VENDOR QUESTIONS ANSWERED
Question #1: Will there be grounding spots for the generators & the panel boxes for use?
Answer #1: Contractor to identify at each location where ground rod is to be installed for generators and panels and install as needed.
Question #2: Will we have to provide grounding rods which has to be driven into the ground? To attach grounding wire and clamp to?
Answer #2: Contractor to supply all material in accordance with contract. (ground rods/ground rod clamps/wire etc:) Contractor will need to where rods will be installed.
Question # 3: Can we do this on the air field drive these rods 6 to 7 ft long?
Answer #3: In past shows the generators were placed in such a manner so that the grounding rods could be set in soil. MCCS will be glad to assist all potential bidders by identifying these locations. The only generator that was on hard surface was "show center" which was either attached to the existing air field ground or driven in an asphalt paved area.
Question #4: Need to know which vendor will need 24 hour power or who will need 24 hour service.
Answer #4: The only 24 hour support requirement will be for the Matson refrigerated units and the food prep and sales area. This 24 hour support will need to run from EOD the 25 th of Sept through the EOD the 1 st of Oct.
Question #5: Need to know location for contractor stage before and after show move in/out.
Answer #5: Staging will be at two (2) locations. One location will be grid P-14/15 the other location will be grid N-
21/22. Material staged in respective grids will be based on access plan of 19 Sept. and 24 Sept.
Question #6: What date can we set up before show?
Answer #6: Staging of materials and equipment can begin as early as the 17 th of September and access to the work site will start on the 19 th of September.
Question #7: Cable protection ramps not on list for crossover. Need footage and location.
Answer #7: Cable protection is contractor’s responsibility to supply where code or safety dictates. Power distribution plan should “minimize” use of cable trays to the maximum extent possible.
Question #8: Will we be furnishing radios?
Answer #8: contractor will supply radios for their work force to communicate and one radio to MCCS to contact contractor’s work force.
Question #9: Who do vendors report to between contractors and base coordinator?
Answer #9: This is an internal coordination item for MCCS. Any notification to the contractor for system support or trouble calls will be forwarded by George Kelsey or Earl Correa of MCCS.
Question # 10: On the 2 ea ECP tower security at fire station not on bid and other locations on west side hangar
120v 20amp outlet, Do we need to supply power for these units?
Answer # 10: The lay out for the Air Show shows three ECP’s. They are the Military Police Entry Control Points.
At each of those locations the requirement is the same 120v 20a requirement, to power two metal detectors and the
Sky Tower. We will also require the power lines from the generator source to the equipment, one line to the walk through metal detectors (2) and a splitter, and one line to the Sky Tower at each location. The generator can be in close proximity to the Sky Tower; however the generator needs to be away from the metal detectors for noise control. The length of the power supply lines will be in relation to the noise produced by the generator. The term
“spider boxes” has been used by the electricians.
Question # 11: Where will mobile RV base military be set up?
Answer # 11: K18 on Grid map. This is a co-location at the UCP
Question #12: Is there a designated spots for the generator? If so, would you please let me know where they are to be placed?
Answer #12: As discussed during the walk-thru, "there are no pre-determined locations (spots) for placement of the generators. The generators will be placed in accordance with best practices, code & safety guidelines and minimal cable run and power drop". The contractor is responsible for engineering and design of the most efficient power distribution system with minimal impact to the patrons and inconvenience to the operation base on the site map furnished to the contractor during the pre-site visit.

The set-up and operation of this event requires an electrical distribution support network put in place temporarily for this three-day weekend event. Power distribution is required for food preparation, retail sales operations, public address systems, refrigeration systems and other miscellaneous equipment. As there is no permanent physical power source for connection, the requirement is to supply power through the use of several portable generators of various output capabilities.
3.0 Scope.
3.1 The requirement is for a firm-fixed price type contract. The requirement is to develop a power distribution network design, equipment and material requirements and power source to support the 2012
Blue Angels Air Show. The contractor will supply all materials required and will establish the power distribution system, to include but not limited to all electrical components, electrical panels, distribution boxes, cabling, connectors, grounding devices, cords, for a whole system which will be turned over to the government at the completion of the event.
3.2 The vendor will also be responsible for supplying the source of power through the use of portable
"whisper-quiet" generators. These generators will be rented, thereby returned to the contractor at the conclusion of the event.
3.3 Period of Performance. Temporary power service for airshow related requirements is required from
0700 to 1900 each day starting 26 September 2012 to 30 September 2012. The units identified as requiring 24 hour service will need power beginning at 1600, 25 September 2012 until 2200 1 October
