SOURCES SOUGHT ANNOUNCEMENT

The United States Marine Corps (USMC) Marine Corps Installations National Capital Regional – Regional

Contracting Office (MCINCR-RCO), Marine Corps Base, Quantico, VA is seeking sources for 24/7, 365 days a year maintenance and break/fix repair of critical infrastructure equipment.

INTRODUCTION: This is a SOURCES SOUGHT to conduct market research and determine the availability and technical capability of all sources to provide the required services. The anticipated North

American Industry Classification System Code (NAICS) for this requirement is 811310, “Commercial and

Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance with the corresponding size standard of $7.5M annual sales.

The Communication Electronics Division, Marine Corps Base Quantico G-6 is seeking information for potential sources for providing 24/7, 365 days a year maintenance and repair of generators and

Uninterruptable Power Supplies (UPS’) that directly support IT and emergency radio equipment.

CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY

FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION

SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY

VOLUNTARY.

CORE OBJECTIVES TO BE ACCOMPLISHED:

The contractor must possess the abilities and skillsets, as follows:

1) Task 1 – Service Calls

1.1. The Contractor shall respond to unlimited service calls 24 hours a day/7 days a week, to include holidays.

1.2. The contractor shall provide service repairs, and annual scheduled PM’s to all Generators, ATS’s, HVAC’s and UPS’ as recommended by the OEM.

1.3. The Contractor shall respond to emergency service calls and be on site within four (4) hours after a request for service by the COR and provide corrective action on the equipment.

2) Task 2 – Preventive Maintenance/Service Checks

2.1. The Contractor shall provide all parts and labor to perform two (2) preventive maintenance/service checks, in accordance with the Original Equipment Manufacturer’s (OEM) standards, per year on all UPS systems, battery racks, rectifiers, HVAC units and generators.

These PM/service checks will be scheduled with the Contracting Officer’s Representative (COR) prior to being conducted.

3) Task 3 – Generator Load Test

3.1. The Contractor shall perform annually two (2) hour load tests on all generators. Load bank tests will be performed during the scheduled preventive maintenance checks.

4) Task 4 - On-Call Technical Support

4.1. The Contractor shall provide the Government with an on-call technical support representative to manage and perform repairs and corrective maintenance services on data center equipment during the normal core operating hours of 0800 through 1700, Monday through Friday.

4.2. The on-call technical support representative will perform the following functions:

4.3. Manage and perform repairs and corrective maintenance services on the electrical, power distribution and HVAC systems as required to maintain critical services at various nodes.

4.4. Identify routine maintenance activities that cannot be performed by the on-call Contractor and have certified/licensed personnel to execute these services as required.

4.5. Escalate, mobilize, and coordinate necessary labor, tools, equipment, and engineering to prevent avoidable system outages.

4.6. In the event of an unscheduled outage, the Contractor shall provide systematic and controlled restoration in accordance with OEM and industry best practices.

4.7. The On-call technical support representative will remain in an on-call status 24 hours a day, 7 days a week as needed by the customer after the core hours.

SPECIAL REQUIREMENTS

Must have Top Secret clearance.

Must be ISO 9001 certified.

Principal support operations will occur at:

Marine Corps Base Quantico, VA

EXPERIENCE

Please provide description of similar services provided under the Commercial, Government and USMC’s environments.

Commercial Environment:

Provide relevant details on the responder providing the same or similar services offered or made to the general public or to non-governmental entities for purposes other than governmental purposes in the last three (3) years. Relevant details to G-6’s proposed acquisition should include, but not be limited to, information regarding the size and length of the effort, responder performing as a prime or subcontractor, customary practices (warranty, financing, discounts, contract types, etc.) under which the sales of the service(s) are made, security details, the customary practices regarding customizing, modifying, or tailoring of a service(s) to meet customer needs and associated costs, the kinds of factors that are used to evaluate performance; the kinds of performance incentives used; the kinds of performance assessment methods commonly used; the common qualifications of the personnel performing the services; and requirements of law and/or regulations unique to these service(s), that can demonstrate the responder’s abilities and capacity to meet G-6’s desired core objectives.

ADMINISTRATIVE:

Response to this source sought shall include the following information as a minimum:

1. Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, company website, CAGE code, DUNS Number, and e-mail of designated point(s) of contact.

2. The anticipated North American Industry Classification System Code (NAICS) for this requirement is 811310, “Commercial and Industrial Machinery and Equipment (except

Automotive and Electronic) Repair and Maintenance with the corresponding size standard of

$7.5M annual sales. This Source Sought is requesting responses to the following criteria from all sources that can provide the required services under the NAICS Code. The Government accepts recommendation for alternative NAICS Code. If recommendation is provided, please provide rationale for any NAICS Code applicable to the planned acquisition other than the NAICS code identified above.

3. Business Type: To assist RCO-NCR in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Source Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-

Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement.

To be considered for a Small Business set-aside, at least 50 % of the cost of contract performance incurred for personnel shall be expended for employees of the responder.( FAR 52.219-14, Limitation of Subcontracting)

4. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company’s ability to perform in accordance with the Limitations on subcontracting clause (FAR 52.219-14).

5. Please provide a determination of intent to participate/solicit as a prime contractor or subcontractor.

6. Type and level of Defense facility security clearance held

7. If your business holds an active General Services Administration (GSA) Federal Supply Schedule

(FSS) which can accommodate the scope of the entire requirements outlined above, please provide the GSA schedule number with the capability package submission.

SUBMISSION DETAILS:

Responses must contain UNCLASSIFIED information only and be marked “UNCLASSIFIED” at least on the first page of the response. No classified information may be included anywhere in the response.

Responses must include:

1) Business name and address;

2) Name of company representative and their business title;

3) Type of Small Business;

4) Cage Code;

5) DUNS Number;

6) Responses shall be in Microsoft Word for Office or compatible format and shall not exceed 10 pages. A page is defined as each face of an 8½” x 11” sheet with information contained within a one inch margin on all sides. Font type shall be Times Roman 12 point;

7) Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned.
