34. PWS, Page 27, Paragraph 3.2, TEEP, We need final clarification on travel days and onsite days regarding travel on TEEP.
QUESTION: In example, in TEEP line 1, MEU R&S Course information it shows travel required for 5 days, with this we assume day 1 is mobilization travel from MCB Camp Pendleton, day 2-4 onsite at training/exercise location, and day 5 is demobilization back to MCB Camp Pendleton. Is our understanding correct?
Response: Yes, your understanding is correct.
35. PWS, Page 27, Paragraph 3.2, TEEP and Q&A #4 and #14
We have reviewed the TEEP travel requirements in the table on page 27 and the answers to question #4 and #14, QUESTION: Can we assume all TEEP travel requirements are to Alameda, CA or are there still requirements to AZ, UT or NV areas of operations? If so, which so we can accurately price travel requirements.
Response: Yes, for proposal writing purposes you can assume all travel requirements are to Alameda, CA.
36. PWS, Page 35, Paragraph 9.0, Government Provided Resources, Sub-Paragraph 9.3, QUESTION: Can we assume the Government is going to provide all required weapon magazines (all weapons), spotting scopes, binoculars, and weapons cleaning gear and equipment?
Response: Yes, the government will provide.
37. Reference: Section 6.2, Additional Contractor Responsibilities, Page 33, Paragraph 6.2.1 Equipment
Question: Can the Government list the personal protective equipment (PPE) required (in accordance with range regulations)?
Response: The following are range required PPE: ballistic helmet, eye pro glasses, noise canceling headphones, flak jacket with Small Arms Protective Insert (SAPI) plates, Chest rig/load bearing vest, high visibility orange camel back, gloves, long sleeve, fire resistant shirts and all terrain rugged boots.
38. Reference: Section 5.0, Knowledge, Skills, Abilities, Page 30, paragraph 5.1
Question: Will the Government adjust the PWS to include required AMGA certifications for the Assault Climber Instructor? (i.e., “Single Pitch Instructor”, “Wilderness First Responder” or others) The previous Q&A stated AMGA certifications are required but did not clarify.
Response: PWS paragraph 5.1 has been revised to include the AMGA Single Pitch Instructor certification.
39. Reference: INSTRUCTIONS TO OFFERORS, Page 41, Paragraph 4(a) VOLUME I:
General
Question: In reference to required security clearances, Volume I requires a statement certifying that all personnel employed to perform under the resultant contract meet the qualifications in the DD Form 254. Does the Government require a by-name roster of instructors with their requisite security qualifications in Volume I of the proposal?
Response: No, the Government does not require a by-name roster, only a statement of certification.
