Question & Answer:

1. Q: There are no items on pages 51-59 for the following: Service Call, Vehicle Towing, Vehicle Repairs, Tracked Vehicle Pick up/repositioning, Driver Stand-By Time? Please explain how repairs are to made such as broken windows or damage that is NOT wear and tear or if an excavator or tracked machine needs to be moved to another location? Will these be added via amendment to this solicitation?

A: If damage happens to the leased equipment considered to be other than common wear and tear the contractor will have to file a claim for repairs. Equipment will be moved by the government while under lease period.

2. Q: Item number 14 calls for a Telehandler. Do you mean a 12 ton telescopic forklift? This is has been provided to PWD in the current contract. Will this item be added to the current solicitation via amendment?

A: Yes equivelant to the Caterpillar TL 1255C

3. Q: Item number 13 calls for a 5000 gallon water truck with a 250 JD- this is very unusual. Please clarify if this is an articulating truck or a 4000 gallon highway truck, which is what has been provided to RTAMS and PWD on the current contract? Will this be clarified in an amendment?

A: It should be a Commercial, 10 wheel 5000 gallon water truck.

4. Q: There is no item for the following in the solicitation: 45' platform boom lift, 32' scissor lift, 5500 lb. all terrain forklift, 6 ton telescopic forklift as these are included in current contract. Will these be added to the solicitation via amendment?

A: No they will not be added.

5. Q: I noticed there is no form or method mentioned on how the equipment will be checked in. In the current contract, there is a form provided that both the government and contractor uses to check in and out of the equipment. Will one be provided as an amendment to this solicitation?

A: PWS has will be amended to reflect internal form from the government to the contractor. This form will be used to conduct the limited technical inspection upon delivery and pickup and will available to the contractor at time of delivery.

6. Is it worded in the proposal which pieces of equipment will be leased every month and which ones will be on an IDIQ bases?

A: No, there is no gaurntee to which items will be leased for what period. It is anticipated that the below will all be one year leases.

Road Grader………………2

Front End Loader…………1
Articulated Rock Dump…..1
Bobcat…………………….1
Equipment Trailer………...1

7. Q: Why are you asking for Articulating Rock Trucks and Graders in two separate items? They are the same thing but you are calling one a Road Grader and the other a Motor Grader as well as one is a Articulating Rock Dump and the other is a Rock Truck (These are the same thing). Why the difference and two separate items?

A: These items are going to be combined at contract award. Different units called them separate names. For the purpose of the solicitation and quoting please submit prices as structured.

8. Q: On item #1( page 3), will a 140M be considered equivalent to the 772 or 160H Grader that is called out in the solicitation?

A: I cannot make the decision on if items are considered equal. Please ensure “like” items are comparable in capabilities and our technical experts will conduct an evaluation after the solicitation closes.

9. The specifications indicate that all 18 items are to be delivered by 4/19/16. Are all these items going to be long term or some on an IDIQ basis? Is this defined in the RFP and I've missed it? Please clarify.

A: Not all equipment will be required on the 19th of April 2016, this date will be the effective date for the IDIQ and task order are able to be cut against it at that time.

10. Q: The excavator has no thumb. Is this your intention?

A: No a thumb is required.

11. Q: We noticed that the loader and Bobcat specifications call for hydraulic adjustable forks. In the past this has NOT been called out and is quite a bit more expensive and difficult to find with this attachment(because you have to have special valves to make this work). On Item #2 #4 is it your intention to ONLY have a loader and Bobcat with hydraulic adjustable forks?

A: The customers requirement is for the bobcat provided to be a T750 Bobcat track loader or equivalent with enclosed cab, air conditioning and heat, air ride seat. Must include auger attachment with 12 inch bit and have hydrolic standard combo buckt, standard regular bucket, hydrolic adjustible pallet fork all with quick connect hydrolic lines.

12. Q: We noticed that pick up and delivery rates for all items should be included in the price. If an item is on an IDIQ basis, this cost will be much high than if it is on a long-term lease because of the pick up and delivery frequency. Please clarify if there will be a minimum number of months that the items must be rented for the IDIQ items and if we can include a pick up and delivery cost per item for the IDIQ items.

A: As stated in the answer to question 6 there is no gaurntee to which items will be leased for what period. Your pick up and delivery should be computed into your rate provided.

13. Q: This solicitation is listed as a Small Business set aside on FBO and 8a set aside on the SF1449. Is it an 8a or Small Business set aside?

A: This is a 8a set aside award.

14. Q: On the Bid Schedule IDC Constraints (starting on page 49 of 111) a maximum quantity of 3650 days is listed. Should this be 365 days?

A: No the 3650 days allows for us to have a maximum of 10 pieces of equipment for a one year period (365*10). This however does not gaurntee that all items will be leased for a one year period
