SITE VISIT: Offerors are “urged and expected” to attend a site visit scheduled for Tuesday 5 September 2017 at
9:30 a.m. EDST. Parties desiring to participate in the site visit must contact Kathy Wilcox via e-mail at kathy.wilcox@usmc.mil and Tracy Fulks at tracy.fulks@usmc.mil, indicating the company name, point of contact, telephone number, and number of persons attending with first and last names by 2:00 p.m. eastern time on 1
September 2017. Directions and base access information will be provided via email to those that are participating.
QUOTERS ARE CAUTIONED THAT REMARKS AND EXPLANATIONS AT THE SITE VISIT WILL NOT
CHANGE THE TERMS OF THE SOLICITATION UNLESS THE SOLICITATION IS AMENDED IN WRITING

PERFORMANCE WORK STATEMENT
SCHOOL OF INFANTRY EAST
G-708AUDITORIUM AUDIO/VISUAL EQUIPMENT UPGRADE
1.0 BACKGROUND. Information Systems Coordinator (ISC), School of Infantry East (SOI-E), Marine Corps
Base (MCB), Camp Geiger, North Carolina has a requirement for the upgrade of existing audio visual (A/V) equipment in building G-708 Auditorium aboard Camp Geiger, North Carolina.
2.0 CONTRACT OBJECTIVE. The objective is for the contractor to remove the existing A/V equipment in building G-708 Auditorium aboard Camp Geiger provide and install new A/V equipment, and provide a three (3) year maintenance and service agreement in accordance with this performance work statement (PWS).
3.0 PLACE OF PERFORMANCE. Place of performance is building G-708 A Street, aboard Marine Corps
Base Camp Geiger, North Carolina.
4.0 PERIOD OF PERFORMANCE. TBD upon contract award.
4.1 Removal and Installation. To be determined based upon the contact award, and auditorium use schedule.
Contractor shall contact the Government Technical Representative upon receipt of award in order to coordinate the removal and installation of equipment. Removal and installation shall take no longer than one week and be complete no later than sixty (60) days after contract award. All installed equipment and labor shall be warrantied for a period of five (5) years.
4.2 Maintenance and Support. The contractor shall provide maintenance and support for a base period of one year with two one year option periods.
5.0 Requirement. The contractor shall provide all qualified personnel, supervision, supplies, materials, parts, components, equipment, tools, and transportation necessary to upgrade the existing Government owned A/V system.
5.1 Removal of Existing A/V Equipment. The contractor shall remove the existing Government owned A/V equipment in building G-708 Auditorium and deliver the items to the Government’s Point of Contact at SOI-E ISC, building TC-1004 aboard Camp Geiger.
5.2 Installation of New A/V Equipment. The contractor shall provide and install new A/V equipment in
Building G-708 meeting the minimum requirements of this PWS. The contractor shall conduct a function check on all installed A/V components to ensure proper function and operation.
5.3 On-site Lead. The contractor shall provide an on-site lead installer to interact with the Government’s point of contact to coordinate scheduling, access, receiving, storage, and handling of all materials.
5.4 Hours of Installation. All work shall occur between the hours of 7:00 AM and 4:00 PM local time Monday thru Friday excluding Federal holidays.
5.4 Job Site. The contractor shall be responsible for cleaning the installation area and disposing of all trash and materials to the satisfaction of the Government’s representative or designated inspectors before completion of each work day and upon completion of the project. At the end of the project, the contractor shall restore any disturbed or damaged areas at the direction of the Contracting Officer.
5.5 Final Inspection. After installation is complete the contractor shall test all equipment, ensure it is working property and as intended, and demonstrate the proper operation of the system to the Government’s point of contact.
5.6 Warranty. The contractor shall warrant all of the installed equipment and labor for a period of five (5) years.
5.7 Maintenance and Support.
5.7.1 Maintenance Service. The contractor shall conduct scheduled A/V equipment inspection, cleaning and function testing every month. Equipment inspection will consist of visually inspecting all equipment for damage and to ensure all components are properly wired and powered. Equipment cleaning will consist of physically cleaning all audio visual equipment to include the podiums. All equipment to include all filters will be cleaned internally with canned compressed air to remove all dust and particles. All equipment surfaces will be cleaned in accordance with manufacturer recommendations. All podiums will be cleaned inside and out. Function testing will consist of ensuring all audio and visual components are properly working and functioning as designed with the system.
5.7.2 Support Service. The contractor shall provide a minimum of a four (4) hour, onsite, response time to any reported equipment malfunction or failure.

7.0 CONTRACTOR UNAUTHORIZED WORK PERFORMANCE. The Contractor shall not perform work that deviates from contract requirements and specifications. If the Contractor deviates from contract requirements and specifications without approval of the CONTRACTING OFFICER, such deviation shall be at the risk of the
Contractor and any cost related thereto shall be borne by the Contractor.
8.0 RESPONSIBILITY. The Government will not be responsible in any way for the Contractor's personal supplies, equipment, materials, or belongings brought onto the grounds to perform services. This includes, but is not limited to loss or damage caused by fire, theft, hurricane, accident or other disaster.

5237.102(90) The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for Audio Visual Installation and Warranty via a secure data collection site.
Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:
(1) W, Lease/Rental of Equipment;
(2) X, Lease/Rental of Facilities;
(3) Y, Construction of Structures and Facilitites;

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year

BASE ACCESS
1. Marine Corps Installations East - Marine Corps Base Camp Lejeune and Marine Corps Air Station New River have implemented the new RAPIDGate program intended to enhance installation access control. However, RAPIDGate https://doncmra.nmci.navy.mil/ http://www.wdolgov/ contains significant changes that may affect contractor’s and their employee’s access to these installations. In order to gain access to Marine Corps Base (MCB), Camp Lejeune and/or Marine Corps Air Station (MCAS), New River, non-Federal Government and non-DoD issued ID cardholders require identity proofing and vetting to determine fitness and eligibility for access. Specifically, a check of records through the National Crime Information Center
(NCIC) Interstate Identification Index (III) is the installation's minimum background check for access to
MCB, Camp Lejeune and/or MCAS, New River for non-Common Access Card holders, to include entrance of visitors.
2. MCB, Camp Lejeune and MCAS, New River applies the following non-Federal Government cardholder criteria to determine the authorized type of access control credentials:
a. Contractors: RAPIDGate or 30-Day Pass followed by 4-DayPass*
b. Sub-Contractors: RAPIDGate or 30-Day Pass followed by 4-Day Pass*
c. Vendors: RAPIDGate or 30-Day Pass followed by 4-Day Pass*
d. Suppliers: RAPIDGate or 30-Day Pass followed by 4-Day Pass*

4-Day pass* or enroll in the RAPIDGate Program. RAPIDGate is a voluntary program due to associated costs. * Contractors will be issued a one-time pass for 30 days. Upon expiration of the 30 day pass, they will only be issued a 4 day pass every 4 days thereafter, for the duration of the contract.

52.212-2 EVALUATION-COMMERCIAL ITEMS - TAILORED
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
The proposed acquisition is for a 100% small business set-aside for NAICS code 334310, Audio and Video
Equipment Manufacturing and the small business size standard is 750 employees. Offerors must be registered in the System for Award Management (SAM) database. Information on registering in SAM may be obtained by calling (866) 606-8220 or via the internet at http://www.sam.gov. The provision at 52.212-1, Instructions to Offerors
- Commercial Items applies to this acquisition.
THIS IS A BRAND NAME OR EQUAL PROCUREMENT. The manufacturer name and part number are provided only to assist potential offerors in understanding the government’s requirement. The Government is not soliciting or suggesting a particular name brand, and will consider offers for any brand that fulfills the government’s need.
Unless the offeror clearly indicated in its offer that the product being offered as an “equal” product, the offeror shall provide the brand name product referenced in the solicitation.
BASIS OF AWARD: The Government will solicit and award this contract in accordance with FAR Subpart 12
Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. It is the Government’s intention to issue a single firm-fixed price purchase order on an “all or none” basis for services. All responsible
Small Business sources may submit a response which, if timely received, will be considered by the agency. The
Performance Work Statement (PWS) provides the description of the required service.
The Government anticipates award to the quoters who represent the Lowest Price Technically Acceptable (LPTA).
Quotes will be evaluated and ranked according to price, from lowest to highest. The Government reserves the right to evaluate only the technical quote of the lowest price quoter. Other technical quotes may not be evaluated unless the Government determines the lowest price to unacceptable, the technical quote of the next lowest price quoter will be evaluated. The process will continue until a technical proposal is determined to be acceptable.
Technical acceptability will be based on the demonstrated ability to meet the technical requirements as stated below.
A mere statement that the vendor “will meet the Government’s requirements” is insufficient; the vendor must demonstrate how it will meet the requirement.
Lowest Price Technically Acceptable (LPTA) will be evaluated based on: (1) price; (2) technical acceptability, and
(3) delivery.
TECHNICAL ACCEPTABILITY: To ensure technical acceptability, vendor quotes shall include the following information:
a. Price
b. Technical Acceptability: Descriptive literature outlining the specifications of the items quoted to include drawings. The manufacturer’s name and manufacturer’s complete part numbers of all items quoted shall be submitted in the quote along with an installation plan clearly identifying the ability to meet minimum requirements of PWS.
