SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

The following have been added by full text:

QUESTIONS AND ANSWERS

Question - RFQ/Solicitation/PWS 7.0

The synopsis on FBO reads that the facility needs to be within a 550-mile radius of Camp Lejeune and the PWS reads that the radius is 250 miles. Which radius is acceptable?

Answer

The range is extended. A facility no more than 550 miles from Camp Lejeune, NC is acceptable

Question - PWS 1.0

If simmunitions are required, will the government provide the simmuition kits and simulated ammunition?

We are not looking for training in a shoot house. Primary focus on static rifle and pistol drills, transitions, shooting behind cover, shooting while moving, and stress drills. Most of the target audience will never be in a stack.

Simmunitions and role players are not required.

Questions - PWS 1.8

States, “Contractor’s facility shall not have any day/night/weekend noise restrictions due to the type of training to be conducted”

Would it be acceptable to conduct training from 0700 to 2200?

Yes. As long as there is enough time to fire with optics, flashlights, and background lights (headlights)

Question - PWS 2.0

The PWS references NAVMC 3500.55C, FM 3-05.221 and EOTG ModQual Courses of Fire. Will those references be provided to the contractor?

References to be provided by the Government Technical representative upon contract award.

Question – PWS 3.0

Reads “Thirty Marines require sustainment, refinement and enhancement of existing marksmanship skill sets with advanced emphasis placed on Close Quarters Combat (CQC) Marksmanship”.

1. Is the unit expecting CQC training in a Non-lethal simmunition house and/or in a Live Fire Shoot House?

2. Will the unit want to conduct live-fire training in the Live Fire Shoot House?

3. Is the unit expecting force on force simmunition/UTM training with role players?

This reads like there is a dynamic, scenario, non-range-based training event(s) but the training objectives and the ammunition provided (no simulated munitions) read like all firing will be live fire and range based. Is this true?

We are no longer requiring an insider threat scenario. All firing will be live fire and range based.

Question PWS – 3.0

What is the maximum number of training hours allowed per day?

Willing to train as long as reasonably safe. We are not tied to an 8-10 hour workday.

Question PWS – 3.0

What is the minimum amount of time from the end of the previous training day until the start of training on the succeeding day?

Eight hours is the norm for live fire ranges.

Question - PWS 3.0

Does the unit have a proposed training schedule?

No.

Question - PWS 3.0

Reads “A specialized syllabus incorporating advanced multidiscipline refinements and enhancements to the attending student’s current skills shall be designed.” Will a course schedule with the exercise and explanation suffice?

Yes.

Question – PWS 5.0

What is the arrival and departure dates/times (approximate) for the 30 students?

Arrive/ready to train at 0800 on 10 September. Depart/conclude training at 1630 on 14 September

Question – PWS 5.0

Are the training dates flexible?

The scope of the training reads that the focus of the training shall be on appropriate responses to contacts while operating in high threat austere environments in urban and rural settings. The culmination scenarios of the designed syllabus shall match/mirror scenarios and operational situations currently being experienced in the asymmetrical, austere operational environments.

Question – PWS 7.0

Will the 8 DM’s participate in the culmination scenarios as DM’s?

Preferably on TD5. There is no requirement for a culminating scenario. Looking for a range estimation class, BZO, and surface/elevated shooting on UNK Dist range.

Question - PWS 8.1.1

Is the minimum support personnel one person or three people? What are the roles and responsibilities for the

Project/Logistics/Facilities Manager?

One person can fill all roles except Range Safety Officers (RSOs)/safety medic. RSOs may not participate in training.

Project/Logistics/Facilities Manager should be the primary point of contact for the Government Technical

Representative, responsible for setting up targets, brass call, coordinating lodging/meals, and any other support function required to facilitate training.

Question - PWS 9.0-1.3

Reads, “150yd 40 lane” With only 30 personnel does the unit actually need 40 shooting lanes?

The unit may be broken up into one or two relays of 15 or 30 lanes, respectively. Additional lanes are not required.

Question – PWS 9.0-1.3

Would it be acceptable to have or two or more ranges that each will facilitate 24 lanes?

Yes.

Question – PWS 9.0-1.3.2

Reads, “Adjoining Multipurpose Towers shall have multi-level platforms with a variety of shooting positions available.” Does the unit need 2 separate and adjoining towers? Will 1 large tower with multiple shooting lanes and multiple levels suffice?

One tower will suffice.

Question PWS 10.0

Which two meals will the contractor be required to provide?

To be coordinated by the Government Technical Representative, based on training schedule. If we are staying on site, breakfast and lunch. Off site, lunch, and dinner, assuming breakfast is included at the hotel. There will be nighttime iterations, so it would make sense to eat on site IOT prevent wasting time.

Reads “Additionally, the contractor shall provide M110 Semi-Automatic Sniper System (SASS) precision rifle enhancement modules for the force’s eight (8) designated marksmen.”

1. When will the DM’s break away or join the M9 pistol and M4 Carbine marksmanship training?

Question – PWS 10.0

Is it the Governments intent to have the students travel on Mon arriving for the first day of training and then remain overnight Mon, Tue, Wed & Thur for a total of 4 nights and depart at the conclusion of training on Friday?

Arrive/ready to train at 0800 on 10 September. Depart/conclude training at 1630 on 14 September. Any additional required travel time/lodging/meals shall be provided by the government and transparent to the contractor.

Question PWS 11.3 & 15.2

If the training will be 100% on the ranges, will the unit still require academic course materials for all subjects presented in the training to include course outline, student handouts and evaluation / testing results?

If instruction is 100% range time, course materials are not required.

Question

Are the training dates able to be rescheduled to the weeks of September 17th - 21st or the 24th - 28th?

The following have been modified:
