QUESTIONS AND ANSWERS
Question 1 - Reference: Solicitation, page 55 of 59, Section C, Volume III: Past Performance, the statement “…references shall be relevant contracts completed within the last three (3) years …” “Would the Government please accept reference contracts that are ongoing with successful performance”?
Answer: Yes. The Government will accept references with current contacts that has ongoing successful performance.
Question 2 - Reference: Solicitation, PWS 18.1.2 Comment: In the PWS, spec item 18.1.2 makes reference to the incumbent contractor.
“Would the Government please provide the name of the incumbent contractor”?
Answer: Martin Edwards and Associates, Inc.
Question 3 - Reference: Solicitation, PWS 2.0 Scope of Requirements, the statement “The Contractor shall utilize ENERGY STAR products, as specified at www.energystar.gov/products.” and PWS 4.2.1 Washer Specifications, the statement “A basic Top Load machine is the most desirable.”
Comments: EnergyStar.Gov removed “commercial grade” top load washers and dryers from their offerings as of 12/31/17. This would require us to propose commercial grade frontload washers that are Energy Star certified. If the solicitation is amended to remove the Energy Star rating requirement, we can propose the more desirable commercial top load washers.
“Would the Government consider removal of the Energy Star certification rating so we may provide the preferred top load washing machines”?
Answer: The Government will remove the Energy Star requirements.
Question 4 - Reference: Solicitation, PWS 5.0 Labeling, spec item 5.1.1 the statements “For washers, the letter "W" followed by the serial number. For dryers, the letter "D" followed by the serial number.”
Comment: Our experience has shown that an identifier such as W001 or D010 on the affixed label on the front of the machine is more user friendly than trying to write down or remember a serial number when a building manager or occupant needs to reference a certain machine needing attention. This way we have the labels ready at time of installation. We would then reference this number W001 and serial number and building location/floor, date of installation on the required inventory 5.1.2 in excel format within a few days after installation.
“Would it be acceptable to the Government to use washer and dryer identifier numbers such as W001 and D001 in large print versus using W or D and serial number”?
Answer: Yes. Your identifier will be acceptable.
Question 5 - Reference: Solicitation, PWS 17.0 Transition/Relocation
Comment: As a CIMS certified contractor, DSC must make an effort to recycle any and all recyclable materials. There will be a large amount of cardboard that should be recycled from this operation.
“Does the Government have a recycling program on the base that will accept the amount of cardboard included in the washer and dryer packaging for this contract”?
Answer: Yes. The government will provide trailers to dispose of the cardboard for recycle. The contractor will place all cardboard in the provided trailer. Contractor will be responsible for disposing of any non-cardboard items.
Question 6 - Reference: Solicitation, PWS 4.0 Specific Tasks, specification item 4.1.1
Comment: In a similar contract in the past, the incumbent just went in and pulled out their machines, allowed water leaked from hoses to remain on the floor along with lint and general dirt. We had to clean up several of the rooms before our machines could be installed.
“Will the incumbent contractor be required to clean the lint, trash, gunk and leaked water from the floors at all the locations where machines are to be installed when they remove their machines”?
Answer: Yes. The incumbent will be required to clean up areas and vents upon removal.
Question 7 –“ I am asking if you would accept top load commercial heavy duty washers that will meet all of your requirements except Energy Star. You can ask some of the Marine employees who were around when the front load washers were installed a Parris Island to give you a better idea of why front loads will not be a good fit for Marines”.
Answer: The Government will remove the Energy Star requirements for the commercial top loaders.
Question 8 – “On January 1, 2018, the energy star program no longer lists any commercial top load washers as energy star compliant. Does the government want energy star frontload washers or just regular household washers”? “As of January 1, 2018, commercial clothes dryers also no longer receive an energy star rating”. ‘Would the government like a household dryer”?
Answer: The Government will remove the Energy Star requirements for the commercial top loaders and dryers. The Government do not want any household dryers. Both washing machines and dryers must be commercial grade.
Question 9 – “What is the designated staging zone for the machines”?

Answer: See updated PWS, Exhibit A.
Question 11 – “On paragraph 5.1.1 it states “all appliances shall be identified as property of the contract.” Is that statement correct”?
