Messhall Refrigeration Units Repair Background
The requirement of this scope of work is to repair six walk-in freezers that preserve perishable food items served to base personnel and training units aboard Mountain Warfare Training Center. These refrigeration units are critical for preserving meats, produce, and dairy products for high altitude cold weather training units. The current freezers are beyond their life expectancy and frequently break down which directly impacts training. These break downs have created a strain on Chow hall staff and has become a maintenance burden. Over past several months these breakdowns have cost the command thousands of dollars in loss of perishable inventory and have delayed shipment of food products. This past year, two of the units were down during the peak troop evolution periods. This resulted in having to rent a tractor trailer refrigeration unit to temporarily store the food products.
Objectives The objective is to repair six refrigeration units in order to maintain freezer temperatures below 0 degrees Fahrenheit. Refer temperatures need to be maintained for the proper storage of meats, produce, and bread products that feed training units while at Marine Corps Mountain Warfare Training Center. Maintaining the existing units has been difficult given the age of the equipment and the obsolete refrigeration technology of the condensers and evaporation units. These two systems are vital to proper freezer performance. The Facilities Maintenance Department has on average responded ten times monthly when freezer temperatures rise above 10 degrees. The goal is to replace existing condensers, evaporators, compressors, line-sets, and associated supporting devices.
Scope
· All existing freezer boxes are to remain on site in their original positions.
· New evaporators will be installed with new controls including thermostats, fan switches, timers, metering devices, and valves. New fans will be installed with evaporator. Install new door seals in all six boxes.
· Line set will be installed to connect compressors to corresponding evaporators. Pipe will be of proper size insulated and used to convert liquid refrigerant into vapor. Operations checks are to be conducted for all installed equipment.
· Check and replace door heaters as needed. New line sets are to be installed to include insulation. Line-sets will be fastened properly to walls of wooden blocks to prevent future breakage.
· On freezer box #7 install an audible alarm and strobe warning light to indicate when the door is opened and not closed.
· New condensing units are to be scroll type to include new compressors, filter dryers, sight glasses, and controls. All associated piping will be properly fastened to prevent breakage. New refrigerant should be charged to each system (r-404) or like, type and weight of refrigerant should be clearly marked on each unit. If necessary, the racking system will be modified to accommodate the new condensing units. Old condensing units will be removed and disposed of offsite.
· Prior to work acceptance, units must be ran and checked for proper cooling and freezing of stored goods.
Listed below are the sizes of the existing two walk-in freezers and four walk-in coolers:
2 Freezers 18' x 14' x 8'
2 walk in coolers 20' x 14' x 8'
1 walk in cooler 14' x 16' x 8'
1 walk in cooler 14' x 8' x 8'
All residue refrigerants must be evacuated, stored, and transported off base property and disposed of by the contractor. Old condensing units and evaporators must be removed from the work site transported off base property and disposed of by the contractor.
The contractor shall coordinate with Chow Hall personnel for possible outages that would affect meal schedules throughout each day. The results of the end product shall be to extend the useful life of the (6ea) refrigeration unit that supports training mission. The contractor will provide all necessary materials, equipment, and labor to fully complete the repair of six refrigeration units.
SCHEDULE:
The contractor is required to commence work twenty-one (21) calendar days after the date of award, (unless otherwise directed) and shall complete the entire job no later than ten (15) calendar days after the required commencement of work. The time stated includes final clean up of the job site.
Within seventy-two (72) hours of award and prior to starting work, the contractor shall provide the Contract Surveillance Representative (CSR) at building 1036 (760) 932-1592 with a written work schedule. The contractor shall adhere to the submitted schedule unless prior written notification is submitted. The contractor shall also provide twenty-four (24) hours notice to arrange for final inspection.
The contractor shall meet with key base mechanics on a daily base through the duration of the project. Four progress meetings will be held at the Facilities Maintenance Department to inform management of progress and any unforeseen problem that may arise. Contractor will work in conjunction with Chow Hall food delivery schedules.
DAILY REPORTS:
The contractor shall report any possible deviations, additions or work performed the previous day before 10:00 A.M. All outages shall be coordinated and routed through the Facilities Maintenance Department using the standard outage request form provided by the Facility Manager at 760-932-1592. Requests must be submitted five working days prior to outage.
SAFETY REQUIREMENTS:
The contractor is required to conform to the most current edition of the U.S. Army Corps of Engineers Safety and Health requirements, EM385-1-1 and all applicable OSHA standards. Current year National Electrical Code (NEC) and 70E grounding and bonding standards, as well as all OSHA requirements regarding the evacuation of refrigerants.
CLEAN-UP AND DISPOSAL:
Work areas shall be left in a neat and orderly manner with all debris being picked up at the end of each day. Contractor shall remove all debris associated with the performance of this contract, from MCMWTC and dispose of at a landfill approved by Mono County for the acceptance of such waste. The contactor will transport all waste to the landfill. Marine Corps Mountain Warfare Center does not and will not provide dumpsters, or disposal transportation to any landfill space. Such waste will be transported by the contactor. Marine Corps Mountain Warfare does not and will not provide waste disposal of any product or byproduct of this project.
