QUESTIONS & ANSWERS
Questions and Answers
(** Answers to vendors questions)
1. What is the average number of middle school participants?
** 10 Participants
2. What is the average number of high school participants?
** 7 Participants
3. What do the Chapel Staff and Volunteers already provide for the middle and high school programming?
** Lay-led or Chaplain collateral involvement including a bi-monthly youth meeting and an occasional youth activity
4. Can these meeting be held at the same time or concurrently in the same location?
**Yes
5. Are the participants responsible for raising their own funds for weekend retreats and week-long mission trips?
**The chapel cannot charge fees. The food is provided via chapel funds and retreats/trips would be budgeted, funds permitting.
6. Do you consider the youth served to be at-risk?
**No
7. Is the Bible Study 52 weeks or 45 like the youth meetings?
**Numbers are approximate. 45 is used in lieu of 52 to allow for holiday periods (Christmas, Thanksgiving, Fall/Spring break, etc.) to inform that we desire no less than 45 meetings.
8. How long are weekend retreats? 1 night or 2?
**We've never conducted one, so cannot say. Either length is permissible, funds and schedules permitting.
9. Is the extended mission a daily local project or an overnight for 5-7 days in another state, country?
**We've never conducted youth mission trips so at this point the answer is neither. Given our geographical locale and limited funds, if a mission trip were to occur, I would want it to be local.
10. Is there enough space to hold both MS and HS meetings concurrently in the same building?
**Yes, schedule permitting.
11. Is there an established Volunteer and Mentor base already in existence?
**Limited, but yes.
12. Will the Youth Minister have access to a gym or other inside recreation area?
** Yes, however, the gym and recreation areas do not belong to the chapel, but fall under the authority/oversight of
Marine Corps Community Services (MCCS). This means that scheduling is through them and available as their schedule permits.
13. Does the budget for supplies, literature and curriculum allow for all participants to have study guides, books, etc.
** Usually, funds permitting.
14. What quality level is expected for marketing materials? Professional graphic design or what someone with desktop skills can produce?
**The latter - “what someone with desktop skills can produce."
15. Is this position subject to SCA wage determination?
** No wage determination is being issued for this procurement. In accordance with 29 C.F.R. Part 4, section 4.6(d) the contractor is required to pay no less thatn the Federal Minimum Wage. For more information, read clause
52.222-99 Establishing a minimun wage for contractors.
16. Could the same person do both services for M00318-14-T-0055 and M00318-14-T-0060 with appropriate coordination?
** Yes. See PWS para. 1.2 scope of work of M00318-14-T-0055 and see PWS para 1.2 Scope of work of M00318-
14-T-0060
17. What is the average number of children involved in the Children's Ministry?

The following have been added by full text:
52.222-99 ESTABLISHING A MINIMUM WAGE FOR CONTRACTORS (DEVIATION 2014-O0017) (JUNE
2014)
This clause implements Executive Order 13658, Establishing a Minimum Wage for Contractors, dated February 12, 2014, and OMB Policy Memorandum M-14-09, dated June 12, 2014.
(a) Each service employee, laborer, or mechanic employed in the United States (the 50 States and the District of
Columbia) in the performance of this contract by the prime Contractor or any subcontractor, regardless of any contractual relationship which may be alleged to exist between the Contractor and service employee, laborer, or mechanic, shall be paid not less than the applicable minimum wage under Executive Order 13658. The minimum wage required to be paid to each service employee, laborer, or mechanic performing work on this contract between
January 1, 2015, and December 31, 2015, shall be $10.10 per hour.
(b) The Contractor shall adjust the minimum wage paid under this contract each time the Secretary of Labor’s annual determination of the applicable minimum wage under section 2(a)(ii) of Executive Order 13658 results in a higher minimum wage. Adjustments to the Executive Order minimum wage under section 2(a)(ii) of Executive
Order 13658 will be effective for all service employees, laborers, or mechanics subject to the Executive Order beginning January 1 of the following year. The Secretary of Labor will publish annual determinations in the Federal
Register no later than 90 days before such new wage is to take effect. The Secretary will also publish the applicable minimum wage on www.wdol.gov (or any successor website). The applicable published minimum wage is incorporated by reference into this contract.
(c) The Contracting Officer will adjust the contract price or contract unit price under this clause only for the increase in labor costs resulting from the annual inflation increases in the Executive Order 13658 minimum wage beginning on January 1, 2016. The Contracting Officer shall consider documentation as to the specific costs and workers impacted in determining the amount of the adjustment.
(d) The Contractor Officer will not adjust the contract price under this clause for any costs other than those identified in paragraph (c) of this clause, and will not provide price adjustments under this clause that result in duplicate price adjustments with the respective clause of this contract implementing the Service Contract Labor
Standards statute (formerly known as the Service Contract Act) or the Wage Rate Requirements (Construction) statute (formerly known as the Davis Bacon Act).
(e) The Contractor shall include the substance of this clause, including this paragraph (e) in all subcontracts.
