The following have been modified:

STATEMENT OF WORK

1. INTRODUCTION

The purpose of this nonpersonal services contract is to provide Contractor Maintenance Support (CMS) for the

United States Marine Corps Aircraft Maintenance Department, Marine Helicopter Squadron One (HMX-1). The

CMS will conduct organizational level maintenance on the MV-22B and perform technical and administrative services in direct support of the Aircraft Maintenance Department’s production effort.

HMX-1’s Aircraft Maintenance Department directly supports the White House Military Office (WHMO), providing

MV-22B airlift support for the President of the United States. Additionally, the Aircraft Maintenance Department provides MV-22B support to both the offices of the Commandant of the Marine Corps and Commanding General, Marine Corps Combat Development Command (MCCDC) as directed.

Under this nonpersonal services contract, the contractor personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.

2. DESCRIPTION OF SUPPLIES/SERVICES

The contractor shall conduct organizational level maintenance on the MV-22B and perform technical and administrative tasks in direct support of the Aircraft Maintenance Department’s production effort at Marine Corps

Air Facility (MCAF) Quantico, Virginia (VA). The maintenance support tasks provided by the contractor shall be within the skill classifications identified in this Statement of Work.

3. SCOPE

Contractor Maintenance Support: Contractor will perform an estimated 17,856 annual man hours in support of the objectives identified in this Statement of Work. The contractor shall conduct MV-22B organizational level maintenance and perform technical and administrative tasks that are integral to the management of aviation maintenance programs identified in this Statement of Work.

The contractor shall perform scheduled and unscheduled organizational level maintenance tasks; including, but not limited to, conditional inspections and/or phase maintenance, special inspections, and organizational level repairs to aircraft. The contractor shall perform technical and administrative tasks that are integral to the management of aviation maintenance programs.

As a matter of policy, military and civilian personnel employed by the Department of the Navy (DON) are prohibited from performing confined space testing services or providing government equipment for contractor operations in such testing in accordance with NAVAIR 01-1A-35. In accordance with this policy, the contractor will not be required to perform confined space testing in support of the HMX-1 maintenance effort.

4. CONTRACTOR FURNISHED

The contractor shall provide all labor, supervision, and support required to perform the tasks described within this

Statement of Work. All maintenance and support services provided by the contractor shall be performed by contractor personnel who are thoroughly trained and knowledgeable in the operation and maintenance of the systems and/or aviation maintenance programs specified in this Statement of Work. All education and training requirements listed in paragraph 6 of this Statement of Work must be currently held or obtained within 30 days of the period of performance (POP) start date. All qualifications/certifications/licenses (QCLs) listed in enclosure (1) must be currently held or be obtained within 30 days of the POP start date.

All costs associated with obtaining schools/courses needed to fulfill the objectives of this Statement of Work that are not provided by the government shall be borne by the Contractor. All costs associated with maintaining necessary medical qualifications mandated by the COMNAVAIRFORINST 4790.2 (NAMP), OPNAVINST 5100.23 (Navy

Safety and Occupational Health Program Manual), and other instructions essential to the performance of this

Statement of Work shall be borne by the Contractor.

5. APPLICABLE DOCUMENTS

The contractor shall perform all work in accordance with the COMNAVAIRFORINST 4790.2, Naval Aviation

Maintenance Program (NAMP), applicable MV-22B maintenance instruction manuals (MIMs), Technical Directives

(TDs), HMX-1 Standard Operating Procedures (SOPs), and other instructions as may be applicable in support of these tasks. Contractor Qualifications/Certifications/Licenses (QCLs) shall be verified to ensure that they were obtained in accordance with standards established under the NAMP and NAVMC 4790.1A, Aviation Maintenance

Training & Readiness Program (AMTRP). Applicable documents are available upon request.

6. SKILLS SPECIFICATIONS

6.1 Skill Designator: Aircraft Maintenance Manager/Maintenance Controller

6.1.1 Skill Summary: An Aircraft Maintenance Manager/Maintenance Controller shall:

6.1.2. Supervise the establishment and functions of tilt rotor maintenance and repair; assist in directing, supervising, and coordinating the activities of contractor personnel performing aircraft maintenance duties; assist in the preparation of reports, correspondence, and schedules; maintain contractor personnel training records in Advanced

Skills Management (ASM) in accordance with standards established under the NAMP and AMTRP.

6.1.3. Possess the requisite qualifications and certifications necessary to initiate, process, and sign-off phase maintenance work orders generated from work center X50 (Contractor Support). As such, the Aircraft Maintenance

Manager shall possess a completion certificate for the Naval Aviation Maintenance Control Management for

Optimized Organizational Maintenance Activity Course (CIN: C-555-0053). In addition, the Aircraft Maintenance

Manager shall have the requisite knowledge and experience required to provide training for both aviation maintenance and safety programs. The instruction provided by the Aircraft Maintenance Manager shall be conducted in accordance with standards established under the NAMP and Navy Safety and Occupational Health

(NAVOSH) Program Manual as directed.

6.2. Skill Designator: Aircraft Mechanic

6.2.1. Skill Summary: An Aircraft Mechanic shall be able to perform one or more of the following tasks:

6.2.1.1. Aircraft Mechanic II/III (Flight Line): Demonstrates/applies knowledge of type and designations of fuels, lubricants and fluids in tilt rotor aircraft servicing; demonstrates/applies knowledge of aircraft servicing; performs required scheduled/unscheduled inspections on applicable systems/components per Maintenance Requirements

Cards (MRCs); incorporates applicable Technical Directives (TDs); detects corrosion and performs corrosion prevention/treatment; demonstrates/applies knowledge of theory of operation and performs applicable organizational level maintenance and inspections on the auxiliary power unit (APU) system, transmission systems, power plant systems, flight controls system, rotor system, environmental control system (ECS), fuel systems, external cargo hook/cargo loading/handling and rescue systems, and utility systems using appropriate maintenance procedures and support/test equipment; performs tilt rotor aircraft refueling/de-fueling; directs tilt rotor aircraft in proper ground handling, taxi, and turn-up procedures; demonstrates/applies knowledge of theory of operation and performs inspections and proper procedures on the cockpit/cockpit management system (CMS), generator system, explosive devices, landing gear system, fire detection/suppression system, aircraft interior/exterior, ice protection control system, and blade fold/wing stow system; performs proper procedures on the securing of aircraft.

6.2.1.2. Aircraft Mechanic II/III (Airframes): Demonstrates/applies knowledge of fluids and gases and the principles of their use as applicable to tilt rotor aircraft hydraulic/pneumatic systems; performs required scheduled/unscheduled inspections on applicable systems/components per MRCs; incorporates applicable TDs; detects corrosion and performs corrosion prevention/treatment; demonstrates/applies knowledge of theory of operation and performs applicable organizational level maintenance on the flight control system, No. 3 utility hydraulic system, landing gear/wheel brake system, blade fold/wing stow system, No. 1 and No. 2 hydraulic systems, cargo ramp and door system, and aircraft composite/structural component repair using appropriate maintenance procedures and support/test equipment.

6.2.1.3. Aircraft Mechanic II/III (Avionics): Demonstrates/applies knowledge of procedures required to ensure electrical static discharge, electrical bonding and electromagnetic compatibility; performs required scheduled/unscheduled inspections on applicable systems/components per MRCs; incorporates applicable TDs;

detects corrosion and performs corrosion prevention/treatment; demonstrates/applies knowledge of the theory of operation and performs organizational level maintenance on the environmental control system (ECS), electrical system, cargo hook/rescue hoist system and underwater acoustic beacon, fire detection and suppression system, flight control systems, fuel management system, hydraulic system and ramp/door systems, ice and rain protection system, indicating and recording system, landing gear and nose wheel steering systems, lighting system, navigation system, aircraft wiring systems, communication system, cockpit management system, auxiliary power system, proprotor system, drive system, blade fold/wing stow system, engine auxiliary systems, engine system, and electronic warfare system using appropriate maintenance procedures and support/test equipment.

6.4. The personnel complement shall include an adequate mixture of the following labor categories: Aircraft

Maintenance Manager/Maintenance Controller and Aircraft Mechanics. The workforce complement shall be balanced in a manner to provide 17,856 man hours in support of organizational level maintenance on the MV-22B and the management of applicable aviation maintenance programs. Additional guidance and requirements are provided in enclosures (1) and (2). Aircraft Mechanics shall augment government maintenance personnel at the organizational level (O-1evel). The contractor shall perform the tasks prescribed herein as assigned by the

Contracting Officer Representative (COR). Contractor personnel are employees of the contractor and under their administrative control and supervision.

6.4.1. The labor category mixture for CMS is:

(1) Aircraft Maintenance Manager/Maintenance Controller

(5) Aircraft Mechanic II (2 Flight line Mechanics CDI, 2 Airframe Mechanics CDI, and 1 Avionics Technician CDI)

(3) Aircraft Mechanic III (1Flight line CDQAR, 1 Airframes CDQAR and 1 Avionics CDQAR).

The contractor shall report all interim intermediate level (I-Level) and depot level (D-Level) repair requirements found during any maintenance action to the Maintenance Material Control Officer (MMCO) or the COR.

6.5. All work shall be performed in accordance with the NAMP and existing local policies and procedures. All MV-

22B maintenance/inspections performed by the contractor shall be documented via work orders. Contractor personnel shall acquire appropriate Special Maintenance Qualifications (SMQs) to initiate work orders and complete maintenance actions within Naval Aviation Logistics Command Management Information System Organizational

Level Maintenance Activity (NALCOMIS OMA).

6.6. With respect to MV-22B maintenance, CMS team members shall be qualified to examine, inspect, investigate, repair, and provide recommendations to the Maintenance Control Division and/or appropriate government representatives as required. CMS personnel will be highly qualified and technically competent in their assigned skill category, meeting the minimum requirements identified in enclosures (1) and (2).

6.7. All contractor personnel will qualify as Collateral Duty Inspectors (CDI) or Collateral Duty Quality Assurance

Representatives (CDQAR) in accordance with the NAMP and AMTRP. All maintenance will be performed and inspected in accordance with the NAMP.

6.8. The contract requirement is for all employees to possess a favorable Nation Agency Check with Inquiries

(NACI) or a DoD-determined equivalent investigation.

7. WORK HOURS

7.1. The standard work week for federal employees is 40 hours per week. The standard 40 hour week is defined as five (5) days a week, eight (8) hours a day. The contractor is advised that deviation from this standard work week may affect access to buildings, materials and or government employees.

7.2. The requirement of the resultant contract is to support HMX-1 first shift maintenance (Monday thru Friday, 0700-1500). The contractor shall determine and set its own schedule providing that it supports the maintenance work schedule.

7.3. COR may authorize overtime 16 hours on weekends per quater. Total overtime is 576 hours.

8. ADMINISTRATIVE INFORMATION

8.1. The contractor is responsible for maintaining the required minimum number of employees. The contractor alone shall approve and administer leave and holidays for its employees. The contractor will be responsible for tasking its employees in accordance with the work required. The COR will provide all tasks and the contractor will be responsible for completing and the contractor will decide how that work is assigned to its employees. The contractor will perform all supervision, evaluation and disciplinary functions for its employees.

8.2. Due to the urgent and continuous nature of this requirement, the government requires the contractor to maintain the proposed workforce at 100% manning. As such, the contractor is expected to develop a manning plan to fill any planned or unplanned vacancies on an expedited basis. Any vacancies that occur in the contractor’s proposed manning should be filled within 14 calendar days. Any manning vacancies that remain unfilled after 14 days will have an invoice offset calculated using the total proposed daily cost (including profit and overhead) for the position left vacant (based on a 30 day month) times the number of vacant days in the billing cycle plus an additional 10% of the cost calculated.

9. QUALIFICATION REQUIREMENTS OF CONTRACTOR’S EMPLOYEES

Vendor shall assign a team leader. The Team Leader shall be responsible for all contractor activity and for the overall supervision of contractor performance.

9.1. CMS Personnel:

9.1.1. Shall possess a thorough working knowledge of MV-22B maintenance procedures, NAMP and NAVOSH policies, and all policies/procedures internal to the Aircraft Maintenance Department. See enclosures (1) and (2) for requirements concerning qualifications, certifications, licenses, and work experience.

9.1.2. Must possess the ability to work independently, without technical guidance, to perform all tasks outlined in

MV-22B Interactive Electronic Maintenance Manuals (IETMs), and the technical proficiency to qualify as a CDI.

9.1.3. Shall develop and maintain, via ASM, all necessary personnel qualifications in accordance with current

NAMP standards, OPNAVINST 5100.23, and the AMTRP.

9.1.4. Will be familiar with all instructions germane to MV-22B maintenance and/or appropriate to assignments addressed in this Statement of Work. Possess a thorough practical and theoretical knowledge of the equipment/systems/aviation maintenance programs addressed in this Statement of Work.

9.1.5. Will possess knowledge of the virtuous teaching cycle and how to transfer technical knowledge to less qualified personnel, including the ability to express thought in both oral and written communications.

9.1.6. Will possess a thorough understanding of NALCOMIS maintenance documentation.

9.1.7. Shall be U.S. citizens to ensure access to flight line work spaces and critical information systems.

10. SAFETY

The contractor shall comply with all Department of the Navy and local safety regulations and policies governing work performed on USMC aircraft. The Contractor shall ensure personnel are equipped with proper work attire to include safety boots, eye protection, and other personal protective equipment (PPE) determined to be necessary.

Working uniforms shall be clearly marked to identify personnel.

11. GOVERNMENT RESPONSIBILITIES

The Government will:

11.1. Provide workspace/hangar facilities for the maintenance/servicing of aircraft and a secure space for storing contractor's common tools.

11.2. Provide office space for the CMS personnel. The office shall include desks, chairs, filing cabinets, telephones, and access to computers as necessary, to include White House Military Office (WHMO) email accounts.

11.3. Provide all technical manuals.

11.4. Provide all common hand tools, appropriate Individual Material Readiness List (IMRL) equipment/tools, Ground Support Equipment (GSE), ground handling equipment, precision measuring equipment (micrometers, torque wrenches, etc.), and special tools required to perform the aircraft maintenance tasks for the contractor’s usage as needed. Ownership and maintenance of these items will remain with the government. Contractors are not authorized to use their own hand tools.

11.5. Provide Defense Secure Network (DSN) and local MCAF Quantico, VA phone service.

11.6. Provide all materials, consumable parts, and repairable parts needed to perform scheduled/unscheduled aircraft maintenance and those tasks in support of the management of aviation maintenance programs.

11.7. Provide access to supply databases as required.

11.8. Provide access to existing squadron Pre-Expended Bins (PEBs). This includes consumable parts kits, phase kits and repairable parts when required. All usage will be decremented via NALCOMIS. PEB additions may be made with the concurrence of the COR, Maintenance Material Control Officer, and the Aviation Supply Officer.

11.9. Serve as the liaison for incidences that require coordination with external agencies or fall under the Naval

Aviation Maintenance Discrepancy Reporting Program (NAMDRP).

11.10. Provide a brief to CMS personnel on local policies, safety rules, and regulations in accordance with the

NAMP and NAVOSH Manual.

11.11. Provide emergency medical care when injuries occur on the worksite: defined as medical care that is necessary to be performed until the individual can be transported to civilian medical facilities without endangering life. Closing lacerations and tending to unconscious personnel are examples of emergency medical care.

11.12. Provide all necessary personnel passes, identification badges, and vehicle permits required for HMX-1

Aircraft Maintenance Department access.

11.13. For the services described herein, the COR shall be responsible for ensuring services are received and properly performed in accordance with this Statement of Work.

12. TRAVEL

Travel is not authorized.

The government’s estimated labor category mix consisting of one (1) Aircraft Maintenance Manager and eight (8) Aircraft Mechanics are consistent with the existing HMX-1 requirements for CMS and is not anticipated to change.
