This notice is in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions.
The U.S. Department of the Interior, Bureau of Ocean Energy Management (BOEM), Acquisition Operations Branch, is the contracting office for this procurement. The purpose of this notice is to announce the Government’s intent to issue a contract using other than full and open competition to Southall Environmental Associates Incorporated, in accordance with
FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy
Agency Requirements.
The Bureau of Ocean Energy Management (BOEM) anticipates entering into a firm fixed price contract with Southall Environmental Associates Incorporated for the project entitled, "A Risk Assessment Framework to Assess the Biological Significance of Noise Exposure on
Marine Mammals."
The research study is the direct expansion and extension of cutting-edge methodology initially developed by this contractor (and sub-contractors) as the first, and currently only, framework capable of estimating the risk to a whole population of a marine animal species from combination of the impact modeling of individual animals and the inclusion of quantified subject matter expert opinion. This framework has been tested for a short-term and local case, but will be expanded to integrate additional biological variables, consider many overlapping activities (called aggregate) and also consider long-term, large- scale potential effects of chronic noise (i.e., multiple activity types, multiple seasons, ecologically-meaningful spatial and temporal scales).
It is anticipated this effort will have a thirty (30) month period of performance. The applicable NAICS Code is 541690, Other Scientific & Technical Consulting. This is NOT a request for competitive proposal. However, responsible sources may identify their interest and capability to respond to the requirement by emailing the Point of Contact (POC) listed below, by 2:00 PM (ET) on August 23, 2016 for consideration. A determination by the
Government not to compete this action based on this notice is solely within the discretion of the Government. POC: Douglas Marr, Contracting Officer, BSEE, Acquisition Operations
Branch, 45600 Woodland Road, Sterling, VA 20166. Any response must be emailed to douglas.marr@bsee.gov. PHONE CALLS ARE STRONGLY DISCOURAGED.
