AMENDMENT 01 SUMMARY OF CHANGE
The purpose of this Amendment is to:
a.) Extend proposal due date from 0900PST 21 January 2016 to 0900PST 26 January 2016.
b.) Provide response to questions 1- 33 received from industry. Responses are provided as a separate attachment.
c.) Revise the PWS. Please review the PWS in its entirety as paragraph numbers have changed in addition to providing supplementary information.
d.) Change CLINs titled “Special Skills Instructor Support” to “Labor Support”.
e.) Revise structure of Travel SLINs. All travel pricing is now required on SLINs 0002AA, 1002AA, 2002AA and
3002AA.
f.) Provide opportunity for any remaining questions to be submitted IAW Addendum To 52.212-1 paragraph 2 (extended until 8:00 a.m. PST on 19 January 2016).
g.) Revise 52.212-1 paragraph 4(c)2 and 52.212-2 paragraph 1 to indicate only SLIN 0002AA, 1002AA, 2002AA and 3002AA require pricing.
h.) Revise PWS reference paragraph numbers within Performance Requirements Summary of the QASP. Revised QASP has been provided as a separate attachment.

Paragraph (b) entitled “Submission of Offers” is deleted in its entirety and replaced with the submission instruction below:
1. SUBMISSION OF PROPOSALS: Proposals must be returned to the address listed below no later than the date and time specified in block #8, page #1 – Pacific Daylight Time (PDT). Proposals may either be hand delivered or submitted by way of commercial courier service (FEDEX, UPS, etc.). Do not attempt to send the proposal via the US Postal Service (USPS) since the US Postal Service does not deliver to the building.
For proposals delivered by hand, offerors are advised that entry to the installation is restricted, and offerors are directed to familiarize themselves with the entry control location and process. Entry processing time is unpredictable and can be lengthy. The addressee indicated above may be able to facilitate entry processing, but is not required to do so, and inability to gain access shall not excuse late delivery.
Proposals shall be submitted using page size of 8.5 x 11 inches. Pages may be single-spaced but shall have at least double spacing between paragraphs. Times New Roman, 12 point font shall be used except for figures, tables, and diagrams where smaller is acceptable as long as it is readable. The maximum page limit for each part includes all text pages, tables, graphs, and other types of illustrative material. Table of contents do not count against the page limits for the respective parts. Excess pages exceeding the maximum limits will not be read or considered in the evaluation

4. COMPLETE SUBMISSIONS: This section specifies the contents, format, and limitations that the offerors shall use when submitting proposals. Submissions shall be in the form prescribed below and shall contain a response to each of the areas identified. Each of the parts must be separate and complete so that the evaluation may be accomplished independently for each part. A complete submission must be received for consideration. A complete submission requires the following four (4) volumes:
(a) VOLUME I: General (Submit 1 Copy)
1. DoD Security Clearance. Each Offeror shall provide, as part of their proposal, a copy of their letter from DISCO that grants their facility and security clearance levels. Include a statement certifying that all personnel employed to perform under the resultant contract meet the qualifications (to include the requisite security clearances, and National Agency Checks) in the DD Form 254, Contract Security Classification Specification, Attachment 1 as of the performance start date.
2. Standard Form of contract 1449: Blocks 17a, 30a, 30b, and 30c of page 1 of Standard Form 1449 shall be completed. C o p i e s of any amendments (SF-30) shall be signed. The 1449 and SF-30 shall be signed by an authorized agent to confirm that the offeror has read and agrees to comply with all the terms, conditions and instructions provided in the solicitation document.
(b) VOLUME II: Technical – must not exceed 20 pages. ( S u b m i t 5 C o p i e s )
The Technical Proposal shall not contain price information. Technical Proposals shall be clear, concise, and include sufficient detail for effective evaluation against factors defined in 52.212-2 of this solicitation. The proposal should not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the offeror intends to meet the requirements of the PWS. Statements that the offeror understands, can, or will comply with the PWS; statements paraphrasing the PWS or parts thereof; and phrases such as “standard procedures will be employed’ or “well know techniques will be used,” etc., will be considered unacceptable. Offerors shall assume the Government has no prior knowledge of their experience, and will base its evaluation on the information presented in the proposal. In particular, the technical proposal shall describe:

1. An overview of the methodology guiding the performance of the technical requirements in accordance with the PWS and general description of how the technical approach will be applied to accomplishing the requirements.
2. The proposed knowledge, skills, abilities and qualifications required to perform the PWS.
3. An overview of how the Offeror plans to recruit, train and retain a qualified workforce capable of delivering expertise. The proposal shall also demonstrate the Offeror’s ability to backfill vacant positions without creating a break in service.
(c) VOLUME III: Price - Volume II does not have a page limitation. (Submit 1 Copy)
1. If adequate price competition is not obtained or if price reasonableness cannot be determined using price analysis of Government-obtained information, additional information in accordance with FAR 15.4 may be required to support the proposed price.
2. The price shall be provided in the schedule of services contained in the solicitation 1449 Standard form – Line items 0001, 0002AA and 0003, to include all respective Option line items. Within a separate sheet, the offeror shall include a project staffing plan that includes the fully burdened hourly wage rates by labor category. Historically 14 contractors have been staffed annually to support the training schedule.
(d) VOLUME IV: Past Performance – (Submit 1 Copy)
1. Offerors shall provide no more than a total of five (5) relevant past performances references to include both the prime and any sub contractor. Relevant is defined as performance related to the Scope (2.0) and/or Tasks (3.0) of the PWS within the last three (3) years from the date of issuance of the solicitation. Include the following fields:
- Customer;
- Contract/Task Order number;
- Contract type;
- Program name;
- Role; Prime/Subcontractor
- Total contract value;
- Identification of any Key Staff involved;
- Description of work performed / relevance to this task, provided in ‘bullet’ format;
- Names / telephone numbers / e-mail for the PCO and/or COR
If the offeror is unable to provide five (5) relevant contracts for the past performance evaluation, a lesser number may be submitted. U n d e r no circumstances may an offeror submit more than five (5) contracts for review, regardless of whether the contracts were performed by the offeror, subcontractor(s), or any combination thereof. Any submission(s) in excess of this stated limit will be excluded by the Government. If subcontractor contracts are submitted, the offeror must also clearly indicate the percentage of work that the subcontractor(s) performed under each task/category of effort throughout the course of the contract. If the offeror possesses no relevant past performance, it should affirmatively state this fact in the Past Performance Information List. Failure to submit the completed Past Performance Information List shall be considered certification (by signature on the offer) that the offeror has no past performance for like or similar items for the Government to evaluate.
2. Past Performance Questionnaire. For each contract referenced, a Past Performance Questionnaire contained as Attachment 2 must be completed and submitted. The offeror shall complete Part I and II of the Past Performance Questionnaire and e-mail the questionnaire to the applicable POC. Each POC shall be instructed to complete the questionnaire and e-mail the entire questionnaire to the Contracting Office no later than the proposal due date, to the contract specialist Kate Wimmer at katrina.wimmer@usmc.mil..
If an offeror already has an evaluation completed within the Contractor Performance Assessment Report (CPAR) website for one of the referenced contracts provided in 4.d.1, a Past Performance Questionnaire does not need to be submitted.
3. The Government may use Past Performance information obtained from sources other than those identified by the Offeror. It is incumbent upon the Offeror to explain the relevancy of the data provided by the Offeror. The Government has no duty to search for data to cure the problems it finds in the information provided by the Offeror. The Offeror has the burden of providing thorough and complete past performance information.

PERFORMANCE WORK STATEMENT
1.0 INTRODUCTION This is a requirement for a non-personal, technical and advisory support services to the I Marine Expeditionary Force (I MEF) G-7/ 1st Expeditionary Operations Training Group (EOTG).
2.0 BACKGROUND
2.1 Installation: Marine Corps Base (MCB) Camp Pendleton provides training facilities for numerous Navy and Marine Corps units, as well as US Army, National Guard, state, and local agencies. Over 60,000 military and civilian personnel work aboard MCB Camp Pendleton every day. The base is the home of I Marine Expeditionary Force (I MEF), 1st Marine Division (lst MARDIV), 1st Marine Logistics Group (lst MLG) and numerous other tenant units and organizations. MCB Camp Pendleton covers over 125,000 acres and is located 38 miles north of downtown San Diego in the northwestern portion of San Diego County, California, immediately north of the city of Oceanside. The 1st EOTG is responsible for conducting the Special Purpose Marine Air Ground Task Force (SPMAGTF) Certification Exercise (CERTEX), MEU Pre-deployment Training Package (PTP) and Realistic Urban Training (RUT).
2.2. Supported Unit:
The mission of 1st EOTG is to provide training in select special skills and conduct and evaluate collective training, in order to prepare Marine Expeditionary Units (MEU) and other designated deploying forces to support the Geographic Combatant Commanders. In order to accomplish mailto:katrina.wimmer@usmc.mil this task, 1st EOTG is organized to tailor unit training needs and requirements. The 1st EOTG is divided into three separate branches. These are:
2.2.1 Amphibious Raids Branch (ARB): Provide challenging, relevant, and realistic training for deploying units assigned to I MEF and 31st MEU, as well as non-MEU units in the conduct of amphibious raids, rappelling, climbing, and Tactical Recovery of Aircraft and Personnel (TRAP) in order to prepare them to support the Geographic Combatant Commanders.
2.2.2 Special Training Branch (STB): Provide relevant and realistic specialized individual skills and collective unit training to the Maritime Raid Force (MRF), associated enablers, reconnaissance and surveillance teams, and scout snipers assigned to I MEF (11th, 13th, and 15th MEUs) and 31st MEU.
2.2.3 Advisor Training Branch (ATB): The ATB provides the Commanding General (CG), I MEF a training capability focused on providing Commanders the highest trained Advisor Training Teams (ATT) to assess, train, advise, and assist Partner Nation Forces to develop their forces for self-sustained operations. As the Commanding General's Subject Matter Experts (SME) for advising, ATB trains globally-sourced personnel and designated battalion teams for specified enhanced skills based on anticipated employment (e.g., Border Patrol, Policing, Military Training, Female Engagement Teams, etc.).
3.0 SCOPE
3.1 The contractor shall provide on-site support services in each requirement area during the period of performance for the I MEF G-7/EOTG in support of special skills training to students..
The contractor is responsible for administration and supervision of all contractor employees.
3.2 The contractor shall provide subject matter expertise, instructional services as well as, exercise and training support through the execution of site surveys, attendance of various annual sustainment training evolutions and all other technical and advisory support services outlined in this document. Additionally, the contractor is responsible for providing support during the initial, mid, and final planning conferences for exercises and training events as required. This is a continuous training cycle in preparation for every major training event in support of the I MEF MEUs (11th, 13th, 15th, 31st), and SPMAGTF.
The 1st EOTG Annual Training Exercise & Employment Plan (TEEP), which includes the exercises and training events, are listed in the table below:
The Contractor is responsible to provide on-site support services in each requirement area in support of the EOTG TEEP during the period of performance for the G-7/EOTG.
4.0 TECHNICAL REQUIREMENTS. The Contractor shall provide services in the following categories:
4.1 MEU Reconnaissance and Surveillance (R&S) Course: The purpose of this course is to provide mission planning and execution in support of reconnaissance missions in both rural and urban environments for select personnel in preparation for duty as members of Scout-Sniper platoons, Battalion Landing Team (BLT) Reconnaissance Platoons, and Radio Reconnaissance Teams (RRT). The skills acquired during this course will prepare the Marines for combat and reconnaissance missions. This course includes instruction in reconnaissance and surveillance, observation techniques, patrolling, hide site construction, field skills, mission planning, communications and Surveillance and Reconnaissance Center (SARC) operations. Specific classes include operating from a hide, stalking, preparing a field sketch, reporting information and performing reconnaissance on an objective. Marines plan reconnaissance missions and select key targets in support of the mission. Marines employ field expedient antennas and operate High Frequency, Ultra High Frequency, Very High Frequency and Satellite Communication (SATCOM) radios as well as the Marine Air Ground Task Force (MAGTF) Secondary Image Dissemination System (SIDS). The four week course is taught four times a year for a total of 16 weeks. The class size is composed of up to 50 students with an instructor to student ratio of 1:10 in a field setting.
NOTE: For the purpose of this document, instructor to student ratios are always in reference to field training evolutions and do not apply to classroom evolutions.
4.2 EOTG Sniper Course: The purpose of this course is to provide advanced combat marksmanship training in support of missions for select personnel in preparation for duty as a member of a Scout-Sniper platoon or reconnaissance sniper team. This course provides

Instruction in precision shooting includes basic field firing techniques, target engagement in a built up area, night fire with the aid of night optics, position shooting, ballistic classes, immediate action drills, and aerial shooting from a helicopter platform. Students receive instruction on sniper movement and shooting techniques during Situational Training Exercises (STX) in support of BLT and MEU training exercises.
The five week course is taught four times a year for a total of 20 weeks. The class size is composed of up to 12 students with an instructor to student ratio of 1:4 in a field setting.
4.3 Close Quarters Training Course (CQT): The purpose of the CQT Package is to provide close quarters marksmanship and small unit urban tactics training in support of MEU operations for reconnaissance Marines in preparation for duties as members of a MRF Assault Element. The course includes advanced marksmanship training with the M-4 carbine and the Close Quarters Battle Pistol (CQBP). Employment of dynamic entry techniques, securing various objectives, detailed planning and execution of movement to and from objectives, and discriminative target engagements are also covered in this course. Field firing exercises and tactical decision-making exercises with live ammunition and Special Effects Small Arms Marking System (SESAMS) are executed on numerous occasions to reinforce classroom instruction. Students are provided detailed instruction and are closely evaluated on an individual basis. The seven week course is taught three times a year for a total of 21 weeks. The class size is composed of up to 50 students with an instructor to student ratio of 1:5 in a field setting.
4.4 Assault Climber Course: The purpose of this course is to train selected Marines from the MEU’s Ground Combat Element (GCE) as lead climbers skilled in day and night climbing operations. The course curriculum covers:
(a) cliff reconnaissance and assault
(b) tree rescue
(c) application of rope systems in urban and mountainous environments
(d) lead climbing in urban and mountainous environments
(e) urban night climbing
(f) urban anchors
(g) ascending and descending techniques
(h) creating a reconnaissance plan
(i) steep earth, mountainous movement, and conducting climbing-oriented Operational Risk Management (ORM).
The course is divided into three phases, each consisting of classroom lecture, practical application, and written evaluation. The five week course is taught four times a year for a total of 20 weeks. The class size is composed of up to 30 students with an instructor to student ratio of 1:4 in a field setting.
4.5 Helicopter Rope Suspension Techniques (HRST) Master Course: The purpose of this course is to train and qualify selected Marines in HRST Operations. The course covers fast rope, rappel, and Special Patrol Insertion/Extraction (SPIE) techniques from helicopter platforms, to include developmental preliminary training from static towers. The air platforms currently covered in the course are CH-53, CH-46, MV-22, SH-60 and UH-1 rotary wing aircraft. The two and a half week course is taught six times a year for a total of 15 weeks. The class size is composed of up to 30 students with an instructor to student ratio of 1:4 in a field setting.
4.6 Security Element Course: The purpose of this course is to train the Battalion Landing Team (BLT) Security Element that will work with the Assault Element. The Security Element provides the Maritime Raid Force (MRF) with a selected platoon of Marines drawn from the BLT and trained to support limited scale raids, Visit Board Search and Seizure (VBSS), and other specialized missions carried out by the MRF. The Security Element Course includes marksmanship training with the M-4 or M-16. Employment of basic entry techniques, securing various objectives, detailed planning and execution of movement to and from objectives, and discriminative target engagements are also covered during this course. Field firing exercises and tactical decision-making exercises with live ammunition and SESAMS are executed on numerous occasions to reinforce classroom instruction. Students are provided detailed instruction and are closely evaluated on an individual basis. The three week course is taught four times a year for a total of 12 weeks. The class size is composed of up to 45 students with an instructor to student ratio of 1:10 in a field setting.
4.7 Maritime Interoperability Exercise: The purpose of this exercise is to integrate the separate elements of the Maritime Raid Force: Assault Element, Security Element, Aerial Sniper Element, and Rigid Hull Inflatable Boat (RHIB) crews and provide them VBSS training to support the MEU’s Maritime Interdiction Operation (MIO) mission. The two and a half week course is taught six times a year for a total of 15 weeks. The class size is composed of up to 120 students with a requirement of all instructional staff to attend field evolution to provide mentorship, site control, and evaluation for the training unit.
4.8 Realistic Urban Training (RUT) Exercise: This exercise is designed for the MRF to conduct full-mission profiles of the VBSS mission, gas and or oil platform seizures, and ground raids.
The two week course will execute two times a year for a total of 4 weeks. This training evolution is designed to bring skills-sets in CQT, Sniper, HRST, Security Element Operations (amongst others) to be employed by the MAGTF Command Element to accomplish a specific mission.
