Question 1
Please confirm the number of proposal volumes required. Is there an individual
Technical, Past Performance and Price volume for a total of three? Or, is it Technical combined with Past Performance and a separate Price volume for a total of two?
Three volumes are required. The volumes are
Technical, Past Performance, and Price.
Question 2
Is there a required number of past performance submissions? What is the requirement for prime contractor? What is the requirement for subs?
Pg 27 outlines the requirements for past performance. Subs past performance will be considered during the evaluation process if submitted.
Question 3 Is there a page limit on the resumes submitted?
Two pages per resume or is it unlimited?
There is no page limit on resumes submitted.
Question 4
Are there any restrictions for the proposal format (font/font size, graphics, tables, call out boxes, etc.)
There are no restrictions on format.
Question 5 What is the page limit for each volume, if any? There is no page limit on volumes.
Question 6 Is there specific table or format you would like us to use for pricing?
The CLIN structure shall be followed.
Question 7
CLIN 0001 states that the contractor will be required to "Develop EOTG training and readiness (T&R) events" (5.2.2.6). What is included in the development of these events? Is the Contractor required to host these events, provide additional staff, etc...?
The development includes working with the
Academics Officer, Chief Instructor, Branch
OICs, Branch SNCOICs and lead instructors along with Active Duty Subject Matter Experts currently assigned to any/all of II MEF in the particular field creating T&R events that meet the requirement of Fleet Commanders. The
Contractor is not required to host any event.
Question 8
Will the contractor be required to work with
USG personnel SME or will Contractor be required to provide SMEs to facilitate the development of POIs?
The contractor will be required to work with
Subject Matter Experts that are assigned to the
Group. The contractor is not required to provide SME in tactics but has to meet the qualifications outlined within 7.0 of the SOW.
Question 9
What systems are intended to be used for the monitoring and evaluation of course progress?
Marine Corps Training and Information
Management System (MCTIMS) is used for controlling/maintaining POIs. End of Course
Critiques (ECCs), instructor evaluation forms, instructor AAR meetings, and personal reviews/observation periods will be provided to the contractor.

CLIN 0001, Specific Tasks: Are there any required timelines with each/any of the development requirements?
The timeline will be established based off T&R manuals being signed at TECOM and the reviews completed internally all of which are tracked by uniformed personnel at EOTG and provided to the contractor.
Question 11
5.2.2.1 states: "Conduct analysis of instructional material, equipment, facilities, and methods to meet course objective changes to improve the curriculum." Does the USMC have a preferred analysis method?
Marine Corps uses the System Approach to
Training and Manual. (SAT MANUAL)

5.2.2.6 Develop EOTG training and readiness
(T&R) events. To what extent is the
Contractor to develop these events? Plan?
Administer? Provide all logistics, equipment and management?
The development includes working with the
Academics Officer, Chief Instructor, Branch
OICs, Branch SNCOICs and lead instructors along with Active Duty Subject Matter Experts.
The planning, administration, logistics, and management of the T&R events will be performed by the government. The contractor will develop the POI for the government to execute.

8.3 Training Evaluation Systems. The
contractor shall develop and assist with the administration of a tailored, formalized evaluation system in order to provide a system for continuous feedback for POI modifications... Question: Does the USMC have a list of acceptable evaluation models
(e.g. Kirkpatrick, Gagne etc.) to tailor an evaluation system to?
Marine Corps uses the System Approach to

Question 14
Our understanding is all company names, except for the cover page, cannot have company names. What is the standard for past performance (assuming it might be a separate volume) and resumes? Can resumes have the name of companies in work history? Can we use the individual candidates name in the resume?
Yes. Company names shall be removed from the Technical/Management Proposal and individual resumes. Individual resumes shall show "qualification, experience, and certifications." Company names may be removed from resumes that are not digital with blackout.
Question 15
I understand these CORs to be government, civilian personnel, correct? Therefore, my 3 contract personnel at EOTG are monitored by and report up to a government COR; and, my 1 contract person at 2dMARDIV is monitored by and reports up to a government COR; and, both government CORs report up the KOR. The contractor refines and established the final
QASP procedures and processes which will be exercised by all parties mentioned herein i.e.
KOR, CORs, and Contractor. Do I have this correct?
The vendor is responsible for their own quality insurance plan. The government's plan for quality assurance is outlined within the QASP.
There will be two government CORs (one at
EOTG & one at 2dMarDiv) who report to an individual KO.
Question 16 Is there an incumbent and what is the value of the contract award?

If there is no incumbent, are the requested services being performed under a separate contract? If so, will the government supply the incumbent information?

There is no specific mention of a price volume;
does the government expect a separate price volume?
Please see page 27. Section 3.
Question 19
On Pg 27, The government is asking for removal of all company information. Does this expectation include removal of company information from proposed resumes?
Individual resumes shall show "qualification, experience, and certifications." Company names shall be removed from resumes.
Question 20
Can the government provide further detail as to the level of Training and Readiness (T&R) events (i.e. 5000, 6000, 7000 series) does the training cover?
Please see 3.6.3. within SOW.
Question 21
Are there specific requirements for formatting our proposal to include font, size, margins, table of contents, page limitation, and compliance matrix and resume formatting?
There are no specific requirements for formatting.
Question 22
Is it the government’s intent to receive one proposal document that contains the technical quote, past performance and price? It appears as if Price is part of the technical quote.
Three volumes shall be submitted. Price will be evaluated using a price/technical tradeoff.
Question 23
On page 25 of the Solicitation it states that vendor’s identifying information ONLY on the cover page of the technical quote; but on page
27 it states that “Company identification shall only be placed on the Introduction of Company
(a)”. Can the government please clarify where they want the Vendor’s information as well as any subcontractors information?
The subcontractor information shall be placed on the introduction of company. It is important to note that when utilizing a subcontractor a vendor shall fulfill the technical capability (a &
b) of both the Prime and the Sub Contractor.

Question 24
On page 27 it states, “Company Identification shall be removed from (b) and (c)”. It does not mention (d) Past Performance or Price. Is it the government’s intent that Offerors include company identification in the past performance and pricing section of our proposal?
Yes. Company names shall be removed from the Technical/Management Proposal and individual resumes. Individual resumes shall show "qualification, experience, and certifications." The reason for this is that Price and Past Performance information are not evaluated by the Technical Review Board.
Price and Past Performance are reviewed by the
KO.
Question 25
In page 27, past performance is mentioned under 3) Price. It is also mentioned to be included in the technical volume. Is this accurate?
An amendment to the solicitation is posted to remove confusion.

On page 27, it provides instructions on the following sections:
a. Introduction of company
b. Technical/Management
c. Position Descriptions
d. Past Performance
Price is not mentioned in this list of organization of our proposal. On the next page
(28), it begins with (b) Options – Which appears to be part of the evaluation factors for price. Are there pages missing from the instructions?

Question 27
Can the government provide the elements required to be included in the Price section of our proposal? Please clarify if Price is a separate volume or should it be included as (e) of the technical?
The pricing should be done in accordance with the CLIN structure of the solicitation.

Question 28
On page 51, it states that this procurement is subject to the requirements of the Service
Contract Act – Wage Determination No. 2005-
2393. Can the government provide guidance on which labor categories are SCA and which occupation code should be used for each?
Based on the job descriptions for each labor category provided in the solicitation all labor categories appear to be exempt from the SCA requirements. Is this correct?
The contractor must determine their SCA occupation code. It is of the government’s opinion that the contract is not exempt from the
SCA.
Question 29
On page 51, considering the inclusion of the
Wage Determination Act information, if any of these positions are SCA or considered non-exempt, does the government expect any overtime pay?
Overtime is not authorized.
Question 30
In regards to the Contractor being eligible for secret security clearances, will the government issue a DD254?
Since the requirement no longer requires a
SECRET clearance the DD254 is no longer required.
Question 31
On page 11 it states that costs for travel shall be incorporated into the price of CLIN 0001 and 0002 respectfully. Since travel will be cost reimbursable IAW JFTR, would it be better to have Travel and ODCs as a separate CLIN with a plug number from the Government?
travel will need to be defined. How many people will be traveling on each respective trip?
Cost for travel will be in accordance with the
JFTR, but it will be priced within the contractor's proposal of each firm fixed price
CLIN. There will be no reimbursable expenses.
All contractors are expected to travel to their corresponding trips and should be priced as such.
Question 32
This section states that the contractor in CLIN
0001 will provide guidance and project management support for all requirements identified in the SOW. Does this mean he will provide it to the contractor in CLIN 0002?
No. Please see amendment to SOW.
Question 33
This section states that the contractor shall develop and assist with the implementation of an evaluation system. Is there an expectation to develop and submit an evaluation system with the quote?
The contractor is responsible for evaluating itself. How it does that is up to the contractor.
The contractor will comply with the government’s evaluation system as outlined within the QASP.
Question 34
In this section it states that monthly evidence of satisfactory performance will be provided by
Maintenance Chief. What Maintenance Chief is being referenced?
The term maintenance chief should read COR, please see amendment of QASP.
Question 35
The solicitation states copies of deficiency reports may be submitted. What are the requirements/elements that make up a deficiency report?
The deficiency reports will be submitted by the
CORs to the contractor. The contractor is not responsible for generating the deficiency report, only to rectify the deficiencies outlined on them.
Question 36
The solicitation states that the start date for this contract will be 14 May 2015 but the proposal due date is 24 April 2015. Does the government expect that the start date will slip or will an award be made prior to the anticipated start date?
Please see amendment. The POP has moved to
1 June 2015 through 31 May 2016.
Question 37 Does the government expect that all four positions be on contract 14 May 2015?
All four positions shall be on contract at the beginning of the POP.
Question 38
The Contractor shall be eligible for a SECRET security clearance in order to gain entrance and answer potential curriculum questions that present themselves at the TRI-MEF
Conference or OAG. Can you provide clarification on what is meant by "The
Contractor shall be eligible for a SECRET security clearance..."
The requirement for a SECRET clearance is no longer valid. Please see amendment to SOW.
Question 39
Is the facility security clearance required at submission or award and will the government sponsor the clearance?
The requirement for a SECRET clearance is no longer valid. Please see amendment to SOW.
Question 40
Can the experience of proposed personnel be used to meet requirements of Subfactor b, "Company Experience"?
Per 52.212-2, proposed personnel will be used to meet the requirements of Subfactor A, Management Plan of Technical Experience.
Question 41
Initially it appeared that the security requirements were tied to project personnel.
With the addition of a DD-254, is a secret facility clearance now required?
The requirement for a SECRET clearance is no longer valid. Please see amendment to SOW.
Question 42 What clearance level will all FTEs need to have?
The requirement for a SECRET clearance is no longer valid. Please see amendment to SOW.
Question 43
Is the EOTG open to the POIs identified in
Section 4 of the draft PWS be delivered via an online platform?
No. The place of performance will be MCB
Camp Lejeune.
Question 44 What is the goal of fulfilling this requirement? Please see SOW 1.0 and 2.0.
Question 45
What have you done in the past to address these requirements?
This is a new requirement but contractors from another activities' contract performed similar work.
Question 46
Are you looking for individual skill assessments on a variety of topics for the
Training and Readiness (T&R) Events?
The Marine Corps has already established the individual skill assessments that are required for to meet the T&R events.
Question 47
What are the conference dates for the TRI-
MEF EOTG Conference and Operations and
Assessment Group (OAG)?
The requirement for this trip is no longer valid.

Question 48
In Section 13.0 Security, it states that the
Contractor shall be eligible for a Secret
Security Clearance in order to gain entry into the TRI-MEF Conference or OAG. Is this clearance requirement only specific to contractor personnel who will attend the
Conference?
The requirement for a SECRET clearance is no longer valid. The Contractor will not be attending the MEU OAG/TRI-MEF under
CLIN0001. Please see amendment to SOW.
Question 49 Can we submit multiple candidates per labor category?
Yes.
Question 50 How long are the courses identified in CLIN
0001 and CLIN 0002?
Courses vary depending on the curriculum and operation tempo.
Question 51
The Amendment adding the DD254 form looks like it belongs to another solicitation. Can you update to reflect this solicitation number?
The requirement for a SECRET clearance is no longer valid. Please see amendment to SOW.
Question 52
5.2.2 and 6.6.2: Contractor is to provide associated presentations and other media.
What constitutes “other media”? Is there a requirement to develop e-Learning, web-based training, videos or other interactive multimedia instruction (IMI) for the courses?
Other media are materials (i.e. Power Point
Presentation that support the lesson). There is no requirement for e-Learning.

5.2.5.1 and 6.2.4.1: Contractor shall…
Monitoring and evaluating training effectiveness throughout course of instruction.
What level of monitoring and evaluation does this involve and is that level based on what is outlined in Deliverable 8.3 Training Evaluation
System?
The contractor evaluates the permanent personnel instructing the course and noting the discrepancies in their class in comparison to the lesson.

What are the challenges facing the deployment of tactical training now and in the future?
With the mission and environments changing, the future is unknown. For now the customer is meeting the demanding challenges by utilizing the subject matter experts that are assigned to the unit in identifying the training, tactics and procedures that are currently being used in the fleet and incorporating them into the training.
Question 55
How is progress and knowledge retention tracked and measured? Has there been improvement in performance?
Students are given written examinations in some cases and Practical Application examinations in others to ensure retention.
Performance of the students varies from unit to unit.
Question 56
What is working, what is not working? How do you know?
The POIs perform all of their intended functions. This is known from the feedback of units during and after their deployment. There is always room for improvement and enhancement based on a constantly changing environment.
Question 57
What are you considering today to ensure readiness in the future?
POIs are sent to TECOM (Training and
Education Command) for approval, this ensures that we are staying on the cutting edge of training of POI requirements in the present and future.
Question 58 What are the challenges facing the deployment of tactical training now and in the future?
The tactics that are used in the fleet drive the needs of the learner.
Question 59 How have the needs of the learner been changing over time?
The tactics that are used in the fleet drive the needs of the learner.

Has the way they learn stayed the same or are you seeing changes (learning styles, motivations, attention span, application and retention, use of technology)
The learning environment that is used is realistic and practical. The training environment changes in order to meet the requirements that the units must train to.
Question 61 What is changing with the learning environment they are in?
Different tactical scenarios change how the
Marine Corps approaches various scenarios.
Question 62
What has been effective with the integration of learning Integration? Students learn more when they are encouraged to integrate their new knowledge into their life through reflection, discussion, debate, and/or presentation of new knowledge.
The presentation of the student's knowledge through performance has been the most effective.
Question 63
Are the existing performance support tools sometimes referred to as “Interactive
Electronic Technical Manuals”, “e-Guides”, Flashcards, and Labs working to ensure learning transfer occurs and is sustained?
No, they are not referred to as any of the mentioned terms.
Question 64
How have the job requirements, skills, and knowledge changed/evolved for the learner and how has the training kept up or has it?
The job requirements for the learner change with the demand from the Fleet Commanders.
The uniformed subject matter experts assigned to the unit who have the knowledge and experience to incorporate the updated information into their students' training.
Question 65
What is the learning gap this learning initiative addresses (what the learner should know or be able to do.)?
The learner must be able to conduct the operations that are required by the Fleet
Commanders.

Has an Instructional Front End Analysis (e.g., task analysis, learner analysis, needs analysis) already been performed? If so, might we be able to see what has been produced? When?
It has been done on a third of EOTG's POIs within the last two years and whose POIs have been professionally created, vetted, and approved by TECOM.

Has an estimated contract value been determined?
The rough estimate for the contract is 1.15M. It is necessary for vendors to perform their own price analysis because this estimate is not official. Competition will determine what actually a fair and reasonable price is.

Who is required to attend the Post Award

QASP
1. Purpose. This Quality Assurance Surveillance Plan (QASP) has been developed to provide the standard of surveillance for monitoring administrative services in support of the Expeditionary Operations Training Group
(EOTG) and Second Marine Division (2dMarDiv). The Contracting Officer (KO) will appoint two individuals identified in the statement of work as the CORs. One will serve as COR to the contractor(s) assigned to EOTG and the other will servce as COR to the contractor(s) assigned to 2dMarDiv. The CORs will also serve as the
Quality Assurance Evaluator (QAE) and will use this QASP to ensure the standards of the contract are being met. The CORs/QAEs will be referred to as the COR throughout this QASP.
2. Management and Oversight. The QASP is based on the premise that the Contractor and not the
Government, is responsible for the management and any Quality Control action required to meet the terms of the contract. Good management and use of an adequate Quality Control Plan will allow the Contractor to operate within specific performance requirements. QASPs are designed to be objective, fair, and consistent in evaluating Contractor performance against the provided standards.
3. Acceptable Quality Levels (AQLs). AQLs have been established in the Performance Requirement
Summary and provide performance standards that the Contractor will meet in performing the contract. If the contractor meets the required AQL, it will be paid the monthly amount agreed upon in the contract. In the event the Contractor does not meet the established AQLs, the KO has the right to exercise the negative incentives stated in this QASP.
4. Primary Method of Surveillance/Evaluation. The COR will evaluate the contractor’s performance using one or more of the following surveillance methods:
Observation/Random Monitoring: Observation/Random monitoring of staffing levels and personnel qualifications by the COR.
Random Inspection: Random inspection of period of instruction delieverables based on paragraph 6 within the statement of work.
5. Negative Incentives. If any of the performance requirements do not meet the AQL set in the Production
Representative System table, the COR shall document the discrepancy(s) and shall notify the Contractor promptly, and the KO, on a monthly basis, for appropriate action. When the performance is below the AQL standard, the Government may implement negative incentives that include: increased surveillance, reduction in contract price, decision not to exercise next option, increased Contractor reporting, and/or documentation of contractor’s failure to meet performance requirements in the Contractor’s Performance Assessment Reporting
System (CPARS).
6. Notification. The COR will notify the KO, in writing, of unacceptable quality levels. The CO will promptly provide written notification of discrepancies on a monthly basis, or immediately if the situation significantly affects the well-being of the project. The Contractor will be given the opportunity to respond, in writing, and to correct each discrepancy within a reasonable time limit.
7. Response. The Contractor shall provide a written response to the cause and the corrective action to prevent recurrence within ten (10) working days after receipt of the KO’s notification. The Contractor should cite specific quality assurance program procedures or new procedures instituted to prevent recurrence.
8. Records. The COR will maintain contract surveillance files as directed by the KO. Surveillance files will include, as a minimum, the following documentation for this Firm-Fixed Priced, Level-of-Effort contract:
a. COR designation and appointment letters.
b. A copy of the contract and all contract modifications.
c. QASP, Quality Control Plan, and any other monitoring tools, checklists, etc.
d. All correspondence including KO notifications and the Contractor’s responses.
e. Contractor monthly status reports.
f. Monthly evidence of satisfactory performance provided by COR.
g. Evidence of price monitoring: copies of certified invoices tracked against each contract line item.
h. Quarterly technical reviews.
i. Surveillance reports and a summary of the surveillance logs prepared by the COR and submitted to the KO annually.
j. Copies of deficiency reports that may be submitted in support of unacceptable performance identified during the performance period by the COR, or when there is a significant change in the assessment in one or more evaluation areas.
k. Annual in-progress reviews conducted and entered into CPARS .
10. Ratings. The following criteria will be used for performance evaluations: Exceptional, Satisfactory, Marginal, or Unsatisfactory. Upward or downward arrows may be used to indicate an improving or worsening trend insufficient to change to the assessment status.
a. Exceptional. Indicates performance clearly exceeds contractual requirements. The area of evaluation may contain a few minor problems for which corrective action appears highly effective.
b. Satisfactory. Indicates performance clearly meets contractual requirements. The area of evaluation contains some minor problems for which the corrective actions appear satisfactory.
c. Marginal. Indicates performance meets contractual requirements. The area of evaluation contains one or more serious problems for which corrective actions have not yet been identified, appear only marginally effective, or have not been fully implemented.
d. Unsatisfactory. Indicates the contractor is in danger of not being able to satisfy contractual requirements and recovery is not likely in a timely manner. The area of evaluation contains one or more serious problems for which the corrective actions appear ineffective.
11. Documentation. Documentation used and referenced to perform surveillance will consist of monthly reports, contractor plans and procedures, schedules, customer feedback and contract data requirements.
a. Recording Observations. The COR shall use Surveillance Logs to record information on scheduled observations and deficiencies noted. Each observation is recorded on the log. The documents then become a formal record for reference. The contractor is to be told each time that a deficiency is found during scheduled observations. The COR makes a notation on the Surveillance Log of the date and time the deficiency was discovered, then, the COR asks a contractor site manager to initial the notation, documenting notification of the deficiency only.
b. Potential Unacceptable Performance. The COR must identify the specific service that is unacceptable and the possible causes, and ask a number of questions which if answered, will probably pinpoint the source of the problem.
c. Documenting Unacceptable Performance. The COR must attempt to resolve the problem with the contractor. The original log and the attempted solution (along with an evaluation of results) are forwarded to the KO through the COR.
Based on the severity of the discrepancy and the success of the solution, the COR will notify the KO. The contractor shall complete a response to the unacceptable evaluation if requested by the KO or by its own choice.
12. Taking Action.
a. The COR may evaluate the contractor’s performance and document any non-compliance, but only the
KO may take action against the contractor for an unacceptable rating.
b. When the contractor’s performance is unacceptable and a formal action is indicated, the COR will recommend what action may be appropriate for the specific circumstances to the KO.
13. Documentation. The COR retains a copy of all inspection schedules and surveillance activity logs during the course of the contract, and forwards them for inclusion in the contract file at the end of the surveillance period.
However, when a specific service becomes unsatisfactory during a surveillance period, the inspection documentation supporting the contract discrepancy report is forwarded to the KO.

STATEMENT OF WORK
This acquisition will be conducted in accordance with FAR Subpart 13.5, Test Program for Certain Commercial
Items.
The United States Marine Corps MCIEast Contracting Department intends to procure Curriculum Development
Services. M67001-15-T-0013 is issued as a Request for Quotation (RFQ) to provide the Government curriculum development services. The contractor shall provide Curriculum Development Services by performing labor and services for II MEF Expeditionary Operations Training Group (EOTG). The contractor shall accomplish the functions outlined in the Statement of Work (SOW). The location of performance is Marine Corps Base Camp
Lejuene, NC. A detailed description of services are located in attachment one (RFQ).
The RFQ documents and incorporates provisions and clauses that are in effect through Federal Acquisition Circular
2005-78 and DFARS Change Notice (DPN) 20150129.
STATEMENT OF WORK (SOW)
CURRICULUM DEVELOPER SUPPORT
1.0. Background. II Marine Expeditionary Force (II MEF) has a new requirement to direct, coordinate, and development of Programs of Instruction (POIs), Training and Readiness (T&R) Events, and oversee the regular
Course Content Review Board (CCRB) schedule in support of the Marine Expeditionary Unit (MEU) Pre-deployment Training Program (PTP) and the Second Marine Division (2d MAR DIV) Combat Skills Center
(DCSC).
2.0. Scope.
2.1. CLIN 0001. Marine Expeditionary Forces (MEFs) Expeditionary Operations Training Groups (EOTGs) train MEUs and play key roles in preparing and certifying them for deployment. EOTG requires instructional system designers and academic support to ensure their courses are formalized and adhere to
Marine Corps Orders and Policy.
2.2. CLIN 0002. The DCSC requires academic curriculum development support to ensure their courses follow a professional, standard, and formalized structure while adhering to all pertinent Marine Corps orders and policies. All members of the DCSC staff contribute to the organization’s ability to enable 2d MAR DIV units to focus on higher level tasks and larger exercises while ensuring that Marines and Sailors receive standardized small unit level training. The organization is also prepared to assist in Marine Corps Combat
Readiness Evaluations and combat oriented competitive events upon request.
3.0. General Requirements.
3.1. Work Location.
3.1.1. CLIN 0001 Specific. The work shall be performed in Government facilities at II MEF EOTG
(Camp Lejeune, North Carolina) in support of all EOTGs. Contractor(s) are required to work in government facilities and a variety of outdoor ranges due to a daily requirement for coordination with tactical subject matter experts (SMEs) and EOTG instructors.
3.1.2. CLIN 0002 Specific. The work shall be performed in Government facilities and aboard training ranges (to include live fire ranges) assigned to 2d MAR DIV, aboard Marine Corps Base (MCB)
Camp Lejeune, North Carolina, in support of II MEF and all MSCs. Contractor(s) are required to work in government facilities and a variety of outdoor ranges due to a daily requirement for coordination with tactical subject matter experts (SMEs), DCSC instructors, range support activities, and base support agencies.
3.2. Performance Standards. The Contractor(s) shall provide the necessary resources and infrastructure to manage and administer this contract as defined in the basic contract SOW. Contractor shall provide the following personnel per CLIN.
3.2.1. CLIN0001. One (1) Curriculum Developer Supervisor and two (2) Curriculum Developers
3.2.2. CLIN0002. One (1) Curriculum Developer
3.3. Work Hours. The standard work week for federal employees is 40 hours per week. The standard 40 hour week is defined as five (5) days a week, eight (8) hours a day. The contractor is advised that deviation from this standard workweek may affect access to buildings, materials and or government employees. SOW. The Regional Contracting Officer (RCO) Procuring Contracting Officer (PCO) will interface with the prime Contractor(s)’s representative for payment and administrative issues.
3.5. Technical Performance Quality. The Contractor(s) shall be responsible for establishing a staff complement capable of handling the responsibilities, execution, and coordination of team resources as defined in the basic contract SOW.
3.6. Applicable References. The Contractor(s) shall use the below references and links, all of which are
“Approved for public release; distribution is unlimited” as a guide to the extent necessary to accomplish the tasks as stated in this SOW. If during the execution of the contract the government uncovers the need for additional references or changes to cited references, the government will provide these to the Contractor(s).

5.1.2. Lead all Contractor effort in the coordination with EOTG designated Government Personnel for the development, revision, and update of all EOTG programs of instruction (POIs)
5.1.3. Provide oversight and management of all Contractor EOTG developed materials;
5.1.4. Oversee the research and analysis of instructional material, and methods to meet course objectives;
5.1.5. Make recommendations for curriculum improvement and implementation; and
5.1.6. Support the curriculum development process as additionally defined in para 5.2.2.
5.2. The Contractor(s) shall provide technical subject matter expertise (SME) for curriculum development in support of EOTG Programs of Instruction (POIs). Specifically:
5.2.1. The Contractor(s) shall provide technical subject matter expertise (SME) to Government instructional staff on instructional design, and techniques in support of curriculum development.
This shall include:
5.2.1.1. Providing instructional staff with guidance on instructional techniques.
5.2.1.2. Providing instructional staff with guidance on adult learning theory.
5.2.1.3. Evaluate EOTG curriculum.
5.2.2. The Contractor shall support the curriculum development process including the development of the POIs and supporting master lesson files, associated presentations and other media, and student handouts. The Contractor(s) shall:
5.2.2.1. Conduct analysis of instructional material, equipment, facilities, and methods to meet course objective changes to improve the curriculum.
5.2.2.2. Determine detailed subject matter and references to be included in POIs.
5.2.2.3. Develop course materials such as study guides, visual aids, simulations (mock up and models), proficiency charts, training aids, handouts, and course and instructional outlines.
5.2.2.4. Revise lesson plans to include updated course material and coordinating updates with other related courses of instruction.
5.2.2.5. Develop new POIs.
5.2.2.6. Develop EOTG training and readiness (T&R) events.
5.2.2.7. Consolidate existing POIs for centralized supervision and management by II MEF
EOTG.
5.2.3. The Contractor shall provide coordination support to the EOTG CCRBs including:
5.2.3.1. Attendance at appropriate course curriculum review boards in support of the curriculum development process. The curriculum development process includes a curriculum review board that serves as a forum to conduct reviews of the POI content. The curriculum developer shall be present at this forum to collect analyzed course evaluation data, and capture the information that is passed by the operating forces subject matter experts for that community and/or particular training functional area, to complete the Out Brief
Power Point presentation. The Contractor may not make decisions on any issues, arising from their attendance.
5.2.3.2. Review of the POIs, throughout development, to ensure Marine Corps standards are met as per references(s).
5.2.4. The Contractor shall provide the following support for Course Material Research, Development, and Update:
5.2.4.1. Research of training source material to ensure currency, adequacy, and accuracy of established course documents.
5.2.4.2. Assimilating current directives concerning new systems, doctrine, technical information and procedures and recommending changes in course content or course materials for maximum responsiveness of the training.
5.2.4.3. Evaluate new or revised lesson material to ensure content validity, adequacy and appropriateness of content in accordance with applicable Marine Corps references.
5.2.4.4. Analysis and assessment of the impact of new material on other related courses of instruction.
5.2.4.5. Participation in the annual TRI-MEF EOTG Conference and Operations and Assessment
Group (OAG) for the purpose of gathering information pertinent to Course Material to complete the Out Brief Power Point presentation. The Contractor may not make any decisions on any issues, arising from their attendance.
5.2.5. The Contractor shall monitor and evaluate effectiveness of curriculum covering a wide variety of topics in well-established areas of a subject-matter field. This shall include:
5.2.5.1. Monitoring and evaluating training effectiveness throughout course of instruction.
5.2.5.2. Analyzing course effectiveness and providing recommendations for any necessary changes in the assigned unit of instruction.
6.0 CLIN 0002 Specific Tasks.
6.1 The Contractor shall support the DCSC curriculum development requirements. Specifically, the
Contractor shall:
6.1.1. Lead all Contractor efforts in the coordination with the DCSC designated Government Personnel for the development, revision, and update of all DCSC POIs;
6.1.2. Oversee the research and analysis of instructional material, and methods to meet course objectives;
6.1.3. Make recommendations for curriculum improvement and implementation; and
6.1.4. Support the curriculum development process as additionally defined in para 6.2.2.
