ISO 9001, 14001 Re-Certification/Surveillance

Marine Corps Support Facility Blount Island (MCSF-BI)/Blount Island Command (BICmd)

Part 1

General Information

1. GENERAL. This is a non-personal services contract to provide ISO 9001 and ISO 14001 third-party registrar re-certification/surveillance services and the option to obtain ISO 45001 certification/surveillance services to the

Business Office (BO), Blount Island Command (BICmd). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. The ISO 17021 certified third-party registrar will hereafter be referred to as the Contractor. Contractor personnel shall be accountable solely to the

Contractor who, in turn is responsible to the Government.

BICmd/MCSF-BI currently maintains active certification to the ISO 9001/14001 standards with no major or minor findings over the past three-year audit cycle. The ISO 9001:2015 Client ID is 640, Certificate ID is 1021544. The

ISO 14001:2015 Client ID is 640, Certificate ID is 1021543. Copies of the certificates will be provided upon request. Certification period is listed as March 3, 2021 to August 29, 2024.

BICmd’s ISO 9001 Quality Management System establishes standardized business processes to accomplish the command’s mission with its ISO 9001 joint-certified prime Marine Corps Maintenance Contractor (MCMC).

MCSF-BI’s ISO 14001 site-wide Environmental Management System provides an internationally agreed standard and framework for identifying, managing, monitoring, and controlling environmental issues. If exercised, MCSF-

BI’s ISO 45001 Safety Management System will provide an internationally agreed standard and framework for identifying, managing, monitoring, and controlling health and safety issues for the Government commands (e.g.

BICmd and MCSF-BI).

1.1 DESCRIPTION OF SERVICES/INTRODUCTION

The Contractor shall provide all personnel, transportation, supervision, and non-personal services necessary conduct to ISO 9001/14001 third-party registrar re-certification and surveillance services and the option to obtain ISO 45001 certification/surveillance services as defined in this PWS. The Contractor shall perform to the standards in this contract. The contractor shall be accredited to ISO 17021 by an Accreditation Body (AB) that is a member of the

International Accreditation Forum IAF with a scope of membership that includes management system certification.

The contractor’s ISO 17021 certificate of accreditation must include ISO 9001, ISO 14001, and ISO 45001. A copy of the Offeror’s Certificate of Accreditation must be provided with the Technical Proposal. The Contractor’s auditors shall be certified Lead Auditors through either Exemplar Global or the International Registry of Certificated

Auditors.

1.1.1 The Contractor shall perform one recertification audit in the spring of 2024, one recertification revisit audit shall be performed only if required in the spring/summer of 2024 and one surveillance audit in the fall of 2024.

Audit durations shall be in accordance with the IAF Mandatory Document 5 (IAF MD 5). Successive surveillance and recertification audits shall fall under the options that may be exercised in this contract. The Contractor shall perform surveillance of randomly selected processes to ensure the organization is compliant according to documented standards. Deficiencies shall be documented in a Corrective Action Request (CAR) presented at the conclusion of the visit. A brief to the BICmd Commander shall be presented at the conclusion of all audits. The results of the audit shall be documented in a formal, written report submitted to the Government Representative for distribution.

1.1.2 Deliverables. The Contractor shall provide the program deliverables identified below in electronic format, (unless otherwise stated in Table 2) distinctly labeled, to include all linked data used in spreadsheets, presentations, or other media. All program deliverables shall be delivered to the Government Representative for endorsement and distribution to other Divisions/Offices/supporting service contractors (as applicable), and Higher Headquarters.

• Audit Plan shall be submitted five working days prior to the scheduled opening meeting

• Conduct opening meeting prior to commencement of audit

• Submit hard copy Corrective Action Requests at conclusion of audit

• Conduct closing meeting at the conclusion of each audit

• Submit Final Audit Report electronically within five working days of the closing meeting

• Register organization appropriately, and submit Registration Certificate to Government Representative no later than 60 working days after completion of a successful registration audit

1.1.3 ISO 9001/14001 Updates. If there is an update from ISO 9001/14001:2015 to a later version, the contractor shall ensure that all deliverables related to ISO 9001/14001:2015 shall be updated to reflect changes that impact this requirement. All quoted costs shall include consideration of any updates.

1.2 BACKGROUND

Marine Corps Support Facility Blount Island (MCSF-BI), located at one site in Jacksonville Florida is a subordinate command to Marine Corps Installations East. MCSF-BI is a critical national defense asset that is a force projection platform supporting the training, sustainment, deployment, embarkation, redeployment, and reconstitution of the

Fleet Marine Force. MCSF-BI conducts the command and staff actions (facilities, environmental, safety, security, and base communications) required to support BICmd’s mission to execute the Marine Corps’ strategic prepositioning programs. MCSF-BI is responsible for overseeing all services and operations performed on the base to support operating forces, tenants, and activities including environmental programs. A Base Operations Support

(BOS) contractor manages the 90-day site, along with several other aspects of the Environmental Management

System (EMS) program to include facility maintenance and repair functions, construction projects, facilities support services (custodial, refuse collections, grounds maintenance, and pest control), management of the environmental and natural resources programs, safety programs, and organic supply and garrison mobile equipment (GME) operations.

MCSF-BI’s ISO 14001 scope as listed on its certification document consists of: "Planning, coordinating, and executing the MCSF-BI environmental management efforts in support of the Blount Island Command's logistics mission." This is a site-wide certification to include all tenants on the installation. There are approximately 1,300 people on the installation (Active Duty, Civilians, and contractors). The ISO 9001 management system is not integrated with the ISO 14001 system or certification. The EMS 14001 complexity category is Special Cases based on IAF MD5 Paragraph 1.11 Annex B Table EMS2. Similarly, IAF MD5 “Complexity Categories of Environmental

Aspects” is assessed to be medium.

BICmd, a tenant aboard MCSF-BI, is located at one site in Jacksonville, Florida, and is a subordinate command of

Marine Corps Logistics Command. As the Commandant of the Marine Corps' executive agent for the Marine Corps

Prepositioning Programs, BICmd and its ISO 9001 joint-certified prime MCMC plan, coordinate, and execute the logistics efforts in support of Maritime Prepositioning Ships (MPS) Program and the Marine Corps Prepositioning

Program Norway (MCPP-N). BICmd also provides technical assistance to Marine Expeditionary Force (MEF) commanders for all aspects of prepositioning planning and employment of the programs’ combat capability sets.

BICmd’s ISO 9001 scope as listed on its certification document consists of: “Planning, management, coordination, contracting and quality assurance oversight for Marine Corps prepositioning programs, including technical assistance and deployment support to Marine Expeditionary Forces.” BICmd operates 941,855 sq. ft. of facilities in

94 buildings. ISO 9001:2015 section 8.3 design is not applicable. BICmd and the MCMC’s total employees consist of approximately 580 production personnel, 250 admin employees, and 40 management personnel. The ISO 9001 management system is not integrated with the ISO 14001 system or certification. In accordance with the IAF MD5, for audit planning purposes, consider failure of the services to pose medium risk.

Regarding ISO 45001:2018, MCSF-BI and BICmd are Occupational Safety and Health Administration (OSHA)

Voluntary Protection Program (VPP) Star certified but have never been ISO 45001 certified. The government may choose to pursue future stand-alone ISO 45001 certification and therefore seeks initial registration and audit cycle pricing for a cite-wide total of 1300 personnel. Submit pricing for a possible ISO 45001 certification and audit cycle to start in winter/fall of 2025 and align with the ISO 9001/14001 audit cycle. Based on IAF MD5, plan for the

OH&S risk complexity category as medium for audit planning and pricing purposes.

1.3 OBJECTIVES. The objective of this contract is to obtain ISO 9001/14001 third party re-certification on a three-year cycle and surveillance audits on a semi-annual basis. It adds the option to obtain ISO 45001 certification and surveillance on a three-year cycle and surveillance audits on a semi-annual basis starting no earlier than option year one. On-site audits shall be coordinated with the Government Representative for pre-approval of all scheduled visits. ISO 9001/14001 recertification and surveillance audits shall be on the same audit cycle. Recertification is required in the spring/summer of 2024 with the first surveillance in fall 2024, and then maintain a February/August cycle over the successive option years. There is some flexibility to adjust the timing in the event of unplanned conflicts/contingencies and BICmd expects the contractor to be flexible at no added cost. Travel is not expected to be included in the pricing as a separate cost.

1.4 SCOPE. The purpose of this requirement is to provide on-site ISO 9001/14001 re-certification, and surveillance audits and the option for ISO 45001 certification and surveillance.

1.5 PERIOD OF PERFORMANCE. The period of performance shall be for one (1) base period of 12 months and four (4) 12-month option periods.

1.6 GENERAL INFORMATION

1.6.1 Quality Control. The Contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract.

1.6.2 Quality Assurance. The Government shall evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

1.6.3 Recognized Holidays. Unless authorized by the Contracting Officer, the Contractor’s employees shall not work on any federal holiday.

The federal Government observes public holidays that have been established under 5 U.S.C. 6103. The actual date of observance for each of the holidays, for a specific calendar year, may be obtained from the OPM website at

OPM.GOV or by using the following direct link:

https://www.opm.gov/policy-data-oversight/pay-leave/federal-holidays/.

When a holiday falls on a Sunday, the observance will occur on the following Monday. When a holiday falls on a

Saturday, the observance will occur on the preceding Friday. The amounts in schedule of the contract include an allowance for holidays to be observed by the Contractor’s employee.

1.6.4 Hours of Operation. The Contractor is responsible for conducting business, between the hours of 0700-1630

Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the Contractor will not be reimbursed when the Government facility is closed for the above reasons.

The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

1.6.5 Place of Performance: The work to be performed under this contract will be performed at Marine Corps

Support Facility Blount Island (MCSF-BI), located at 5880 Channel View Blvd, Jacksonville, FL 32226.

Situational telecommuting will not be authorized.

1.6.6 Type of Contract. Firm-fixed-price contract line-item numbers (CLIN). The basis for award is Lowest Price

Technically Acceptable.

1.6.7. Personnel and Information Security Requirements

1.6.7.a. Governing Security Directives and Policies. The Contractor shall comply with DoD Directive 5220.22-M

(National Industrial Security Program Operating Manual (NISPOM)), SECNAV M-5510.36 (Department of the

Navy Information Security Program), SECNAV Instruction 5510.30C (Department of the Navy Personnel Security

Program), MCO 5510.18B (United States Marine Corps Information and Personnel Security Program), and adhere to all Blount Island Command and Marine Corps Support Facility Blount Island security instructions, orders, policies, and directives. See Attached DD Form 254.

1.6.7.b. Security Clearances. This contract does not require the Contractor employee to possess a security clearance.

1.6.7.c. Personal Identity Verification. In support of this effort, government issued identification cards will be required to gain access to the facility.

1.6.8. Access to MCSF-BI. In order to gain access to the installation, the Contractor will comply with requirements outlined in CmdO 5560.1 (Entry Control Procedures) for MCSF-BI badges and vehicle registration.

1.6.9. CONUS Anti-Terrorism (AT) Considerations

1.6.9.a. The Contractor shall comply with monthly Random Anti-Terrorism Measures (RAM) as directed by CmdO

3302.1 Marine Corps Support Facility Blount Island Mission Assurance Plan. These RAM, at a minimum, will consist of the random implementation of higher Force Protection Condition (FPCON) measures in consideration of the local terrorist capabilities. Random use of other physical security measures will be used to supplement FPCON measures.

1.6.9.b. FPCON describes the progressive level of countermeasures in response to a terrorist threat to U.S. military facilities and personnel. FPCON measures are used to deter terrorist attacks on DoD facilities and personnel by:

1) Varying routines.

2) Being sensitive to changes in the security atmosphere around DoD facilities and personnel.

1.6.9.c. The five FPCON levels are defined as follows:

1) Normal: This condition applies when a general global threat of possible terrorist activity exist and warrants a routine security posture.

2) Alpha: This condition applies when a general threat of possible terrorist activity against personnel and facilities, the nature, and extent of which are unpredictable.

3) Bravo: This condition applies when an increased and more predictable threat of terrorist activity exists.

4) Charlie: This condition applies when an incident occurs, or intelligence is received indicating some form of terrorist action or targeting against personnel or facilities is likely.

5) Delta: This condition applies in the immediate area where a terrorist attack has occurred or when intelligence has been received that a terrorist action against a specific location or person is imminent.

1.6.9.d. Personnel may be asked to leave the base or not be allowed to enter the base when in elevated FPCONs.

1.6.9.e. During increased FPCONs, the Contractor and its equipment are subject to search via scheduled spot check or RAMs at any time. Spot checks may also be conducted as RAMs.

1.6.9.f. During FPCONs Normal and Alpha, personnel without base issued passes or credentials must be sponsored onto the installation.

1.6.9.g. During FPCON Bravo, Charlie and Delta, personnel without base issued identification shall be physically escorted onto the installation.

1.6.9.h. During Higher FPCONs (Charlie and Delta) the Government will curtail non-essential operations/functions;

access by Non-Essential Contractors will be suspended as the direction of the Installation Commander.

1.6.10. Anti-Terrorism (AT) Training. Not applicable to this contract.

1.6.11. Operations Security Program (OPSEC). All communications with DoD organizations are subject to OPSEC review. Contractor personnel shall be aware that computer and telecommunication networks are continually subject to intercept by unfriendly intelligence organizations. The DoD has authorized the military departments to conduct

OPSEC monitoring and recording of emails/telephone calls originating from, or terminating at, DoD organizations.

Therefore, Contractor personnel are advised that any time they send an email/place a call to, or receive an email/call from, a USMC organization, they are subject to OPSEC procedures. The Contractor shall ensure wide and frequent dissemination of the above information to all employees dealing with official DoD information. There are no known organizational conflicts of interest. The Contractor will be required to complete a DD 254, and the

Contractor employee shall sign a non-disclosure statement before beginning work as there may be access to classified or sensitive information.

1.6.12. Physical Security. The Contractor shall be responsible for safeguarding all Government equipment, information, and property authorized for Contractor use. At the close of each work period, Government facilities, equipment, and materials shall be secured.

1.6.13. Key Control. The Contractor shall establish and implement methods of making sure all keys/key cards issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons.

NOTE: All references to keys include key cards. No keys issued to the Contractor by the Government shall be duplicated. The Contractor shall develop procedures covering key control that shall be included in the Quality

Control Plan. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The Contractor shall immediately report any occurrences of lost or duplicate keys/key cards to the

Contracting Officer.

1.6.13.a. In the event keys, other than master keys, are lost or duplicated, the Contractor shall, upon direction of the

Contracting Officer, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks shall be deducted from the monthly payment due the Contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the

Contractor.

1.6.13.b. The Contractor shall prohibit the use of Government issued keys/key cards by any persons other than the

Contractor’s employees. The Contractor shall prohibit the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the Contracting Officer.

1.6.13.c. Lock Combinations. The Contractor shall establish and implement methods of ensuring that all lock combinations are not revealed to unauthorized persons. The Contractor shall ensure that lock combinations are changed when personnel having access to the combinations no longer have a need to know such combinations.

These procedures shall be included in the Contractor’s Quality Control Plan.

1.6.14. Special Qualifications

a. The Contractor workforce shall be professional in demeanor, responsiveness, appearance, and deportment.

Contractor personnel shall have the written and oral communications skills necessary to provide clear concise communication and documentation.

b. Contractor personnel shall be qualified to certify organizations to the ISO 9001/14001/45001 standards and proficient in the use of the Microsoft suite of applications including Word, Excel, Access, Visio, PowerPoint, Outlook, and Adobe Acrobat.

c. Although not required, a bachelor’s degree, Lean Six Sigma Green Belt certification, and familiarity with the MCSF-BI/BICmd mission is preferred.

1.6.15. Post Award Conference/Periodic Progress Meetings. The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal

Acquisition Regulation Subpart 42.5. The Contracting Officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings the contracting officer will apprise the Contractor of how the Government views the Contractor's performance and the Contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.

1.6.16. Contracting Officer Representative (COR). The (COR) will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract;

perform inspections necessary in connection with contract performance; maintain written and oral communications with the Contractor concerning technical aspects of the contract; issue written interpretations of technical requirements, including Government drawings, designs, specifications; monitor Contractor's performance and notify both the Contracting Officer and Contractor of any deficiencies; coordinate availability of Government furnished property; and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially regarding changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.

1.6.17. Work Environment and Physical Demands. Work is to be performed in a government-provided office space. Work is primarily sedentary, and may require bending, stooping, standing, walking, or sitting and may be subjected to normal levels of noise in an office environment.

1.6.18. Identification of Contractor Employees. All contract personnel attending meetings, answering Government telephones, and working in other situations where their Contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are

Government officials. They must also ensure that all documents or reports produced by Contractors are suitably marked as Contractor products or that Contractor participation is appropriately disclosed. Additionally, Contractor personnel shall wear his/her MCSF-BI access badge in a visible location at all times, identifying himself/herself as a

Contractor.

1.6.19. Contractor Travel. Contractor will be required to travel to Jacksonville, FL to conduct the ISO 9001/14001 re-certification and surveillance services.

1.6.20. Data Rights. The Government has unlimited rights to all documents/material produced under this contract.

All documents and materials, to include the source codes of any software, produced under this contract shall be

Government-owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the

Contractor without written permission from the Contracting Officer. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.

1.6.21. Organizational Conflict of Interest. Contractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications, or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5.

The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such

OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.

1.6.22. Service Contract Reporting. Services Contract Reporting (SCR) requirements apply to this contract. The

Contractor shall report required SCR data fields using the SCR section of the System for Award Management

(SAM) at following web address: https://sam.gov/SAM/.

1.6.23. Safety. Detailed in the attached Marine Corps Support Facility Blount Island, Blount Island Command

Service Agreement.

1.6.24. Reporting. A post audit status report shall be submitted electronically either as a word doc file or a .PDF file to the Contracting Officer within thirty (30) calendar days following the end of the audit. The report should address all elements/tasks identified in the ISO 9001/14001 audit standards. A certificate of ISO 9001/14001 registration shall be provided if MCSF-BI/BICmd meets the standards during the re-certification audits (August

2024/2027).

2. DEFINITIONS AND ACRONYMS

2.1. DEFINITIONS:

2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the

Government. The term used in this contract refers to the prime.

2.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.

2.1.3. CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

2.1.4. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.

2.1.5. DELIVERABLE. Anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.

2.1.6. KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

2.1.7. PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.

2.1.8. QUALITY ASSURANCE. The Government procedures to verify that services being performed by the

Contractor are performed according to acceptable standards.

2.1.9. QUALITY ASSURANCE SURVEILLANCE PLAN (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of Contractor performance.

2.1.10. QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

2.1.11. SUBCONTRACTOR. One that enters into a contract with a prime Contractor. The Government does not have privity of contract with the subcontractor.

2.1.12. WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.

3. GOVERNMENT FURNISHED ITEMS AND SERVICES

3.1. Services: The Government will provide access to commercial internet services if required.

3.2 Facilities: The Government will provide the Contractor with a workspace during audits.

3.3 Utilities: The Government will provide all utilities while working on-site at MCSF-BI. The Contractor shall adhere to the command’s utilities conservation policies.

3.4 Equipment: The Contractor will have access to common use Government scanners, copiers, and fax machines.

3.5 Materials: The Government will provide basic office supplies required in the performance of the contract while on site.

4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES

The Contractor will not be reimbursed for normal cost of doing business. This includes, but is not limited to, personnel, administrative costs, Contractor-owned equipment, automotive cost, training, refresher training, day-to-day office supplies, medical/physical screenings, and any other items determined by the Contracting Officer.

5.1. Basic ISO 9001/14001 Transfer and Re-certification Services. The Contractor shall provide ISO 9001/14001 re-certification in spring/summer of 2024. The contractor shall provide a written report after the re-certification audit and written objective evidence of the ISO 9001/14001 re-certifications.

5.2. Basic ISO Surveillance Services. The Contractor shall provide ISO 9001/14001 surveillance on a six-month schedule, normally in August and February. The contractor shall provide a written report after each surveillance audit discussing the status of the ISO 9001/14001 re-certification that include any findings, strengths, recommendations, or opportunities for improvement.

5.3 Basic ISO 45001 Certification Services. At the option of the government, the Contractor shall provide ISO

45001 certification in conjunction with the exercise of any option. The contractor shall provide a written report after the re-certification audit and written objective evidence of the MCSF-BI’s ISO 45001 re-certifications.

5.4. Basic ISO 45001 Surveillance Services. If exercised, the Contractor shall provide ISO 45001 certification surveillance on a six-month schedule, normally in August and February. The contractor shall provide a written report after each surveillance audit discussing the status of the ISO re-certification that include any findings, strengths, recommendations, or opportunities for improvement.
