STATEMENT OF WORK

GENERAL INTENT

BACKGROUND

Systems and Operations

MCB Camp Lejeune and MCAS New River currently have 26 low pressure steam boilers ranging from 500 lb/hr to 100,000 lb/hr and approximately 150 closed loop hot water boilers. These plants contain mainly carbon steel piping for aux steam, steam distribution and condensate return. We have year round operation for most of the steam boilers and most closed loop hot water boilers. Condensate return levels range from 20% to 80% with variations in the 50% range. 1700, the largest plant, averages about 20% return. Steam output for the 5 largest plants is about 1 Billion pounds annually. Steam loads vary significantly on an hourly basis. There is also a seasonal decrease of about 50 % from winter to summer. Sulfite is batch fed at some locations. Other treatments are delivered via neat feed. Most chemical feed pumps are < 6 years old.

Our steam plants are listed below. Some plants have multiple chemical feed pumps:

Large Steam Plants

1700 - 8

4151 - 3

BB-9 - 2

G-650 - 3

M-625 – 3

These large steam plants are being phased out during a steam decentralization program currently in progress. Sampling and chemical treatment requirements will be significantly reduced.

Small Steam Plants

RR-15 – 2

WC-100 – 1

A-1 - 1

RR-135 – 1

AS-710 – 1

AS-3525 - 1

AS-3502 – 1

FC-65 – 2

M-455 - 2

G-640 – 2

Batch and feed tanks are in good shape. We have a mix of stainless steel and plastic tanks from ~ 30 to 150 gallons. Chemical feed lines are stainless steel, carbon steel and plastic. Most lines are in good shape. We are in the process of installing main steam amine feed where it is advantageous. In the past, we have encountered problems with chemicals freezing in outside bulk storage and have moved to inside storage where possible.

Water Quality

Our makeup water is supplied by base water treatment facilities and, in most cases, is sodium (salt) softened prior to entering the boiler.

Typical makeup water results:

pH 7.7 – 9.2

Raw conductivity 250 - 550 us/cm

Hardness ~ 70 – 220 ppm as CaCO3

Total Alkalinity ~ 80 ppm

*The Air Station hardness is currently ~ 200 ppm for city water.

Our condensate return quality varies with:

Raw Conductivity <10 to > 200 us/cm pH 6.5 – 9.0

Hardness is routinely < 1 ppm with excursions to > 100 ppm as CaCO3.

SCOPE

The objective of the Steam Generation water treatment program at Marine Corps Base, Camp Lejeune, NC and Marine Corps Air Station, New River, NC is to prevent corrosion of and maintain clean heat transfer surfaces in pretreatment, boilers, steam supply and condensate return systems.
