Background Information:

The Officer Candidate School (OCS) Physical Training (PT) fields are particularly prone to heavy foot traffic due to the candidate physical training (PT) which at times consists of roughly 2,500 candidates using the PT fields. This soil compaction reduces the ability for water to properly drain from the field and can directly result in standing water and puddles. If uncorrected, this soil compaction can lead to the thinning of the field turf. Aerating the OCS PT fields will assist in relieving the soil compaction, thus improving water drainage and improving the overall quality of the turf. On the safety side, standing water on the fields creates an unsafe condition for the candidates to PT. The standing water and resulting soft turf creates a situation where ankle injuries and lower extremity injuries are possible. In addition, the standing water provides breeding grounds for insects such as mosquitoes that can carry diseases. The aeration service OCS is currently requesting will ensure that the PT fields remain in a safe condition as well as remaining esthetically appealing. This will be a reoccurring annual service. Twice a year, once in April, and once in September.

Service Requested:

- Aeration of (2) PT Fields

- Jr PT Fields Dimension : 108 x 240 square ft

- Sr PT Fields Dimension : 120 x 240 sqare ft

- Quantities are broken down into (2) for services performed that year

- Each PT Field will be serviced once in April and once in September of 2012

CLAUSES INCORPORATED BY FULL TEXT

52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999)

(1) This acquisition will utilize Lowest Price Technically Acceptable (LPTA) procedures in accordance with FAR 15.101-2. Technical tradeoff will not be made and no additional credit will be given for exceeding acceptability. Award will be made to the acceptable offeror with the lowest evaluated price, which is deemed responsible in accordance with the Federal Acquisition Regulation and whose proposal conforms to the solicitation requirements. The solicitation requirements include all stated terms, conditions, representation and certifications, and other information required by this solicitation. The Government reserves the right to award without discussions. Therefore, each initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if determined necessary by the Contracting Officer.

(2) The Government may reject any proposal that is evaluated to be unrealistic in terms of requirements, contract terms and conditions, or an unrealistically high or low price when compared to Government estimates, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risk of the program.

(3) Technical acceptability will be evaluated on all proposals. Only those proposals determined to be technically acceptable, either initially or as a result of discussions, will be considered for award. Then, price will be evaluated and the proposal will be listed from lowest to highest price based on the total evaluated price and technical acceptability. Award will be made to the lowest evaluated priced proposal meeting the acceptability standards for the non-priced factors.

TECHNICAL EVALUATION STANDARD:

The contractor shall address the following three factors

1. Factor 1 - Technical Capability – Offeror shall clearly demonstrate its approach to technical ability to meet the requirements of CLIN/ Line Items based on specifications and quality.

2. Factor 2 - Past Performance – Provide three references supporting the ability to deliver, install/assemble the kennels on schedule and in quantities required. Quoters are to provide: Customer; Contract/Task Order number; Contract Type; Total Contract Value; Description of Work performed; relevancy pertaining to this requirement; Names; telephone number; and email address for Point of Contact.

3. Factor 3 – Price – The Offeror shall provide sufficient price information to allow the Contracting Officer to determine the completeness and reasonableness of the quote prices, in addition to the completed Line Items pricing. The Government will evaluate proposals for award purposes by adding the total price for all options (If applicable), to the total price of the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

DISCUSSIONS: If during the evaluation period it is determined to be in the best interest of the Government to hold discussions, Offeror responses to clarification/discussion notices will be considered in making the source selection decision.

AWARD DECISION: The award decisions will be made as follows:

(1) Step One – determine Technical Acceptability. The technical evaluation Factor 1, will assess the offerors capability to satisfy the government’s requirement. The Government will evaluate all technical capability quotes received by the required date/time. The Technical Capability factor will receive a rating of acceptable, or unacceptable. If any factor is rated “unacceptable”, the entire quote is rendered unacceptable, and the quote will be removed from the competitive range. Only quotes deemed technically acceptable (either initially or as the result of discussions) will be considered for award. The ratings are defined in the following paragraphs:

(a) Acceptable: The proposal meets all the minimum mandatory requirements in the solicitation identified as Technical Capability factor: Only those proposals determined acceptable, either initially or as a result of discussions, will be considered for award. Once deemed acceptable, all technical proposals are considered to be equal.

(b) Unacceptable: Fails to meet all the minimum mandatory requirements in the solicitation identified as factors within the Technical Evaluation Standards. Proposals with an unacceptable rating will not be considered for award.

(2) Past Performance Rating Scale – The following table illustrates the past performance ratings rationale that will be applied:

Rating
Past Performance Rationale
Acceptable
Based on the offerors performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the oferor’s performance record is unknown. (see note below).
Unacceptable
Based on the offerors performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.
Note
In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”

(3) Step Two – Evaluate Price. The offerors’ Price proposal will be evaluated, for award purposes, based upon the total price proposed as annotated under Factor 3 - Price.

(4) Step Three – Award Decision. Award will be made to the lowest priced, technically acceptable offeror, subject to a positive responsibility determination in accordance with FAR Part 9 and conformance of the offeror’s proposal to the terms and conditions of the solicitation.

A written notice of award or acceptance of a proposal, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the proposal shall result in a binding contract without further action by either party.
