VISIT BOARD SEARCH AND SEIZURE TRAINING
PERFORMANCE OF WORK STATEMENT
1.0 Scope. The Special Tactics Branch (STB) of II Marine Expeditionary Force, Expeditionary Operations Training Group (EOTG) requires contracted support to provide and operate a civilian-owned seafaring vessel to simulate Visit Board Search and Seizure
(VBSS) procedures. This training will be used to evaluate and certify the 22 Marine
Expeditionary Unit (MEU) in VBSS procedures. The end state is to allow Marines to experience a realistic VBSS scenario, with a vessel similar to those often encountered in real world operations.
2.0 Applicable Documents and References.
2.1 MCO 3120.13 29 Oct 2015 Policy for MEUs
2.2 MCO 3502.3B 30 Apr 2012 MEU Pre-deployment Training Program
3.0 General Requirement.
3.1 The vendor shall be able to depart its homeport with no less than 48 role players/evaluators, arrive near New River Inlet, support the training, and return to its homeport carrying an additional 24-man VBSS force, in one day.
3. 2 Contracted vessel shall be no less than 80 feet; but no more than 100 feet in length (from bow to stern), and no less than 20 feet from port bulkhead to starboard bulkhead.
3. 3 Contracted vessel shall be motor-powered, and shall not have sailing capabilities.
3. 4 Contracted vessel must have an open deck space, walkways along all sides of the vessel, allowing for individuals to move about the craft freely, and must have air-conditioned interior areas that are large enough to fit 36 people, comfortably.
3. 5 Contracted vessel shall be capable of being seized while underway by a MEU force embarked aboard a helicopter (top-down method). This method entails an organic military helicopter approaching the contracted vessel, and inserting a VBSS team via rope. The helicopter will hover above the contracted vessel’s deck while the VBSS team inserts onto the vessel’s deck. Government subject matter experts will verify (at the time of award) that the contracted vessel can safely handle this type of training method.
3. 6 Contracted vessel shall be capable of being seized while underway by a MEU force embarked aboard a small boat (bottom-up method). This method entails an organic military small boat approaching alongside of the contracted vessel, and a VBSS team utilizing non-penetrating hooks and ladders to attach to the bulkhead of the vessel, and board from the side.
3. 7 Contracted vessel shall be capable of embarking the following:
3.7.1. 12 Controllers/Evaluators to travel from contracted vessel’s homeport and back.
Controllers/Evaluators shall have the autonomy to move about the vessel freely in order to evaluate the training.
3.7.2. No less than 36 role players to travel from contracted vessel’s homeport and back. The vessel shall be able to contain these role players comfortably indoors.
3.7.3. 24-man MEU VBSS force to board the contracted vessel near the New River Inlet, and travel back to the contracted vessel’s homeport.
3.7.4. Altogether 72 passengers, plus the Captain/Crew should be able to be transported aboard the vessel.
3.7.5. Captain and Crew will not be part of the training scenario.
3. 8 Contracted vessel shall be seaworthy enough to withstand the sea state typical of the
North Carolina littorals during any season.
3. 9 Contracted vessel shall be available during daylight hours. Vessel will depart from and return to homeport during daylight hours.
4.0 Contractor Qualifications. Contractor must have all requisite certifications to operate said vessel to include, at a minimum, an OUPV Near Coastal Master’s License, and a
United States Coast Guard License suitable for passenger rating.
5.0 Minimum Contractor Facility Requirements. Contractor shall provide:
5.1 On-site parking for at least 25 vehicles, for role players/evaluators who will embark from vendor’s homeport.
5.2 The Government will provide ground transportation for the Role Players, Evaluators, and
VBSS MEU Force.
6.0 Government Point of Contact.
7.0 Period of Performance. The period of performance is 23 and 24 July 2018. EOTG will notify vendor of departure/return time, once award is made; however, all training will take place during daylight hours.
8.0 Place of Performance. Role Players and evaluators will arrive in government provided transportation to vendor’s facility, and depart vendor’s facility for New River Inlet aboard the vendor’s vessel. This VBSS training must be conducted near New River Inlet in order to ensure that it can be supported in the following manner:
8.1 EOTG safety boats can sortie from Camp Lejeune, support the VBSS training, and return to Camp Lejeune in one day during daylight hours.
8.2 USN Rigid Hull Inflatable boats (RHIB) can sortie from Camp Lejeune, insert the MEU
VBSS force, and return to Camp Lejeune during daylight hours.
8.3 MEU aircraft can sortie from Marine Corps Air Station New River, insert the MEU
VBSS force and return to MCAS New River for follow-on waves (MEU VBSS force or
Navy Ship Control Team) during daylight hours.
8.4 Vendor can sortie from vendor’s homeport, support training, and return to homeport during daylight hours.
