to ¼” foam; 1 ¼” polyester closing tape.

· Shall be reversible.

3. Bedspreads: All bedspreads shall be double-diamond quilted fill and shall weigh a minimum of 5.5 ounces per linear yard with cap fitted hospital corners, bonded flame retardant Polyester base cloth with a minimum weight of 6 oz. per linear yard. Shall be inherently flame retardant and shall be able to pass NFPA 701 small scale. Shall be washable to 160 degrees F or dry-cleaned. Backing shall be 50% cotton, 50% polyester. Seams shall be safety-lock stitched. Shall have a minimum of one-year warranty stated with a life expectancy of at least 7-years.

CLIN 0001. Pop Top Bed with Bookcase and Headboard

· Storage bed: 41W x 83L x 26”L.

· Footboard is ¾” solid oak. Front panel, back panel are 3/4” oak veneer plywood. Drawers have solid oak fronts. Three under bed storage drawers.

· Pop-up bed with plywood surface and metal frame.

· Storage Headboard: 11-3/4W x 42DP x 42”H

· Sides are 3/4” oak veneer plywood with 3mm PVC edgebanding for durability.

· Back is recessed to accommodate electrical wall fixture.

· Bookcase: 41L x 11-1/2W x 23”H

· Sides, shelves and spreaders are solid oak.

· Back has a fabric covered tackboard. (Fabric: Sherpa or Shire)

· 24” Fluorescent light with one receptacle and 12’ cord. 120V.

· Bookcase secures to storage headboard with cam locks.

CLIN 0002. Mattress (Extra Firm), Twin XL

· Approximately 30x80x8.5”H

· Reversible with sleeping surface on both sides

· 4 inch foam corner supports wrapped around each corner coil

· 5 year unconditional warranty on workmanship and materials with an additional 5 year prorated warranty.

CLIN 0003. Bedspread, Twin XL

· 39 x 80” (Finished size: 81 x 115”)

· Throw style

· Fire retardant fabrics

STORAGE UNITS

Applies to all unless otherwise noted.

a. Keyboard Drawer: Keyboard drawer; minimum a ¾” solid wood bottom and drawer front shall have “cut out” or “fold down style”

b. Keyboard Tray: Drawer suspension: is one pair side guides, 75 lb. test, ¾” extension steel slides with ball bearing rollers and positive in/out stops. Key board tray will contain palm rest.

c. Solid Wood: All storage units shall be constructed of solid wood unless otherwise noted.

CLIN 0004. Miniature Wall Unit, Double-Door (Natural Oak)_

· 32”W x 24”D x 54”H.

· Three drawers, two upper doors, two adjustable shelves, Keyboard tray, and two side slide-out accessory shelves.

· Fixed desk top above keyboard tray is plastic laminate.

· Four outlet power strip with surge protection, coaxial connection & phone jack.

CLIN 0010. Bookshelves, 5 Shelves (Natural Oak)

· Approximately 30”W x12”D x 60”H.

· Top, top spreader, base front, and base shelf are attached to the sides using pocket screws.

· Three adjustable shelves.

· Two center shelves are fixed.

CLIN 0016. Wood File Cabinet, 2-Drawer (Natural Oak)

· Approximately 17”W x 19-1/4”D x 28”H.

· Top: ¾” plastic laminate with 3mm PVC edgebanding.

· Drawer slide: positive in/out stops, 100 lb static.

CLIN 0020. Wall Unit/ Entertainment Center (Natural Oak)

· Approximately 100”W x 25”D x 74”H.

· The case is assembled by screwing ¾” x ¾” hardwood cleats to all case joints. The top and bottom are supported by two ¾” solid oak spreaders along the front edge. .

· Fits 52” TV.

CLIN 0027. Microwave cart (Natural Oak)

· 31 ½W x 24-1/8D x 36”H

· Top: ¾” plastic laminate with 3mm PVC edgebanding

· Sides shall be secured to the bottom, base front, and two internal hardwood frames at the top of the unit with screws.

· Doors shall be held shut with magnetic catches.

· Four casters. (2 are locking)

TABLES

a. Solid Wood: All tables, to include top, pedestal, base, and legs shall be constructed of solid wood unless otherwise noted.

CLIN 0017. Computer Desk with Desk Top Hutch & Task Light (Natural Oak)

· Approximately Desk size 42x24x30”H

· One drawer, 16” epoxy coated slide.

· Approximately Hutch size 42x12x24” with Cork back

· Task light: on/off switch, and 10’ electric cord

CLIN 0024. Round Bar Table (Natural Oak)

· The top is screwed to the top support.

· Shall have four post legs. Locking folding leg hardware.

· Joints shall be modular and have replaceable expansion joints.

CLIN 0013. End Table

· Approximately 26”W x 18”D x 20”H.

· Apron shall be secured to the side panels.

· Bottom braces shall be joined to the legs.

· Frame shall be supported with four corner blocks.

CLIN 0023. Coffee Table, Rectangular

· Approximately 36”W x 20”D x 16”H.

· Apron shall be secured to the side panels with mortise and tenon joints.

· Bottom braces shall be joined to the legs.

· Frame shall be supported with four corner blocks.

CLIN 0018. Dining Table, Rectangular (Natural Oak)

· Approximately 36W x 72L x 30”H

· The wood base has an apron that is attached to the top with woodscrews and the legs are attached to the apron with hanger bolts through metal corner brackets.

CLIN 0014. Metal double Pedestal Desk

· Double pedestal desk with locks and CD center drawer.

· Exposed surface such as drawer fronts, tops, sides and backs shall be open hearth, cold-rolled steel.

· All sheet steel shall be free of scale and rust to insure proper adhesion of all spotwelds.

· Laminated plastic tops: A wide range of colors and patterns are available in both furniture satin or suede finishes.

CHAIRS

CLIN 0011. Lounge Chair

· Approximately36W x 36D x 37”H.

· Loose cushions, and pleated skirt.

· 1.8 poly Density foam.

CLIN 0026. Activity Table Chair (Natural Oak)

· Approximately 20”W x 22”D x 31”H.

· Frame shall be constructed of solid wood.

· Back and seat padding shall be a minimum of 1 ½” thick.

· Upholstered seat and back with a contour/waterfall design made of contract-grade high-density polyurethane foam.

· Shall be constructed to support the minimum weight of 300lbs.

· Back/Seat panel shall be attached to facilitate easy replacement for cleaning and reupholstering.

CLIN 0005. Two Position Chair without Arms (Natural Oak)

· Approximately 18"Wx22 ½"Dx32 ½"H.

· Back and seat padding shall be a minimum of 1 ½” thick.

· Frame shall be constructed of solid wood.

· Upholstered seat and back with a contour/waterfall design made of contract-grade high-density polyurethane foam.

· Front and rear rails angled so that the chair sits into two positions.

CLIN 0009. Swivel Bar Stool with Upholstered Seat and Back with Arms

· 18D x 20W x 46.25”H. Seat height: 30” CLIN 0019. Dining Chair (Natural Oak)

· Approximately 18W x 18”D x 31 ½”H.

· Maximum Overall height (top of chair to floor) 32”H.

· Back panel and seat panel shall be securely attached to the frame yet easily facilitates replacement for cleaning and reupholstering.

· Seat shall have a waterfall design and back shall be contoured for comfort.

· Shall be constructed of solid wood.

CLIN 0015. Swivel Chair with Arms

· Seat size: 21W x 20D x 15.5-20.5”H (from floor)

· Back size: 18W x 21”H

· Upholstered back and seat height and width adjustable arms.

OVERSTUFFED LOUNGE FURNITURE

All Lounge Furniture: Frames shall be constructed of solid wood. Seats shall consist of at least 8.5 gage springs with wire ties for added stability and covered with FLW material. Seat decking shall consist of layered fiber pad and covered with a non-woven decking material under the seat cushions. Inside back shall consist of a minimum of 11 gage springs with wire ties for stability and covered with FLW material. Foam material shall meet CAL 117 fire code standards. Shall have a minimum of a seven-year warranty on the fabric and a minimum five-year warranty on the frame. All shall be overstuffed style (NO EXPOSED WOOD).

CLIN 0021. Three-Seat Overstuffed Sofa

· Approximately 87”W x 36”D x 37”H.
