Turnkey Duress System equipment and installation.
1 Introduction
The Wounded Warrior Battalion East, Marine Corps Base, Camp Lejeune, North Carolina has a requirement for a complete turnkey Duress System equipment and installation. The Wounded Warrior Battalion East was established in 2007. The main purpose is to provide services for the wounded, ill, and injured service members.
1.2 Scope
This project is based around the Wounded Warrior Battalion East’s need to quickly warn wounded, ill and injured
Marines in the barracks of a threat and be able to report that threat to the proper responders. The system is to utilize the existing P2000 access control system at the Camp Lejeune Naval Hospital as a mean to monitor alarms on the
Wounded Warrior area, so responders from the hospital’s communication center can notify appropriate personnel eminent threats. The existing P2000 sends out mass emails to a Wounded Warrior managed group email account.
The system will consist of a Duress System which will cover the entire Battalion. If a mobile Duress button is activated at the Battalion, the alarm signal is relayed to the P2000 system, which in turn, triggers an email to be sent to the email group that is defined by the Commanding Officer. P2000 will also dial and send a voice message to the
911 center notifying them of the threat. In addition to this, P2000 will be monitored by the Naval Hospital’s
Communication Center. A new mass notification cluster speaker array will be pole mounted at the Battalion that will play voice or tone message throughout the Battalion. A graphical workstation will be provided in the BEQ and
Headquarters building which will display a graphic map to identify where the alarm was initiated from and allow the system to be cleared. A total of 14 wireless repeaters will be installed to give the system a general location of the area of incident.
2 Requirement. The contractor shall provide all parts, tools, equipment, supplies, labor, and transportation necessary for the installation of the Duress System in accordance with this Performance Work Statement.
2.1 Site Visit.
A site visit will be scheduled for August 17 th
2016, aboard Camp Lejeune, North Carolina. The site visit will approximately last 1 -2 hours. Due to base access requirements all contractors will be escorted to the facility by an appointed Government representative. Failure to provide requested information and confirmation of attendance will result in restricted access. All interested parties are to provide the following information at the date/time of accessing the installation:

2.2 Equipment.
This requirement is for a turnkey Duress solution. The turnkey system at a minimum shall include the following:

Duress Repeaters (quantity to sufficiently cover area)

Monitoring Workstation (2 each includes CPU and 21.5” LED Monitor)
All equipment shall include applicable software/hardware.
2.3 Installation.
Installation plan shall be provided before work is to commence. The projected installation plan shall be approved by the Government POC to proceed. Installation plan shall include, but not limited to, equipment to be installed, outline of modifications to existing fixtures and connections. Installation includes:
Provide and install required equipment and hardware/software to support the complete and professional installation of the Duress system. Including mounting hardware, monitoring station components, audio system components, and all required power supply units for all installed equipment. All equipment shall be installed in accordance with manufacturer and industry standards.
Mass notification cluster speaker array and mounted pole.
Electrical components required for installation of equipment shall be identified separately.
Test system functionality addressing any concerns or issues with equipment cohesion and operation on site.
Any concerns shall be addressed with the Government POC.
Demonstrate system operation to Government participants. Government POC will arrange for participants, coordinating with contractor for an appropriate date/time for the operational test.
2.4 Section 508 Program Need. Requirements for accessibility based on Section 508 of the Rehabilitation Act of
1973 (29 U.S.C. 794d) are determined to be relevant for the following program need: "Desktop or Portable
Computer."
Section 508 Deliverable Requirements
Technical standards from 36 CFR part 1194 Subpart B have been determined to apply to this acquisition.
Solicitation respondents must describe how their proposed Electronic and Information Technology (EIT) deliverables meet at least those technical provisions identified as applicable in the attached Government
Product/Service Accessibility Template (GPAT).
Functional performance criteria from 36 CFR part 1194 Subpart C have been determined to apply to this acquisition.

Product/Service Accessibility Template (GPAT).
Information, documentation, and support requirements from 36 CFR part 1194 Subpart D have been determined to apply to this acquisition. Solicitation respondents must describe how the information, documentation, and support proposed for Desktop or Portable Computer deliverables meet at least that information, documentation, and support requirements identified as applicable in the attached Government Product/Service Accessibility Template (GPAT).
Section 508 Evaluation Factors
Responses to this solicitation will only be considered for award after it has been determined that the proposal adequately addresses the requirements for Section 508. Only proposals which contain adequate information to document their responsiveness to the Section 508 requirements (e.g. a completed GPAT, VPAT or equivalent and supporting documentation) will be eligible for any additional merit consideration.
Section 508 Acceptance Criteria
Desktop or Portable Computer delivered as a result of this solicitation will be accepted based in part on satisfaction of identified Section 508 requirements for accessibility. Desktop or Portable Computer delivered must include a completed GPAT, a sample of which is included as a part of this solicitation.
2.5 Approvals.
Equipment shall be provided in accordance with approved equipment list. Modifications to equipment, to include brand, make or model, shall be authorized only through the Contracting Officer via modification.
2.6 Period of Performance.
The period of performance is anticipated to be 15 days after receipt of order, at which point the contractor shall make all necessary arrangements with the Government POC for scheduling delivery of new equipment/cabling, installation of all system components, observed operational testing, and training. Warranty/service coverage shall being the day after installation is completed and remain in effect for a period no less than 12 months.
2.7 On-site Training.
Contractor shall provide training for the operation and maintenance of the equipment. Training shall be conducted at Wounded Warrior Battalion during normal working hours (0730-1600) Monday thru Friday.
2.8 Publications.
Contractor shall provide detail technical manuals for the operation, preventive maintenance, service and repair of all installed equipment. A detailed catalog for all items associated with the Duress System shall be provided.
2.9 Contractor’s Unauthorized Work Performance. The Contractor shall not Perform work that deviates from contract requirements and specifications. If the Contractor deviates from contract requirements and specifications without approval of the CONTRACT ADMINISTRATOR/OFFICER, such deviation shall be at the risk of the
Contractor and any cost related thereto shall be borne by the Contractor.
3 Non-Personal Services
The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Contracting Officer immediately.
3.1 Business Relations
The contractor shall successfully integrate and coordinate all activity needed to execute the requirement. The contractor shall manage the timeliness, completeness, and quality of problem identification. The contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors. The contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnel.
3.2 Location and Hours of Work
Accomplishment of the results contained in this PWS requires the installation at Marine Corps Base, Camp Lejeune, North Carolina. Normal work hours are Monday through Friday, 0730 to 1600 daily except US Federal Holidays.
4 Base Access
4.1 In order to gain access to Marine Corps Base (MCB), Camp Lejeune and/or Marine Corps Air Station (MCAS), New River, non-Federal Government and non-DoD issued ID cardholders require identity proofing and vetting to determine fitness and eligibility for access. Specifically, a check of records through the National Crime Information
Center (NCIC) Interstate Identification Index (III) is the installation’s minimum background check for access to
MCB, Camp Lejeune and/or MCAS, New River for non-Common Access Card holders, to include entrance of visitors.
4.2 MCB, Camp Lejeune and MCAS, New River applies the following non-Federal Government cardholder criteria to determine the authorized type of access control credentials:
4.2.1 Contractors: RAPIDGate or 30-Day Pass followed by 4-DayPass*
4.2.2 Sub-Contractors: RAPIDGate or 30-Day Pass followed by 4-Day Pass*
4.2.3 Vendors: RAPIDGate or 30-Day Pass followed by 4-Day Pass*
4.2.4 Suppliers: RAPIDGate or 30-Day Pass followed by 4-Day Pass*
4.2.5 Service Providers: RAPIDGate or 30-Day Pass followed by 4-Day Pass*
4.2.6 Delivery Personnel: RAPIDGate or 30-Day Pass followed by 4-Day Pass*
4.2.7 Public-Private Venture (PPV) Housing and Installation Volunteers: Local Population Credential (The following are examples of Installation Volunteers: (Red Cross, Community College Instructors and Students, Commissary Baggers, Naval Hospital Volunteers, Family Readiness Volunteers, Wounded Warrior Volunteers, and any other organization approved by the Commanding General, Marine Corps Installation East-Marine Corps Base

4.3 Contractor Common Access Card (CAC) Eligibility: Contractor personnel authorized CAC’s are exempt from
RAPIDGate enrollment.
4.4 Contractor personnel who are ineligible for a CAC will be required to either obtain a 30-Day pass followed by a
4-Day pass* or enroll in the RAPIDGate Program. RAPIDGate is a voluntary program due to associated costs. For further information concerning contractor access, please contact the Contractor Vetting Office at 910-450-5978 or visit Marine Corps Base Camp Lejeune (http://www.lejeune.marines.mil/) or MCAS New River
(http://www.newriver.marines.mil/) websites. For information concerning enrolling in RAPIDGate please visit their website at www.rapidgate.com.
The Government will not be responsible for any access delays. Delays that may result from inadequate planning are contractor responsibility. Any and all costs associated with RAPIDGate are the sole responsibility of the contractor.
* Contractors will be issued a one-time pass for 30 days. Upon expiration of the 30 day pass, they will only be issued a 4 day pass every 4 days thereafter, for the duration of the contract.
4.5 Security Checks. Contractor personnel and vehicles shall only be present in locations relevant to contract performance. All Contractor personnel entering the base shall conform to all Government regulations and are subject to such checks as may be deemed necessary to ensure that violations do not occur. Employees shall not http://www.lejeune.marines.mil/ http://www.newriver.marines.mil/ http://www.rapidgate.com/ be permitted on base when such a check reveals that their presence would be detrimental to the security of the base.
Subject to security regulations, the Government will allow access to an area for servicing equipment and/or performing required services. Upon request, the Contractor shall submit to the Contracting Officer questionnaires and other forms as may be required for security purposes.
4.6 Safety.
Mishap Notification and Investigation: The contractor and its subcontractors (if applicable) shall promptly report pertinent facts regarding mishaps involving Government property damage or injury to Government personnel and to cooperate in any resulting safety investigation. The contractor shall notify (via telephone) the Contracting Officer and/or the government point of contact within four (4) hours of all mishaps or incidents. The Government person notified by the contractor will in-turn notify the Safety office. Contractor notifications made after duty hours shall be reported to the appropriate installation Command Post. If requested by the Contracting Officer and/or the government point of contact, the contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records until released by the investigating safety office. If the
Government investigates the mishap, the contractor and the subcontractors shall cooperate fully and assist the
Government personnel until the investigation is completed.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014) TAILORED
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
The Marine Corps Installations East, Regional Contracting Office, Camp Lejeune, North Carolina is issuing this
Request for Quote (RFQ), M67001-16-Q-0078, for the acquisition of a turnkey Duress System equipment, delivery and installation in accordance with FAR SubPart 13.5, Simplified Procedures for Certain Commercial Items.
Required items and specifications are listed in Schedule of Items.
This requirement is 100% set aside for Small Business under NACIS 561621, Security System Services
(except Locksmiths), the size standard is $20.5 million.
The Government intends to award a single order as a result of this solicitation. The Government reserves the right to award without discussions, but reserves the right to engage in discussions if later determined to be in the best interest of the Government. A single firm-fixed price order will be awarded for this requirement. This acquisition will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified
Acquisition Procedures.
Offerors must be registered in the System for Award Management (SAM) database. Information on registering in
SAM may be obtained by calling (866) 606-8220 or via the internet at http://www.sam.gov. The provision at
52.212-1, Instructions to Offerors - Commercial Items applies to this acquisition.
EVALUATION. Award will be made to the Lowest Price Technically Acceptable quote. The Government intends to make a single Firm Fixed Price Order Delivery Order against contract to satisfy this requirement.
Award will be based on the initial evaluation of quotes received in response to the solicitation. Therefore, quoters are cautioned that their initial quotes should contain their best terms from a technical and price standpoint.
TECHNICAL COMPLIANCE: To ensure technical compliance:
(a) Equipment - Complete turnkey Duress System includes, but not limited to, the following items:
Control panel
Main Duress Loud Speaker
Duress Repeaters
Mobile Duress Buttons
Monitoring Workstations
All applicable software/hardware
(b) Installation – All equipment and hardware/software to support the complete and professional installation of the Duress System. Including mounting hardware, monitoring station components, audio system components, and all require power supply units for all installed equipment.
(c) Quoters shall provide literature and description of all quoted items. A statement that the quoter will meet the Government’s requirement is NOT sufficient.
(d) Testing/Training – Demonstrate operation of the system. Conduct training of the maintenance and operation of the system.
PAST PERFORMANCE. Quoter(s) shall submit “Past Performance Information.” Information provided in the quote may consist of public (Government) or commercial businesses. Similar contracts are defined as those similar in scope, magnitude, and complexity to this procurement.
Performance Evaluation. The Government will evaluate the quoter’s, and (if applicable) its principal subcontractors’ demonstrated past performance in delivering quality services and in meeting schedule requirements on similar programs. The performance risk assessment will address the probability of the quoter successfully accomplishing the contract requirements based on relevant past performance. The currentness and relevance of the information, source of the information, context of the data, and general trends in contractor’s performance will be considered. Problems not addressed by the quoter will be considered to still exist. The degree to which the quoter can demonstrate that it has successfully applied continuous systematic improvement to resolve past performance problems will be evaluated.
Each quoter will be evaluated on the extent to which they demonstrate satisfactory or better performance on contracts or subcontracts currently ongoing or completed within the last three (3) years. References other than those identified by the quoter may be contacted by the Government and used in evaluating the quoter’s past performance. Past performance is an indicator of how current and/or previous customers assess contractor performance under a specific contract performed for them and address the full range of all functions required to make any contractual relationship work. Successful past performance indicates that a contractor understands and has the resources to successfully execute a contract; however, it does not necessarily mean a contractor has the resources and skills necessary to perform the specific work requirements of this solicitation.
Evaluation of past performance will be based on consideration of all relevant facts and circumstances. The evaluation will include demonstrated past performance in quality of product or service, schedule, and customer satisfaction.
In the case of a quoter without a record of relevant past performance or for whom information on past performance is not available, the quoter may not be evaluated favorably or unfavorably on past performance.
Quoters without a record of relevant past performance will receive a neutral rating.
DELIVERY: The Government requires Delivery 45 days after receipt of order.
PRICING: All quotes shall be the Contractor’s Best Pricing.
PREPARATION OF THE RESPONSE TO THE SOLICITATION FOR COMMERCIAL ITEMS. Quotes submitted shall include the following:
(a) Technical Quote to include literature and description;
(b) Past Performance References
(1) Submission Requirements for Contractor Past Performance Reference Form. Quoters shall furnish with their quotation no more than three (3) past performance references for contracts which required the same or similar type services using the format shown in Attachment #1, entitled
Contractor Past Performance Reference Form. Quoters shall provide all the information designated for the Contractor Past Performance References on the form provided for contracts which have been completed or terminated within the last 3 years. A Past Performance Questionnaire Form will be sent to each referenced agency. Make sure your reference information is up to date. Do not give the name of references unless you have made sure that the individual can be reached at the referenced telephone number, e-mail address, and postal address that you have provided.
(2) Other Past Performance History Data. References other than those identified by the quoter may be contacted by the Government. The information received will be used in the evaluation of the quoter’s past performance.
(3) No Past Performance History. If a vendor has no relevant past performance history, a vendor must affirmatively state that it possesses no relevant past performance history. Vendors will neither be evaluated favorably or unfavorably on past performance in the event that there is no relevant past performance history available.
(4) Referenced Contracts That Had Problems. The quoter may provide information on problems encountered on any contract referenced on the Contractor Past Performance Reference Form and the corrective action taken to resolve those problems.
The Contractor Past Performance Reference Form shall be prepared and submitted with the contractor’s quotation which is due on the date given on Page 1, Block 8;
(c) Delivery 45 days ARO; and
(d) Price/Quote.
QUESTIONS. Quoter’s shall submit all questions no later than Wednesday, August 10, 2016, 12:00 PM Eastern via email to jennifer.l.white@usmc.mil.
SUBMISSION OF QUOTES: Quotes related to this RFQ shall be submitted via GSA E-Buy within the date and time specified in Block 8 on the first page of this solicitation, to be considered for award. The information submitted mailto:jennifer.l.white@usmc.mil shall be clear and legible. (Note: repetitively copied data loses its clarity and legibility.) Quotes shall be submitted via GSA E-Buy. It is solely the Contractor’s responsibility to ensure quotations are received within the required timeframe.
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (APR 2016)
ALTERNATE I (OCT 2014)
The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site accessed through http://www.acquisition.gov . If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (r) of this provision.
(a) Definitions. As used in this provision--
“Economically disadvantaged women-owned small business (EDWOSB) concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.
“Forced or indentured child labor” means all work or service—
(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or
(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.
“Highest-level owner” means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.
“Immediate owner” means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.
“Inverted domestic corporation,” means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c).
“Manufactured end product” means any end product in product and service codes (PSCs) 1000-9999, except—
(1) PSC 5510, Lumber and Related Basic Wood Materials;

(10) PSC 9630, Additive Metal Materials.
“Place of manufacture” means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
“Restricted business operations” means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;
(3) Consist of providing goods or services to marginalized populations of Sudan;
(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;
(5) Consist of providing goods or services that are used only to promote health or education; or
(6) Have been voluntarily suspended.
Sensitive technology—
(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically—
(i) To restrict the free flow of unbiased information in Iran; or
(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and
(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act
(50 U.S.C. 1702(b)(3)).
“Service-disabled veteran-owned small business concern”—
(1) Means a small business concern—
(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.
(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).
“Small business concern” means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR Part 121 and size standards in this solicitation.
“Small disadvantaged business concern, consistent with 13 CFR 124.1002,” means a small business concern under the size standard applicable to the acquisition, that--
(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by--
(i) One or more socially disadvantaged (as defined at 13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States; and
(ii) Each individual claiming economic disadvantage has a net worth not exceeding $750,000 after taking into account the applicable exclusions set forth at 13 CFR 124.104(c)(2); and
(2) The management and daily business operations of which are controlled (as defined at 13.CFR 124.106) by individuals, who meet the criteria in paragraphs (1)(i) and (ii) of this definition.
“Subsidiary” means an entity in which more than 50 percent of the entity is owned—
(1) Directly by a parent corporation; or
(2) Through another subsidiary of a parent corporation.
“Veteran-owned small business concern” means a small business concern—
(1) Not less than 51 percent of which is owned by one or more veterans(as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and
(2) The management and daily business operations of which are controlled by one or more veterans.
“Women-owned business concern” means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of the its stock is owned by one or more women; and whose management and daily business operations are controlled by one or more women.
“Women-owned small business concern” means a small business concern --
(1) That is at least 51 percent owned by one or more women or, in the case of any publicly owned business, at least
51 percent of the stock of which is owned by one or more women; and
(2) Whose management and daily business operations are controlled by one or more women.
“Women-owned small business (WOSB) concern eligible under the WOSB Program (in accordance with 13 CFR part 127),” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the
United States.
