JUSTIFICATION AND APPROVAL FOR
USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity. Marine Corps Field Contracting System, Marine Corps Installation East-Marine Corps Base, Camp Lejeune, North Carolina
2. Description of Action Being Approved. This Justification and Approval for Use of Other Than Full and Open Competition is for the award of a new contract.
3. Description of Supplies. This justification authorizes and approves the award of a firm-fixed-price contract to Polycom or an authorized distibutor of Polycom products for Video Teleconferencing (VTC) equipment for the government. The contract includes VTC equipment, a three (3) year warranty and Polycom, RealPResenceGroup Series Multipoint Software License. The estimated value of this procurement is $335,200.00. The requested delivery date is 26 March 2018.
4. Statutory Authority Permitting Other Than Full and Open Competition. The statutory authority permitting other than full and open competition is 10 U.S.C. Section 2304
(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, Only One
Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
5. Rationale Justifying Use of Cited Statutory Authority. Polycom Inc. is the sole designer, developer, and manufacturer of the Polycom GS500. The Polycom GS500 is the only known Joint Interoperability Testing Center (JITC) approved video only AS-SIP End Instrument (AEI) that has multi-site capability for up to 6 participants, small form factor HD Camera, VGA video input, reconfigurable Maximum Transmission Unit (MTU) size, JITC approval beyond 1 Jan 2020 and PKI/Certificate management. The Polycom GS500 is also the only JITC approved VTC endpoint that will work with the existing Government owned Polycom Real Presence Resource Manager (RPRM) hardware and software. Operation on the Government owned RPRM is necessary in order to provide management, configuration, diagnostics, and security implementations. The RPRM includes licenses, software and hardware valued at $125,000.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Possible. A review of Polycom’s website confirms the availability of authorized distributors for Polycom. A synopsis and solicitation will be posted to the Federal Business Opportunities website in order to allow competition.
7. Determination of Fair and Reasonable Cost. The Contracting Officer has determined the anticipated cost to the Government of the supplies covered by this J&A will be fair and reasonable based on competitive offers.
8. Actions to Remove Barriers to Future Competition. For the reasons set forth in Paragraph 5, the Marine Corps has no plans at this time to compete future contracts for the types of supplies/services covered by this J&A. If another potential source emerges, the Marine Corps will assess whether competition for future requirements is feasible.
