Q. Can you tell me the current contractor and the current contract number?
Answer: GCH Services LLC. Contract number: M67001-14-P-0001
Q. RFQ Para 6.4 (page 7 of 48). alludes to “enclosure (1) and (2) but we are unable to locate in solicitation – please advise where it is or add it.
Answer: It’s been added.
Q. CLIN 0002,1002,2002 indicate quantity of 4 & unit Quarter (time) for Overtime. However the workforce is different labor rates which will have different OT rates. I assume 4 = 15min increments thus
4 would equal 1 hr. of OT.
Answer: Up to 576 of overtime may be authorized per year. It will not exceed 144 hours per quarter and vendor shall invoice quarterly.
9 Mechanics X 16 hours OT per quarter= 144 hrs. Per quarter.
Q. Page 20 of 48 states “Note that The vendor should not reference this solicitation’s number when distributing the past performance questionnaires to customers” however the provided PPQ has the solicitation number in the upper right hand corner. Please advise.
Answer: Updated PPQ posted. We will accept the older version too.
Q. Is this a new requirement or and existing requirement?
Answer: It is an existing requirement
Q. Is this requirement related to this pre-solicitation M6700117T0003? Is their 2 different solicitations for a similar requirement?
Answer: They are not related but they are similar.
Q. If this is an old requirement can provide the following information:

-Total award value of the last contract is $ 2,440,473.12
-Period of Performance: 08 January 2014- 07 January 2015 plus two-one year option periods.
Q. In the RFQ for CLINS 0002, 1002, and 2002 this is for overtime of 576 scheduled hours of overtime.
It has it broken down into a quantity of 4. Should these overtime CLINS be broken down by an overtime rate by wage category?
Answer: You need to submit quarterly cost as requested in CLIN. Price breakdown by wage category is optional.
Q. Is there a CBA attached to this effort?

Q. How many aircraft are supported?
Answer: 25
Q. Reference: RFQ Subfactor 2, Quality Control Plan, on Page 19 of 48 requires an approach and processes for the contract Quality Control Plan. It details requirements the Government want to see to evaluate but it does not indicate whether the Government intends Subfactor 2 to simultaneously serve as the deliverable for contract operations and the description for proposal evaluation. We cannot find in the
RFQ if the Government will require a self-contained, stand-alone, deliverable document for conducting
QC after award during contract transition or if Subfactor 2 is intended to be both.
Question: Will the Government please confirm that Subfactor 2 is a description for evaluation purposes of the document that will be submitted after award during contract transition at a time to be announced by the Government?
Answer: Quality Control Plan in Subfactor 2 requests your own company Quality Control Plan tailored for this requirement and it should be a part of your RFQ package. Vendors shall not submit it after award during transition. We need see and evaluate your Quality Control Plan as described in subfactor 2 before an award as part of your quote before RFQ due date.
Please refer to 52.212-2, Evaluation of Commercial Items on page 17 for more information and follow the instructions.
