M67400-15-T-0054 Questions and Answers #2
1. Question: Travel CLINs. Limited information is provided about travel, but the RFP says “estimated” travel is $2,500/year. Please confirm that all bidders must propose exactly $2,500.
Answer: This is the Government’s estimated amount for travel. This dollar value will remain $2,500 on the contract regardless of what is proposed by the contractor.
2. Question: Other Direct Costs (ODCs). The RFP does not appear to identify any ODCs that are to be paid by the contractor. However, some contracts allow contractors to be reimbursed for an Overseas Housing Allowance (OHA) or Defense Base Act (DBA) insurance or tuition for DoD schools. Will the government consider reimbursing any/all of these expenses and if so how do you want these to be addressed in our proposal?
Answer: The Government cannot tell the contractor what costs to include in the price quote. Please see Page 46 of the solicitation for more information regarding how your price quote should be submitted.
3. Question: Hours per year. PWS paragraph 5.1 estimates 1920 hours per year but the instructions for Volume II/Price on page 47 indicate one FTE is 1960 hours per year. Is it correct to assume 1960 hours? Also, please confirm that only one FTE of support is required.
Answer: PWS paragraph 5.1 has been corrected to eliminate confusion. The contractor, not the Government, has to determine how they will support the tasks found in the PWS. The information provided on page 47 is for informational purposes only.
4. Question: Certifications. In lieu of FAR 52.209-5 (page 15 of 54) is it acceptable to provide a DFARS 252.209-7993 certification? Also, can the FAR 52-212-3(b) certification (page 17 of 54) be referenced in our cover letter provided our reps and certs in the SAM Web site are up-to-date?
Answer: Please see page 47 of the solicitation for information on how to submit Volume III and what it should contain.
5. Question: SOFA. The Status of Forces Agreement (SOFA) section on page 41 of 54 includes access to DODEA schools on a tuition-reimbursable basis. Will these expenses be reimbursable under this contract? If not, please identify the costs (or let us know how to obtain this information).
Answer: The Government cannot tell the contractor what ODCs to include in their price quote.
6. Question: Will on-site personnel be allowed to live on-base at Camp Butler?
Answer: Military family housing is run by the Air Force. Please contact the Kadena Housing office for the answer to your question, 011-81-734-0582.
7. Question: Will family members be eligible for SOFA-status or only the incumbent?
Answer: The contracting office does not make the determination as to who is allowed SOFA. Our office can request this designation but the Office of the Staff Judge Advocate makes the final determination.
