1Section 1 General: “The American National Standards Institute (ANSI) National Accreditation Board (ANAB) / International Accreditation Forum (IAF) ISO 17021 certified third-party registrar will hereafter be referred to as the Contractor.” The IAF is an organization comprised of Accreditation Bodies including ANAB and the International Accreditation Service (IAS). The language as stated in the PWS is inaccurate and is overly restrictive. The correct language as stated in numerous other US military solicitations for the same services is “The Offeror shall be accredited to ISO 17021 by an Accreditation Body (AB) which is a member of the IAF with a scope of membership that includes management system certification. The Offeror’s Certificate of Accreditation must be provided in its technical proposal and must include ISO 9001, ISO 14001, and ISO 45001 in its scope of accreditation.” There should be no specific reference to ANAB in the PWS.Not a question, but rather an opinion. 2Section 1.6.14 Special Qualifications: “c. Although not required, a bachelor’s degree, Lean Six Sigma Green Belt certification, and familiarity with the MCSF-BI/BICmd mission is preferred.” Lean Six Sigma is not related to ISO 9001, ISO 14001, or ISO 45001. Familiarity with the MCSF BI/BICmd mission is something gained by the incumbent, Orion, and is there prejudicial and stifles fair and open competition.Not required indicates this isn't a requirement. Anyone could get familiarity with the BICmd/MCSF-BI mission by reviewing the command's website and or with basic research on the internet.Section 1.6.14 Special Qualifications:D. Rosenberg
3Does the organization possess all previously issued ISO 9001 and ISO 14001 certificates (YES or NO).Blount Island Command has been ISO certified since 1999. However, the command only possess the below previously issued certificates:
•Blount Island Command ISO 9001:2015 – Certification Period March 14, 2018 to August 29, 2021
•Marine Corps Support Facility-Blount Island, Blount Island Command ISO 14001:2015 – Certification Period March 14, 2018 to August 29, 2021
•Blount Island Command ISO 9001:2008 – Certification Period August 30, 2015 to August 29, 2018
•Marine Corps Support Facility-Blount Island, Blount Island Command ISO 14001:2004 – Certification Period August 30, 2015 to August 29, 2018

5The Risk/Complexity category for ISO 14001 is stated as Special Cases. As stated in IAF MD 5, “Special–these require additional and unique consideration at the audit planning stage.” To ensure fair and open competition, all offerors must be provided with more information on how this classification was determined and what specific environmental issues are present to make this determination. The current CB, Orion, possesses this information.MCSF-BI stores large quantities of hazardous material. The installation is also a Large Quantity Generator. 6For the purpose of the ISO recertification & surveillance, how many employees are at USMC Blount Island Command?ISO 14001: There are approximately 1,300 people on the installation (Active Duty, Civilians, and contractors).

ISO 9001: BICmd and the MCMC’s total employees consist of approximately 580 production personnel, 250 admin employees, and 40 management personnel. Section 1.2 background MCSF-BI’s ISO 14001 scope /9001 Scope

8The CLIN structure in the Solicitation references ISO 9001 and ISO 14001 only. Do you want ISO 45001 pricing to be provided as a separate document? Or should we include the ISO 45001 costs within specific CLINs in the Solicitation?The government desires the option to obtain ISO 45001 certification/surveillance services and asks that offeror provide their ISO 45001 pricing as specific CLINs in the solicitation, which the government may chose to exercise or not. Reminder - "Submit pricing for a possible ISO 45001 certification and audit cycle to start in winter/fall of 2025 and align with the ISO 9001/14001 audit cycle."Section 1. General,

9The Solicitation indicates “1.1.1 The Contractor shall perform one recertification audit in the spring of 2024, one recertification revisit audit shall be performed only if required in the spring/summer of 2024…” The Agency needs to understand that a “recertification audit” is a requirement every 3 years prior to the expiration of an existing certificate. It is always a requirement as stated in ISO 17021.Current certification expires 29 Aug 2024, necessitating a recertification audit now. If any findings arise during this recertification, it seems like a follow on recertification revisit will be needed prior to 29 Aug 2024 as well. Section 1.1.1 stated "one recertification revisit audit shall be performed only if required in the spring/summer of 2024." Hence the planning for the possibility of a recertification audit and a revisit close together.Section 1.1.1D. Rosenberg
