QUESTIONS AND ANSWERS
M6700119Q1155
UNITED STATES MARINE CORPS
MACHINE RESCUE TRAINING COURSE
QUESTIONS AND CLARIFICATIONS
PREFACE: Spec Rescue International – a Small Business Enterprise incorporated in 1994 – provides specialized technical rescue training, site and exercise design, planning and support to first responders – including DOD nationally and internationally. The company has extensive history and past performance with the Marine Corps, most recently assisting in a large-scale exercise with CBIRF command at Guardian Centers in Georgia. As with many FBO postings, some questions arise and warrant clarification to steer the company’s proposal in the most efficient and affordable way. This posting is no different, thus we submit the following:
QUESTIONS:
1. 3.4 Question “…provide evidence the course …has been presented at least twice at a major industry conference…” Can past performance history of presenting to clients be substituted for performance at conferences?
Answer: No. Evidence of presenting this course material must have been presented on a national or international level. Past performance presenting to clients is too vague.
1. Would elements of course presented at large conferences such as FDIC meet that clause – i.e. presentation of burning and cutting hot topic station at FDIC? Answer: Yes
1. 4.1 Clarification - Narrative is confusing, “…training to 60 fire and emergency personnel…shall be designed and conducted as thee eight-hour classes designed to accommodate twenty (20) students per class.” From other clauses, the assumption is that the contract is for 3 classes of 20 students each.
Answer: Yes contract is to train 60 total students over a period of 3 days. Designed this way to meet fire department work schedules.
1. 4.2 Clarification - Question – “…student to instructor ratio not to exceed 7:1…” Standard practice for Spec Rescue is that this ratio for 20 students would require 3 instructors. Will there be standard requirement of 3 instructors per 20 students identified as class size – be required of all competitors?
Answer: Yes. In order to conduct this class and the required hands on training the use of 3 instructors is imperative.
1. 4.4 Clarification – Question – “Hands on training shall include… with use of (various tools) …” 8.1 “The government shall provide…hand, power, air tools and PPE …” Does the government have and can provide a complete list of ALL tools required for the described training? Spec Rescue maintains a robust machinery tool cache and props, however, as a factor in pricing, the presence of all required tools would impact costs and potentially reduce the costs if the company did not have to transport and deliver those resources.
Answer: It depends on the list of equipment required for training. The FD does have the tools required to conduct the training requested.
1. Though objectives are described in the narrative, is there an existing curriculum or program the government can provide?
Answer: No. You should prepare your curriculum in accordance with the PWS.
1. Is this incumbent provided training and program? Answer: NO
1. FBO posting identifies Response Date of April 15, 1100. 3.5 of PWS requires all props etc to be on site 4 weeks prior to training which is noted as May 13-16, 2019. Site and logistical requirements of 4 weeks prior to start date of class would appear to be in place before solicitation is awarded. Assuming this clerical oversight, Spec Rescue would require no more than 2 weeks to set up and construct props, generally as little as one week or a few days before class kick off.
Answer: Training site set up can be coordinated with the government’s representative. Base access and clearance requires 3-4 weeks.
