WWBn-E Duress System RFI Questions and Answers

1. Can the government confirm the alerts via text and email are required capabilities of the duress notification system? Yes

2. Can the government provide an approximate location for the “to be installed” outdoor loud speaker and associated pole? In between Bldg PP2 (Barracks) and Bldg PP1 (HQ building)

3. Can the government provide approximate distance to power and conduit for the “to be installed” outdoor loud speaker and associated pole? Aprox 25 meters

4. Can the government provide a general geographical map with an outline of required reach for mobile duress alarm buttons? Map Attached

5. Can the government provide a general pdf, CAD or DWG of the existing building floors plans or layout to assist in determining repeater locations? Working on obtaining requested information.

6. Can the government provide a required level of distance / accuracy for location services related to mobile duress buttons? (i.e. Within 20’, 30’, etc.) 30’ meters is acceptable

7. During the site walk the government denoted that the two monitoring workstations would be located in separate buildings, concerning connectivity can the government provide bidders with required infrastructure buildout? Fiber will be patched through to both buildings that contain work stations.

Contractor must provide media convertors and copper cabling.

Should bidders assume existing conduit is in place or will contractor be responsible for installing new connectivity between the two buildings? Existing conduit is in place.

8. Concerning the required J2000 integration the government will need to provide contractors with additional information concerning the existing set up to be able to price integration:

1. Will the contractor have the ability and government’s approval to modify the existing J2000 systems? No unless you're factory authorized Rep (the system is a P2000 not J2000)

2. Are expansions boards already in place or will the contractor need to provide new expansion boards? New boards will need to be provided.

3. Is communication available at the existing campus back to the J2000 system? If not this will be a substantial cost. Fiber is in place to HQ building, but new fiber will be needed to BKS, However no hook up will be authorized to the P2000 system unless contractor is a Factory authored rep. Existing P2000 system in place is at CLNH for their duress system and altering the P2000 system without direct knowledge and capabilities of the P2000 system could cause loss of coverage or service to hospital and or emergency monitoring from first responders at Camp Lejeune.

4. Would the government entertain lower cost alert methods instead of integration with the J2000 system? No, base Emergency Services and Comm already monitors P2000 system. A new system would not be monitored by base Emergency Services/Comm. This would alter their scope of work and cause additional contracts at government expense to incur. Additionally new system would have to go through DoD and base approval before installation to ensure new system doesn't interfere with any base Comms, IT, or other existing base services. P2000 system is already on Naval Network and doesn't require any additional requirements or approval for WWBn-E requested Duress System.

9. Can the contractor use existing 110 VAC power outlets or should now power hookups be installed by contractor for repeaters? Yes, contractor can use existing 110 VAC power outlets, however WWBn-E recommends receptacles be added above ceilings utilizing 120 VAC circuits, this would prevent any tampering or accidental loss in coverage due to existing power outlets being used by others.

ADDITIONAL RFI QUESTIONS AND ANSWERS

1- Since the existing P2000 system is under maintenance contract with the Naval Hospital, are only authorized factory trained representatives allowed to modify the system for this addition? Yes only factory trained representatives are allowed to modify P2000 system.

2- Since the Naval Hospital's Communication Center's staff is under a defined scope O&M contract with the Naval Hospital, would alternates to P2000 be accepted if it would mean the staff would be required to monitor an additional system that is not under their contract? No, base Emergency Services and Comm already monitors P2000 system. A new system would not be monitored by base Emergency Services/Comm. This would alter their scope of work and cause additional contracts at government expense to incur. Additionally new system would have to go through DoD and base approval before installation to ensure new system doesn't interfere with any base Comms, IT, or other existing base services. P2000 system is already on Naval Network and doesn't require any additional requirements for requested Duress System.

3- Can receptacles be added above ceilings utilizing existing 120VAC circuits for repeater power if the repeaters have battery backup? Yes, base facilities agreed to addition of receptacles above ceiling for battery backup utilizing existing 120 VAC circuits.

4- Will all fiber patching be by the Base? Yes Fiber patch will be provided by base.

5- Which office in the Headquarters building will the workstation be installed? RM 112 in Headquarters building PP1.
