Question Responses to Questions
1 Please confirm that all references to M00264-15-R-1055 should be modified to reflect the correct solicitation number of M00264-15-R-1071
Changes made under section L-2.3
2 With Questions due on the 20th, Answers will likely come back on the 24th or
25th, at earliest, which does not provide offerors sufficient time to integrate the new information into their proposals. Will the Government extend the proposal due date by one week to ensure the MCIOC receives the best possible proposals?
No changes to schedule
3 Is this a new requirement? Yes
4 Will the government please disclose a historical baseline of the frequency and duration of training? Do they overlap?
The frequency and duration of the training exercises are discussed within the PWS requirement(s).
5 Is there a translator/linguist requirement for other contingency areas as part of the scope of work?
The Government anticipates an immediate requirement for 2, Arabic translator/linguist at time of contract award. Any additional requirement for other areas will be addressed by execution of
Optional Tasks.
6 RFP Section L-2.4.2.8 states that in the Security Plan, offerors must “state and identify that their Accredited Information System (AIS) meets the requirements for SCI accreditation under DCID 6/3 standards.” This appears to require that offerors themselves possess TS-SCI-accredited information systems for performance under this contract. If so, this would conflict with 1) Section C.6.0, which states that all IT hardware, connectivity, and infrastructure will be provided by the MCIOC, 2) Sections M.1 and C.8.0, which state that offerors must possess a Top Secret (TS) FCL (not TS-SCI); and 3) Sections C.3.0 and L-2.7.6, which state that the place of performance will be Government facilities. Does the
Government mean that offeror personnel must be able to use MCIOC-provided
TS-SCI-accredited information systems at the MCIOC? YES Or does this section simply refer to the information system in which clearances are processed and managed, e.g., JPAS/JCAVS, per consistent with Section L-2.4.2.13?
Offeror personnel must be able to use MCIOC-provided TS-SCI-accredited information systems at the MCIOC.
7 7. RFP Section C.4.0 states that the Government requires IO and target development services. However, these requirements do not appear in the required services elsewhere in the PWS. Are offeror personnel expected to participate in
USMC IO doctrine development and IO targeting?
IO target development services is not required.
Removed from PWS under
RFP ammendment. Offeror personnel are not expected to participate in USMC IO doctrine development and
IO targeting. This will be removed from the PWS.
8 RFP Section C.4.1.5 requires a suite of linguist services. What portion of these services are in support of training and exercises, versus reachback analytic tasks or other operational requirements?
Required
Translator/Linguist services as described are not split in the manner suggested by this question. If services are required in support of an exercise or in reach-back capacity, the contractor would be expected to provide them. However, the government anticipates the majority of work will occur as reach-back analytic tasks.
9 Please clarify which specific languages are required as part of the “suite of linguist services.”
The Government anticipates an immediate requirement for 2, Arabic translator/linguist at time of contract award. Any additional requirement for other areas will be addressed by execution of
Optional Tasks.
10 RFP Section C.4.1.1 states that Program Management is off-site, but Section C.8.3 states that the Program Manager is Key Personnel. Could the Government please confirm that the PM is Key, but will not have work space provided at the
MCIOC?
Confirmed
11 RFP Section C.8.3 states that the Program Manager is Key Personnel. However, Task 1 personnel are not included in the Bidder Library Information’s historical.
Could the Government please update the Bidder Library Information to include
Task 1 historical staffing data?
NO. The government does not anticipate a full-time
PM is required to oversee and manage the collective
PWS requirements.
12 RFP Section C.13.0 states that work hours are 0700-1800, Monday through
Friday. Does the Government expect that each individual on the program will work 65-hour weeks (5 days x 13 hours, as stated)?
NO – The work hours are to illustrate when the MCIOC is normally open for business. MCIOC is a
SCIF and is not open 24-7.
Additionally this is a performance based contract and the government does not dictate the number of hours required to successfully complete the required tasks. Narrative added to the RFP ammendment.
13 RFP Sections L-1.1 and L-2.7.3 state that travel is to be a cost-reimbursable, no-fee item. Because G&A is a cost, will offerors be permitted to burden reimbursable travel expenses with G&A?
Indirect expenses such as
G&A are considered part of the travel cost. Offerors are permitted to burden travel cost except for fee.
14 RFP Section L-2.6.2 states that resumes must be included in the Management
Plan’s Staffing Plan. Are resumes excluded from page count?
Yes
15 RFP Section L-2.7 states that the Past Performance volume must not exceed nine
(9) pages. However, Section M.4 states that up to six references may be included, each of which is to be limited to five (5) pages or less. Please clarify.
Nine (9) pages is the correct page count for past performance. Changes made on section M-4.
16 RFP Section L-2.7.1 states that offerors must submit three (3) Past Performance references. However, Section M.4 states that up to six references may be included. Please clarify.
Minimum of 3, no more than 6. Narrative added to section L and M to clarify this.
17 Are counterintelligence polygraphs or full scope polygraphs required for personnel for this contract? If so, which billets?
No
18 How much of the Senior and Journeyman level Training and Exercise Support is platform instruction and how many hours are devoted to exercise development and execution?
Bidder’s are to propose best approach for executing the requirement based on their experience/ past performance for similar tasks.
19 Do the IO SMEs provide support to deployed operational elements? Yes
20 Are the IO personnel required to deploy? No
21 Are other service senior staff colleges, War College, School of Advanced Military
Studies acceptable in lieu of the Advanced School of Warfare
Yes
22 Is graduate level experience with Joint Planning or Army MDMP an acceptable substitution for Graduate level MCPP experience
Yes
23 How do the Geospatial Analysts support a training contract? This is a support services contract which has elements of geospatial analysis, training and exercise support and translator/linguist tasks.
Geospatial Analyst requirements are outlined in the PWS task description.
24 The past performance questionnaire template states, "Instead, please e-mail the completed questionnaire(s) to: name@usmc.mil or fax to XXX-XXX-XXXX."
Will the government please clarify who the PPQs are intended to be emailed/faxed to?
POC information corrected and will be provided in
RFP ammendment.
25 Please confirm that the sections I through III of the past performance questionnaire that are to be submitted with the proposal are not included in the past performance volume page count.
Confirmed

Currently reads, “All cost and price information shall be contained in Volume 4 and in accordance with Schedule B of the solicitation.” Should read, “All cost and price information shall be contained in Volume 6 and in accordance with
Schedule B of the solicitation.”
Reference corrected in RFP ammendment.
31 Page 57, Paragraph L-2.8 (Volume 4-Factor 4- Cost/Price).
Sub sections of this paragraph are inaccurately mislabeled as L-2.7.1, L-2.7.2, etc.
Would the Government please consider correcting this to prevent any confusion by Offerors?
Reference corrected in RFP ammendment.
32 Page 58, Paragraph L-2.8 (Small Business Subcontracting Plan). This paragraph utilizes the same number as the previous paragraph (Volume 4-Factor 4-
Cost/Price). Would the Government please consider correcting this to prevent any confusion by Offerors?
Breakdown of prices related to small business are required under the
33 Page 59. Would the Government please specify into which volume Offerors should place their Small Business Participation Plan?
Volume 1 Offer.
References were included under section L-2.3.1..
Additional instructions were added under this section for OCI as well as section L-2.8 and L-2.9.
34 Page 57, Paragraph L-2.7.1. Paragraph stipulates that “All cost and price information shall be contained in Volume 4 (correction should read Volume 6) and in accordance with Schedule B of the solicitation” however, a sentence contained in the paragraph of Page 53, Section L-2.3 (Volume 1 – Offer Letter) stipulates “shall include a summary of the proposed price by CLIN and a summary of the small business Letter participation proposed.” Would the
Government please confirm the requirement to provide pricing information in both Volume 1 and Volume 6 and not just Volume 6?
Volume reference corrected. Detailed pricing information is allowed only in Volume 6. A summary of the proposed cost is required under Volume 1-
Offer.
35 Paragraph L-2.7 Past Performance notes that this section shall not exceed 9 pages.
Paragraph M.4 Factor 3 Past Performance notes that Offerors may submit six past performance efforts for evaluation and they may each be as long as five pages long – for a total of 30 pages. Would the Government please advise Offerors how many pages the Past Performance Volume can be, how many efforts Offerors are allowed to submit, and how long each cited effort can be?
Nine (9) pages is the correct page count for past performance. Changes made on section M-4.
36 Paragraph L-2.7.1 notes that Offerors shall provide a matrix with three references that can attest to relevant past performance. Wouldn’t the POCs on each of the past performance efforts Offerors submit be expected to attest to this very same information? Do the three references in the matrix have to correspond to three of the past performance efforts Offerors submit? If Offerors use six past performance efforts, shouldn’t Offerors provide six references?
Nine (9) pages is the correct page count for past performance. Changes made on section M-4.
Required matrix shall include a minimum of three
(3) references but no more than six (6). References shall be related to past performance efforts.
37 Paragraph 4.1.5 Translator/Linguist Support Services asks for personnel with very specific skill sets lacking only the actual target language desired by MCIOC.
Attachment 3 notes that the historical effort has included Arabic linguists. If
Offerors are not provided with the target language, how would the Government expect the prospective Contractor to provide the appropriate personnel to be evaluated under the stipulations of paragraph M.3 (initial staffing)? If there is not a specific target language required, will any Translator/Linguist with the appropriate skills as outlined in the PWS, meet the requirement? If there is a specific language, would the government please provide that language?
The Government anticipates an immediate requirement for 2, Arabic translator/linguist at time of contract award. Any additional requirement for other areas will be addressed by execution of
Optional Tasks. Language was added to the PWS to address this.
38 Paragraph L-2.4.2.4 Personnel Security: Lists a requirement to submit a date of polygraph and the agency administering the polygraph. A TS/SCI clearance/eligibility does not require a polygraph examination. Would the
Government please delete the requirement to provide a date of the polygraph and the agency administering it?
Polygraph language has been removed from Section
L.
Contractor must possess a current Top Secret (TS) facility clearance at the time of contract award. Contractor personnel must possess a current Single Scope
Background Investigation
(SSBI) and TS clearance with
SCI eligibility. Detailed security requirements shall be in accordance with DoD
Contract Security
Classification Specification
(DD254), Attachment 4.
39 Paragraph L-2.4.2.8 Accredited Automated Information System (AIS): Lists a requirement that the Offeror shall state and identify that their AIS meets the requirement for SCI accreditation under DCID 6/3 standards. An AIS is required when a contractor is expected to have information systems capable of storing at the SCI level which is not a requirement for this solicitation. Would the
Government please delete this requirement?
Language has been removed from the RFP.
40 Paragraph 4.1 notes all contractor personnel should have the level of security clearance required for the specific task being supported. Nowhere in Task 1 through Task 7 is the security clearance requirement for the specific task mentioned. So for instance, does the Program Manager (in Para 4.1.1), working off-site, and responsible for administrative, managerial, and financial aspects of this contract require a clearance? If so, at what level? Do the journeyman employees supporting Task 3 (Para 4.1.3) handling role players, and providing
MISO expertise, etc. require a clearance? If so, at what level? The MCIOC CUX specified in this task is conducted at the SECRET level, not TS, and not TS/SCI.
Would the Government please specify by task what clearances are required by employees to accomplish specific tasks?
Per PWS section 4.1, Qualified personnel shall possess and maintain:
required security clearance, skill sets, experience, applicable professional certifications and training as detailed in this PWS.
Contractor personnel must possess a current Single
Scope Background
Investigation (SSBI) and
TS clearance with SCI eligibility. All contractor personnel are required to be
US citizens and have the level of security clearance required for the specific task(s) being supported.
41 Paragraph 4.2.1 (Option Task 6, Additional Training & Exercise Support). Would the Government please provide the number of FTEs required to perform services associated with this optional task?
This is a performance base acquisition and specific number of FTEs will depend on proposed technical solution. The provided bidders library includes helpful support information for each task.
Information is based on historical and estimated support performance.
42 Paragraph 4.2.2 (Option Task 7, Additional Translator / Linguist Support
Services). Would the Government please provide the number of FTEs required to perform services associated with this optional task?
This is a performance base acquisition and specific number of FTEs will depend on proposed technical solution. The provided bidders library includes helpful support information for each task.
Information is based on historical and estimated support performance.
43 Paragraphs 4.1.5 and 4.2.2 (Task 5 and Option Task 7, Translator/Linguist
Support Services) both refer to availability for “worldwide deployment.” Will/can the Government provide any greater details (duration, location) for these contingencies to allow vendors to accurately price these services (ODCs for Post-
Differential, Danger Pay, DBA insurance fees, etc.)? In the absence of details about indefinite emerging requirements, does the Government plan to modify the awarded contract to equitably adjust funding to account for these possible worldwide deployments?
Clarification added to RFP.
Other than attending planning conferences in
Okinawa, Japan, OCONUS travel is not needed for this effort. These requirements does not entails OCONUS travel unless unforseen mission requirements arises.any travel cost shall be priced out based on the provided NTE amounts.
Associated cost (Post-
Differential, Danger Pay, DBA insurance fees, etc) related to OCONUS travel to combat zones will be handled and negotiated during post award. No pricing is required for these elements as part of this solicitation.
44 Is there an incumbent for this work and if so, who? New effort. No incumbent available.
45 'Should the total for CLIN 0006 equal the sum of CLINS 0006AA, 0006AB, 0006AC, 0006AD?
Yes
46 PWS section 4.1.2 'Bullet 9 includes: Attend Planning Conferences at Camp
Lejeune, NC, Camp Pendleton, CA, and Okinawa, observe and report outcome to
MCIOC Task Lead – 'This conflicts with PWS Paragraph 7.1 which states "the government does not anticipate OCONUS travel as necessary to meet PWS requirements." Will the government either revise Paragraph 4.1.2 to remove
Okinawa or revise Paragraph 7.1 to include OCONUS travel to Okinawa, Japan?
Clarification added to RFP.
Other than attending planning conferences in
Okinawa, Japan, OCONUS travel is not needed for this effort. These requirements does not entails OCONUS travel unless unforseen mission requirements arises.any travel cost shall be priced out based on the provided NTE amounts.
Associated cost (Post-
Differential, Danger Pay, DBA insurance fees, etc) related to OCONUS travel to combat zones will be handled and negotiated during post award. No pricing is required for these elements as part of this solicitation.
47 What are the Commercial and Government off-the-Shelf (COTS/GOTS) software used at the MCIOC to support Geospatial support services (e.g., are Google Earth, Mediat Mapping, Esri Suite, Erdas, ENVI, Builder, Python, ArcGIS Desktop, Terrago Publisher, GeoExpress, GeoPDF, ArcMap, SOCETE GXP, Locate XT, ArcCatalog, Remoteview PRO and Locus Track available?)
This information is incorporated in the ammendmant under Section
C.14. COST/GOTS
provided are ArcGIS
Desktop (to include all of the functions associated with the desktop suite of tools and capabilities);
Google Earth. We do use the ArcGIS portal sites hosted by NGA and DIA to disseminate products.
48 Page 29, Art 7 states :"The government does not anticipate OCONUS travel as necessary to meet PWS requirements." Do you expect OCONUS deployments for
Task 5?
Language added into the
PWS section to account for
Germany as a OCONUS location since MARFORs is located there.
49 Will other languages in addition to Arabic be required for Tasks 5 & 7
Translator/Linguist Support Services? If so, which languages?
Task 5 requires Arabic linguists support. The
Government envisions two
(2) Arabic linguists support
FTEs for Task 5. Task 7 requires linguists support for Arabic, Tagalag, Mandaran, and Russian.
The Government envisions one (1) FTE per language under Task 7.
50 There is not enough information to determine the level of effort of to provide pricing for these Option Tasks 6 and 7. Would the government provide an estimated level of effort in order to price this FP effort? If not, will the government make these Option Tasks 6 and 7 time and material?
The Government envisions two (2) FTEs for Task 6 and four (4) FTEs for Task
7 .
51 Section 5.4 Data Rights conflicts with other data rights clauses/provisions included in the solicitation and is perceived to be contrary to law. Specifically, 10 USC 2320(a)(2)(F) prohibits the Government from forcing a contractor to “sell or otherwise relinquish to the United States any rights in technical data” (with limited exceptions – none of which apply here) “as a condition of being responsive to a solicitation or as a condition for the award of a contract.” This offeror recommends the Government delete the language in Section 5.4.
Language address this was incorporated under Section
C and H of the RFP ammendment.
52 PWS section 8.0 references "Detailed security requirements shall be in accordance with DoD Contract Security Classification Specification (DD254), Attachment 2."
Attachment 02 is the Pricing Template. Please provide the DD254.
Corrected under RFP ammendment. DD254 is under Attachment 4.
53 PRS Table , Column labeled ‘Acceptable Quality Level’ Tasks 2,3,4,5 states
‘Personnel 100% Certified to Requirements’. Please provide a list of specific professional certifications that the MCIOC requires to accomplish the specified requirements.
RFP ammendment removed the "Personnel 100%
Certified to Requirements" criteria.
54 What font type should the proposals be submitted in? Times New Roman
55 Will the government accept certain parts of the proposals in Adobe Acrobat, in addition to Microsoft Office compatible files?
Yes but only signature pages and Past Performance
Questionaires.
56 The volume and factor headings in L-2.5., L-2.6, L-2.7. and L-2.8. do not match the Volume titles listed in L-2.2. Please advise so that we label our Proposal
Volumes correctly.
References were corrected in ammendment.
57 Section L2.4.2.4 states "Personnel Security states that the “offeror shall include a personnel listing in Microsoft Excel format for all employees identified in their submissions.” Would the Government like this embedded into the Security Plan document, or can it be provided as a separate Microsoft Excel attachment? 2. If it can be provided as a separate attachment in excel, does this count against the page count for the security volume?
Yes
58 Do the proposal cover page, table of contents, and Glossary of Abbreviations and
Acronyms count in the page count?
No
59 We respectfully request that the resumes be removed from inclusion in the page count. Do the cover page and table of contents count in the page count?
Resumes, cover page and
TOC are not included in the page count.
60 Do the cover page and table of contents count in the page count? No
61 Please provide the email and fax number for submission of the PAST
PERFORMANCE QUESTIONNAIRE TEMPLATE (PPQ).
