Memorandum for Record

Subj: Request for Quotation M0068118Q0031

Re: Amendment 0001

1. Contract History: The Mountain Warfare Training Center (MWTC) has intention to procure 27 over the snow (OTS) vehicles needed for cold weather training. PR M95450-18-RC-75732 and 75733 in the amount of $1,378,417.80 were received to purchase 6 OTS vehicles. The RFQ was released and posted on FBO 17 April 2018 with a closing date of 23 April 2018. On 17 April 2018 notification was provided that funding for an additional 15 OTS vehicles was approved. The PR was received in house on 18 April 2018.

2. Background:

a. Questions were received in response to the RFQ posted. The following questions were received from Tucker Sno-Cat:

#1 QUESTION: Looking at the current SALIENT CHARACTERISTICS on page 5, the width dimensions are intended for the INSTRUCTOR VEHICLES. The other CARGO and PASSENGER vehicles are a little wider at 104".

QUESTION: On the top of page 9, highlighted is a note about the location of the hoist, however only the CARGO units are equipped with hoists.

#3 QUESTION: I would like clarification on how the bid is awarded. Specifically, is each line item awarded separately, or is the entire bid awarded exclusively?

b. Response was provided by Jim Seaman as follows:

#1 ANSWER: A machine width of 104" is acceptable. We can work with 104" width. We'll need to take extra care when operating the machines over one particular narrow bridge in the training area, and that can be accomplished at this width.

#2 ANSWER: The issue with the hoist is correct. It is required only on the cargo variant machines. That characteristic should be deleted from the passenger variant machine.

#3 ANSWER: It is an all or none solicitation. Please note the first six vehicles are required by 15 Nov 18. As part of your quotation we are asking you to quote your best delivery for the remaining vehicles.

3. Action: Amend the current RFQ posted, M0068118Q0031, to:

Provide questions and answers as well as amend the Salient Characteristics to reflect the hoist is only for the cargo vehicle.
