1.0 SCOPE
This section sets forth the requirements of the Firm Fixed Price contract for the repair of Satellite COMM Systems (SCS), Antenna, at the direction of the United States Marine Corps Logistics Command (MARCORLOGCOM) in Albany, GA. The intent is to repair the Antenna, A major component of the AN/VSQ-8 a major Command and Control system of communication. Under the agreement, the contractor shall provide sustainment support as outlined in this section to meet the agreed upon requirements for the repair of the Antenna.
1.1 BACKGROUND
The AN/VSQ-8 began fielding in 2nd Qtr. 2013 under an UUNS and the AAO was approx. 57 systems, the AAO has since been increased and it is a Program of Record with and AAO of approximately150 systems. The system was fielded with an IIP to all MEFs for organic sustainment with 7 Antennas as spares, we are still in the production of the systems to reach the new AAO and so far the program office has provided to the IIP's an additional 4 antennas as spares to a total of 11. The antennas were purchased with warranties which have expired for 90 percent of the spares and systems. The lead time for repair is long and the purchase lead time for new ones is approximately 12 months at this time.
The antenna is the direct connection to the system that provides satellite communications for the system which provides the capability to communicate to the COC and other agencies via the V SAT large. This link allows for the NIPR, SIPR and Mission Specific networks that provide all data and communications for managing the situational info. Without the antenna all of the functions are dead lined.
Sustainment support for the AN/VSQ-8 and its subsystems, including the Antenna is provided by the MARCORLOGCOM, the primary ground equipment asset manager for the USMC. The Weapon Systems Management Center (WSMC) at MARCORLOGCOM has primary responsibility for sustainment of legacy and new acquisition systems. The AN/VSQ-8 sustainment is managed by a Weapon System Management Team in the Communication- Electronic Systems Division.
