PERFORMANCE WORK STATEMENT (PWS)

For

Director, G3/5/7, Training and Education Command (TECOM), Joint Training Integration Branch (JTIB)

Joint National Training Capability (JNTC)

1. Background.

The TECOM G3/5/7 Joint Training Integration Branch (JTIB) is one of seven (7) branches aligned under the

Director, G3/5/7, Training and Education Command (TECOM), Marine Corps Combat Development Command

(MCCDC), Quantico, VA. The Marine Corps Joint National Training Capability (JNTC) Program is resourced by

Office of the Secretary of Defense (OSD) and managed by the Joint Staff (JS) J7.

The TECOM G3/5/7 JTIB, working in concert with JS J7, enhances the Marine Corps training programs with the integration of a series of specific joint, interagency and multi-national (JIM) context solutions to joint training shortfalls that have been identified through the accreditation of these programs. The supported Marine Corps pre-deployment and staff training programs consist of: Marine Air Ground Task Force Training Command

(MAGTFTC), Marine Aviation Weapons & Tactics Squadron One (MAWTS-1), MAGTF Staff Training Program

(MSTP), Marine Corps Mountain Warfare Training Center (MCMWTC), Marine Corps Tactics and Operations

Group (MCTOG) and Marine Corps Logistics and Operations Group (MCLOG).

3. Objective.

This PWS includes three core objectives to support the CG TECOM in the development and implementation of

JNTC initiatives and exercises/events. The first objective is Exercise Design, the second objective is Financial

Events are designed using defined USMC training objectives and the appropriate level of “joint context” as determined through the JNTC

Accreditation/Certification process. A key aspect of these support duties is to observe the execution of JNTC events and conduct post-JNTC Event assessment and analysis, capturing and formatting all empirical data, and lessons learned for application in future JNTC exercises/events and joint operations. The following are mandatory requirements that must be met in order to successfully accomplish the Exercise Designer task:

4.1.1.1. Participate in JNTC accredited training program planning efforts (conferences/meetings) and design of

4.1.1.6. Develop, continuously update, and report JNTC other-Service, Interagency and Intergovernmental exercise and event support requirements while providing recommendations to queries and reviews in support of plans, policy, and oversight of Marine Corps JNTC accredited programs.

4.1.1.7. Coordinate with appropriate personnel to establish classified Secret Internet Protocol Router (SIPR) network user accounts and maintain current systems accesses required to support Marine Corps JNTC accredited programs.
